Responding to Flood Warnings and Moving Toward Peril — Leveraging the “dual roles” of Party organizations and members in geological hazard prevention and control, we are bolstering the safety barrier against geological disasters through end-to-end technical support.

Hear Acting in Response to Floods, Moving Toward Peril

— In geological hazard prevention and control, the Party organization and Party members are called upon to fulfill their dual roles, leveraging end-to-end technical support to build a robust safety barrier against geological hazards.

Introduction: Recently, Jinan City has experienced extremely heavy rainfall, leading to a sharp increase in the risk of geological hazards such as collapses, landslides, and debris flows. As the emergency technical support unit for sudden geological disasters in Jinan City, Shandong Institute has rigorously implemented the arrangements issued by the Jinan Municipal Bureau of Natural Resources and Planning. Hear Acting in response to the flood season and moving toward danger, We are making every effort to strengthen the technological safeguards against geological hazards, thereby protecting the lives and property of the people.

I. Proactive Planning to Build a Defense Line Emergency response demonstrates effectiveness.

The Party Committee of the Shandong Institute has focused on its core mission of geological hazard prevention and control, with strengthening technical support as its central priority. It has organized the development of the “Emergency Technical Support Plan for Sudden Geological Hazards,” thereby establishing a long-term, well‑structured emergency response mechanism. The plan explicitly establishes an Emergency Technical Support Leading Group, which oversees specialized investigation and surveying teams, thus forming… An organizational structure characterized by “unified command and division of labor.” At the same time, drawing on the spatial distribution patterns and causal mechanisms of geological hazards in Jinan City, the contingency plan precisely delineates the responsibilities and roles of emergency response personnel, standardizes operational procedures, and refines material‑supply measures, thereby laying a solid foundation for the efficient handling of sudden disasters.

From July 20 to 23, Jinan City experienced intense, concentrated rainfall, leading to a sharp increase in the risk of geological disasters. Upon receiving an urgent notice from the Jinan Municipal Bureau of Natural Resources and Planning, the Shandong Institute promptly activated its emergency response plan, fully leveraging the Party organization’s role as a strong fortress and the exemplary leadership of its members. By rallying the concerted efforts of both officials and the public, two members of the leading group immediately took up positions at the city’s geological disaster duty room to participate in inter‑departmental joint consultations. Meanwhile, seven specialized technical personnel were dispatched from the emergency investigation and surveying teams, equipped with drones, GPS devices, geological compasses, and other professional tools, to the front lines to carry out simultaneous emergency surveys and routine inspections. From the activation of the contingency plan to on‑site response, seamless coordination ensured that technical expertise provided critical support for risk assessment and the mitigation of potential hazards.

II. Enhanced On-Site Coordination and Joint Response Identify and address risks to strengthen the defense line.

As a critical link providing end-to-end technical support, since the onset of the flood season, Shandong Institute has promptly dispatched numerous technical experts to station themselves at the natural resources authorities in Jinan City and several districts and counties, establishing on-site offices. By fully integrating into the 24-hour emergency response system for geological hazards during the flood period, the institute has ensured that technical resources are positioned proactively, thereby enhancing response efficiency. In addition to participating in flood-season duty, the stationed personnel have actively assisted local authorities in advancing key tasks such as comprehensive, citywide inspections and hazard assessments, refined risk evaluations, and inter‑agency emergency coordination meetings, injecting robust technical expertise into disaster prevention and mitigation efforts. The outcomes of these efforts have been widely recognized, with local authorities repeatedly issuing letters of appreciation.

In recent years, Shandong Institute has cumulatively dispatched Eight on-site technical personnel conducted more than 230 hazard‑identification inspections, covering over 670 potential hazard locations. During the 2021 flood season in particular, the Shandong Institute mobilized its top experts to carry out a comprehensive “grid‑style” inspection of more than 200 geological‑hazard sites across the city, meticulously preparing a detailed “Citywide Geological Hazard Inspection Report” in strict accordance with the principle of “one site, one tailored plan.” The report precisely delineates hazard characteristics, risk levels, and mitigation recommendations, providing robust technical support and a solid decision‑making basis for the Jinan Municipal Bureau of Natural Resources and Planning to formulate evidence‑based prevention and control strategies and implement targeted remediation efforts, thereby fully demonstrating the pivotal role of technical expertise.

III. Planning Leads to Long-Term Vision Engineering-based governance safeguards people’s livelihoods.

Over the years, through comprehensive technical support across the entire value chain, Shandong Institute has consistently relied on scientific planning and professional management to establish long-term safeguards, and has previously… Led the completion of geological hazard assessments in Jinan City. 14th Five-Year Plan Planning formulation, by systematically reviewing the city’s geological hazard development characteristics, risk distribution patterns, and shortcomings in prevention and control efforts, in conjunction with… Jinan City Based on the realities of economic and social development, formulate scientifically. done The overall objectives, key tasks, and supporting measures for five-year disaster prevention and control. The plan’s clearly defined priorities—such as the establishment of a monitoring and early-warning system, the remediation of hazard-prone sites, and the enhancement of emergency response capabilities—provide a systematic and forward-looking foundation for the city’s geological disaster prevention and control efforts.

Meanwhile, Shandong The institute fully leverages its technological expertise and actively participates in… Jinan city Multiple Geological hazard mitigation projects. Addressing threats to the safety of people’s lives and property… Geological hazards Potential hazards; establish a specialized technical team to participate. Design, construction, and supervision , cumulative Participate and Complete key remediation projects. 39 Item. During the implementation of the project, Shandong Institute Strictly adhere to Safety first, ecology first. In principle, disaster management and ecological restoration are integrated in a holistic manner. Through a combination of techniques—including slope cutting to reduce load, retaining wall support, and vegetation rehabilitation—potential geological hazard risks have been effectively mitigated, while also enhancing soil and water conservation capacity and improving the ecological environment in the treated area. This approach has contributed professional expertise to safeguarding local safety and ecological harmony.

(Engineering Governance Outcomes)

As Geological Survey Station in Shandong Central state-owned enterprise, Shandong The institute has always regarded integrating into local development and serving the needs of the people as its original aspiration. In the future Shandong Institute Will continue to deepen cooperation with Local government Through coordinated collaboration, leveraging more professional technical support and more pragmatic service initiatives, it integrates into the broader local development agenda, taking proactive and targeted measures in areas such as geological hazard prevention and control, and ecological conservation and restoration, thereby fulfilling its responsibilities and commitments as a central state-owned enterprise. Local area It has made a solid contribution to the high-quality development of the economy and society.
