Yang Guangjian, deputy team leader of the Case-handling and Patrol Control Team at the Xicheng Police Station of the Jinghai Branch of the Tianjin Municipal Public Security Bureau, and Zheng Guohe, an officer with the Third Brigade of the Patrol Police Corps, accepted cash gifts that could compromise the impartial performance of their official duties. During the 2018 Mid-Autumn Festival, two individuals each accepted gift money of RMB 500 and RMB 1,000, respectively, from a member of the public, Liu, via WeChat transfers. During the 2019 Spring Festival, Zheng Guohe again accepted RMB 1,000 in gift money from Liu through a WeChat transfer. While under disciplinary review and investigation, both individuals voluntarily returned the illicit gains. The issue of Wang Xiaotong, vice principal of the No. 1 Forestry Middle School in Yakeshi, Hulunbuir City, Inner Mongolia Autonomous Region, improperly organizing weddings, funerals, and other celebratory events. In May 2016 and January 2018, during the time of her father-in-law’s passing and her daughter’s “hui men” banquet, Wang Xiaotong accepted gift money totaling 3,400 yuan from teachers at her school. Furthermore, on the day of her daughter’s “hui men” banquet, one of her subordinates used the school’s video camera and still camera to record video and take photographs at the event site. In September 2019, Wang Xiaotong received a warning within the Party, and the proceeds from her violations were confiscated. 　　 3. Guo Bin, Party Committee Secretary and Director of the Water Resources Bureau of Lishui District, Nanjing City, Jiangsu Province, violated regulations on the management of official vehicles. From November 2017 to February 2018, Guo Bin requested that a local state-owned enterprise provide an official vehicle for use by the Lishui District Water Resources Bureau. In addition to being used for the bureau’s official duties, Guo Bin also privately arranged for the vehicle to transport him to and from work. 　　 4. Issue of Wu Ping, Director of the Office (Legal Affairs Office) of the Water Resources Bureau of Kecheng District, Quzhou City, Zhejiang Province, improperly accepting gift money. From 2017 to 2019, during the Spring Festival and Mid-Autumn Festival periods, Chen Mou and Chen Moumou, owners of a vehicle‑maintenance workshop under the Kecheng District Water Resources Bureau, successively transferred a total of RMB 9,000 to Wu Ping via online social‑media platforms as festival gifts; Wu Ping accepted all of these payments. In November 2019, Wu Ping was given a serious warning within the Party and a recorded demerit in his official duties, and the illicit gains were confiscated. 　　 5. Issue of Wang Bin, Deputy Director of the Rural Road Maintenance Office of the Transportation Bureau of Huangshan District, Huangshan City, Anhui Province, improperly accepting gifts. Prior to the 2018 Dragon Boat Festival, Wang Bin accepted at his home four cartons of Fine‑Grade Cordyceps cigarettes and two bottles of 52‑degree Wuliangye baijiu from Yang, a person under his administrative oversight, totaling RMB 4,300. During the course of the disciplinary review and investigation, Wang Bin voluntarily returned the illicit gains. In December 2019, he was given a warning within the Party. Huang Qixing, a member of the Party Leadership Group of the Liancheng County Bureau of Natural Resources in Fujian Province and Director of the Forestry Bureau, accepted an invitation to a banquet hosted by a person under his administrative oversight. From 2017 to November 2018, while serving as Party Secretary and Director of the Liancheng County Health and Family Planning Bureau, Huang Qixing repeatedly accepted banquets from heads of subordinate units and other individuals who could potentially influence the impartial performance of official duties. Issues involving Wei Xianzhuan, Wu Shaofei, Wei Jiyuan, and others—members of the Party Leadership Group and deputy directors of the Natural Resources Bureau of Liujiang District, Liuzhou City, Guangxi Zhuang Autonomous Region—who improperly accepted banquets hosted by entities under their service and management and received gifts and cash gifts. On January 31, 2019, Wei Xianzhuan, Wu Shaofei, and Wei Jiyuan, accompanied by 12 others including heads of several divisions within their unit, accepted an invitation to attend a New Year’s Eve banquet hosted by a private enterprise in Liujiang District. Following the banquet, Wei Jiyuan departed first. The responsible officials of the private enterprise then presented Wei Xianzhuan and Wu Shaofei with fuel cards valued at RMB 5,000 each, and awarded fuel cards worth RMB 2,000 to each of the remaining nine attendees. In addition, Wu Shaofei and Wei Jiyuan were found to have engaged in other violations of discipline and regulations. In September 2019, Wei Xianzhuan received a warning within the Party; in November 2019, Wu Shaofei was given a Party warning, and Wei Jiyuan received a serious Party warning. Other relevant persons held accountable were likewise subject to appropriate disciplinary measures, and any illicit gains were confiscated. Wu Qianyou, Deputy Secretary of the Political and Legal Affairs Commission and Director of the Comprehensive Governance Office of the Xiuying District Committee of Haikou City, Hainan Province, accepted gift money from entities under his administrative oversight. Prior to the 2018 Spring Festival, Wu Qianyou accepted RMB 20,000 in cash from Xu, the de facto controller of a company in Haikou that was under his administrative oversight. In January 2019, Wu Qianyou was given a serious warning within the Party and a major demerit in his official duties, and the illicit funds were confiscated. Issue involving Liu Shuxiang, former head of the Discipline Inspection and Supervision Group of the Sichuan Provincial Commission for Discipline Inspection and Supervision stationed at the Provincial Nuclear Industry Geological Bureau, and former member of the Party Leadership Group of the Provincial Nuclear Industry Geological Bureau: he improperly invited entities under his administrative oversight to attend his son’s wedding banquet and accepted gift money. In May 2017, the son of Liu Shuxiang held his wedding at a hotel in Chengdu. In violation of regulations, Liu Shuxiang invited ten individuals who had previously been under his jurisdiction—both managers and service recipients—and accepted cash totaling RMB 19,400. Liu Shuxiang also engaged in other misconduct. In August 2019, he was removed from his Party post and demoted to the rank of second-level researcher; any proceeds derived from his disciplinary and legal violations were confiscated. 　　 10. Issue of Chen Jinyou, a first-level police chief in the Legal Affairs Brigade of the Chishui Municipal Public Security Bureau in Guizhou Province, improperly accepting gifts. During the 2018 Spring Festival, Chen Jinyou accepted two bottles of Wuxing Xijiu (10-year aged) and other items from Liu, a service recipient. Prior to the 2019 Spring Festival, he again accepted one case containing six bottles of red wine and other gifts from Liu. In addition, during the 2019 Spring Festival, Chen Jinyou repeatedly attended banquets hosted by Liu.
