Opinions on Consolidating and Deepening the Achievements of the Thematic Education Campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind”

Recently, the General Office of the CPC Central Committee issued the “Opinions on Consolidating and Deepening the Achievements of the Thematic Education Campaign on ‘Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind,’” and circulated a notice requiring all regions and departments to conscientiously implement these guidelines in light of their specific circumstances.

The full text of the “Opinions on Consolidating and Deepening the Achievements of the Thematic Education Campaign on ‘Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind’” is as follows.

A thematic education campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind,” with the in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its central focus, has been carried out throughout the Party. This campaign has achieved its objectives: fostering solid theoretical grounding, strengthening ideological and political awareness, encouraging bold commitment to work and entrepreneurship, addressing practical problems in serving the people, and setting an exemplary standard of integrity and clean governance. In order to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully carry out the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, and Fourth Plenary Sessions of the 19th CPC Central Committee, continuously advance the entire Party in staying true to its original aspiration and keeping its mission firmly in mind, earnestly strengthen the “Four Consciousnesses,” firmly uphold the “Four Confidences,” and resolutely safeguard the “Two Upholds,” and unite and lead the people in unremitting efforts to fulfill the Party’s historic mission in the new era, the following opinions are hereby put forward to consolidate and deepen the outcomes of the thematic education campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind.”

  I. Uphold the use of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to arm the entire Party. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the ideological banner of the Communist Party of China. We must persist in reading the original works, studying the original texts, and comprehending the underlying principles, continuing to work diligently to ensure that we fully understand, thoroughly grasp, and effectively implement this thought, so that the entire Party maintains unified thinking, firm resolve, coordinated action, and strong combat effectiveness. Leading bodies at the county level and above must implement the system of study sessions for Party committees (Party leading groups), holding at least one reading class each year, with clearly defined thematic topics for focused study and discussion. Leading Party members should compile annual lists of key readings and deliver at least one special Party lecture per year in their areas of responsibility, at schools, or other grassroots units, or within their respective Party branches. All Party members are required to attend Party meetings, branch meetings, and Party lectures on time, and to enhance the effectiveness of their learning by studying typical cases and listening to theoretical presentations.

II. Strengthen education in ideals, beliefs, and Party spirit. Adhere to the integration of centralized training with daily education, and of organizational instruction with self-improvement, guiding Party members and cadres to consolidate their faith, fortify their spiritual resolve, and maintain firm ideological guidance. Party members and cadres should treat the Party Constitution as a compulsory course, regularly study and compare themselves against it, internalizing its principles in their hearts and putting them into practice. For Party‑spirit education of Party members and cadres, as well as for appointment‑training of leading cadres, the Party Constitution must be a mandatory subject. Party committees (leading Party groups) shall arrange one collective study session on the Party Constitution each year, and Party branches shall organize one thematic study‑and‑exchange session on the Party Constitution annually. Reinforce education on loyalty to the Party, implement the system of themed Party days, and uphold and improve political rituals such as reaffirming the oath of admission to the Party and celebrating Party members’ “political birthdays,” thereby educating and guiding Party members and cadres to strengthen their sense of the Party and their identity as Party members. Intensify education on Party rules and discipline, particularly on political discipline and political norms, urging Party members and cadres to reinforce their sense of organizational awareness and to observe the “four obediences.” Make effective use of local red resources and Party‑spirit education bases to conduct education on revolutionary traditions, inherit the red gene, and inspire motivation to move forward. Conduct specialized education on the history of the Party, the history of New China, the history of reform and opening up, and the history of socialist development, enabling Party members and cadres to learn about and understand the major events, important meetings, key documents, and significant figures since the founding of the Party, as well as the Party’s glorious traditions, invaluable experiences, and great achievements, so that they may know history and love the Party, and know history and love the country.

III. Conduct Regular Political Health Checks. Treat political health checks as an essential means for Party members and cadres to consciously sweep away ideological and political impurities and continuously strengthen their political immunity. Uphold the spirit of self-revolution, make full and effective use of criticism and self-criticism as a powerful tool, promptly identify and rectify any issues that run counter to our original aspirations and mission, and ensure that the Party remains ever advanced and pure. Leading bodies at all levels, along with Party members and cadres, should regularly measure themselves against Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the decisions and arrangements of the CPC Central Committee; against the Party Constitution and Party regulations; against the new expectations of the people; and against exemplary models and role models around them, in order to pinpoint gaps and shortcomings in politics, ideology, organization, work style, competence, and integrity. In addition, leading bodies should, in light of feedback from inspection tours, cadre assessments, and special supervisory reviews, and in connection with major incidents or typical cases occurring in their respective regions, departments, or units, place themselves, their responsibilities, and their work squarely at the center of the discussion, collectively identifying problems. For the issues identified through this process, immediate action must be taken to address them, starting with concrete matters, everyday concerns, and those that most deeply dissatisfy the public; progress in rectification should be made publicly available within an appropriate scope. Members of leading bodies at all levels and members of Party branch committees should engage in regular heart-to-heart talks, exchanging ideas, offering mutual reminders, and providing mutual assistance. The systems of democratic life meetings and organizational life meetings must be strictly enforced, ensuring that criticism and self-criticism are genuinely carried out. Party-member leading cadres should participate in the organizational life of their respective Party branches or Party groups as ordinary Party members, humbly listen to opinions, and take the lead in conducting criticism and self-criticism. The rectification efforts arising from democratic life meetings and organizational life meetings should be integrated with the resolution of problems uncovered during the political health checks of Party members and cadres, thereby guaranteeing thorough and effective implementation of corrective measures.

IV. Promote Party members and cadres in fulfilling their duties, taking responsibility, and acting with commitment. A willingness to shoulder responsibility and the ability to deliver results are essential political qualities for Party members and cadres in the new era. We will educate and guide them to faithfully perform their duties and achieve concrete accomplishments that can stand the test of practice, the people, and history. We will improve the emergency response mechanisms of leading bodies and the mechanisms for mobilizing and enabling Party members and cadres to respond effectively to major emergencies, ensuring that leading teams and cadres remain at their posts and provide frontline command. We will encourage Party members and cadres to step forward at critical moments, demonstrate courage in times of crisis, and prove their mettle in major struggles. We will strengthen training in governance and professional competencies, intensify practical experience, and enhance the capacity of cadres to tackle tough challenges, resolve difficult problems, and manage risks. We will refine the incentive and protection mechanisms for cadres who take responsibility and act decisively, implement specific measures to motivate them, and uphold a personnel‑selection and appointment orientation that promotes the capable, rewards the outstanding, demotes the mediocre, and eliminates the poor performers. We will place particular emphasis on assessing and evaluating cadres based on their practical achievements and real contributions, and promptly publicize and commend exemplary role models. We will establish “vanguard posts” and designated areas of responsibility, implement post‑based accountability and commitment‑to‑action systems, and organize Party members to fulfill their duties in their respective positions, thereby playing a pioneering and exemplary role. The performance of cadres in assuming responsibility and taking action will be incorporated as a key component of special inspections on personnel selection and appointment conducted in conjunction with inspection tours. Leading bodies that dare not confront problems or address contradictions, whose work has long made no substantive progress, or whose failure to resolve issues that have drawn strong public complaints has persisted, as well as cadres who engage in bureaucratic inertia, laziness, or dereliction of duty, and Party members and cadres who shirk responsibility when addressing the difficulties of the people, will be held accountable in accordance with regulations, discipline, and the law.

  V. Focus on addressing key and difficult issues by strengthening investigation and research. We will foster a culture of thorough investigation and research, integrating it into every stage of work planning, decision-making, and implementation, as well as into the entire process of identifying and resolving problems and fostering closer ties between the Party and the people, and among cadres and the masses. Leading bodies at the county level and above should, with a focus on implementing the decisions and arrangements of the CPC Central Committee and on current priorities, identify and determine several priority research topics each year, aimed at solving practical problems. Leading cadres should, in light of their respective areas of responsibility, take the lead in selecting research topics and either draft or oversee the preparation of corresponding research reports. Following the completion of field investigations, leading bodies must analyze the root causes of identified issues and propose concrete policies and measures, translating research findings into effective, actionable steps to resolve problems and improve performance. Adhering to a problem-oriented approach, we will concentrate our efforts on the most pressing issues and conduct targeted research at the specific stages where those problems arise. For issues uncovered during investigations, we will address those that can be resolved immediately; for those that cannot be solved right away, clear deadlines must be set. We will strengthen overall coordination of research activities, refine our research practices, prevent redundant or superficial investigations, and ensure that no additional burdens are imposed on the grassroots level.

VI. Persistently do practical, good, and problem‑solving work for the people. Always put the people first, bear in mind that the interests of the people come above all else, and sincerely help them overcome real difficulties, thereby enhancing their sense of gain, happiness, and security. Party and government leadership teams at the provincial, municipal, and county levels should focus on addressing the most pressing, concerning, and anticipated issues facing the people and formulate annual plans for improving people’s livelihoods. They should publicly disclose these plans, progress, and outcomes through appropriate channels, and welcome public evaluation and oversight. The system of direct contact between Party members and cadres and the masses should be improved: members of Party and government leadership teams at the county level and above are required to establish grassroots liaison points, with a minimum engagement period of one year; liaison points at different administrative levels should generally avoid duplication or overlap. Leading cadres must visit their designated liaison points at least once each year. Work at these liaison points should center on tackling key and difficult issues in reform, development, and stability, enabling leaders to gauge public sentiment, strengthen grassroots organizations, devise development strategies, and resolve developmental challenges. Volunteer service by Party members should be promoted, with Party members encouraged to participate, as appropriate, in volunteer activities organized by their Party organizations. Employed Party members should be urged and guided to register with the Party organization at their place of work or residence to serve the community. Linking outreach and service to the people with ongoing ideological and political work among the masses will ensure that, while addressing concrete problems, the people are educated and mobilized, and that the Party maintains its close ties with the people.

VII. Resolutely oppose formalism and bureaucratism. All regions, departments, and units must translate the requirement of cultivating a correct view of political achievements into concrete measures, improve their leadership styles and working methods, and never engage in the folly of pursuing outcomes that please superiors while disappointing the people. Key areas for rectification include going through the motions, making selective choices, or finding loopholes in implementing the decisions and arrangements of the CPC Central Committee; shirking responsibility and failing to act when safeguarding the interests of the people—especially by disregarding the safety and health of the public; issuing documents and convening meetings that are unrealistic; prioritizing “form” over “effectiveness” and “traces” over “results” in implementation; and imposing extensive demands on the grassroots—such as requiring detailed records and reports, and assigning redundant tasks that require numerous forms. Through unannounced inspections, oversight and reporting mechanisms, and targeted follow-up, we will rigorously investigate and address typical cases. Each region, department, and unit shall conduct annual self-assessments of its efforts to address formalism and bureaucratism and strengthen supervision and corrective action. We will also systematically identify emerging manifestations and trends of these problems, designate them as priority tasks for the following year, and continue to deepen remediation to prevent resurgence.

VIII. Conduct Regular, Specialized Rectification Campaigns. Launching targeted rectification campaigns is an effective approach and a crucial lever for addressing salient problems in our work. Focusing on issues that undermine the Party’s foundations and impede its cause, we will identify priority areas and concentrate efforts on their resolution. Provincial (autonomous region, municipality directly under the central government) Party committees shall comprehensively analyze public opinion gathered through surveys, complaints received via letters and visits, inspection findings, and research results, and annually designate several pressing issues for special rectification. We will strengthen interdepartmental coordination and vertical communication to advance problem-solving in a coordinated manner. At appropriate times, we will organize special inspections, conduct focused visits to regions and units with numerous problems, and rigorously criticize and urge corrective action against those who fail to implement special rectification effectively or merely go through the motions.

  9. Urge Party members and cadres to abide by rules and discipline and to conduct themselves with integrity in public office. Guide them to properly balance the relationships between public and private interests, righteousness and personal gain, right and wrong, emotion and law, closeness and distance, frugality and extravagance, hardship and pleasure, and gains and losses; to lead upright lives, perform their duties with transparency and probity, and uphold a political character that is people‑oriented, pragmatic, and clean. Leading Party members and cadres must strictly observe the Party’s political discipline and political norms, rigorously implement the Code of Conduct for Integrity and Self‑Discipline, the Several Provisions on Political Life within the Party, the system for seeking instructions and reporting on major matters, and the system for reporting personal matters by leading cadres, maintaining a sense of reverence, exercising due caution, and never crossing red lines. Uphold democratic centralism, strictly enforce the rules governing deliberation and decision‑making within leadership teams, and implement the system for recording instances of leading cadres’ interference in major matters, thereby ensuring that power is exercised fairly, in accordance with the law, for the people, and with integrity. Fully enforce the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct and its detailed implementation rules, persist in self‑examination and self‑correction, and relentlessly work to improve work style. Attach great importance to building sound family values, education, and traditions, and maintain the noble character and incorruptible conduct of Communists. Oppose privilege‑based thinking and behavior, comprehensively regulate the business activities and enterprise‑ownership practices of leading cadres’ spouses, children, and their spouses, refine relevant policies and regulations, and guide and urge leading cadres to take proactive and self‑disciplinary measures to ensure compliance. Conduct timely talks on integrity with newly appointed leading Party members and cadres. Regularly carry out cautionary education, using cases to clarify discipline, draw lessons, and promote reform.

Party committees (leading Party groups) must assume primary responsibility, integrating the coordinated advancement of routine epidemic prevention and control with economic and social development, reform, development, and stability, as well as addressing the people’s new expectations for a better life. They should strengthen organizational leadership, intensify supervision and guidance, and ensure that all tasks aimed at consolidating and deepening the outcomes of the thematic education campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind” are effectively implemented. Strengthen assessment and evaluation by soliciting opinions, conducting random inspections and evaluations, and gauging the views of Party members and the general public, so as to promptly identify and resolve prominent problems. Higher-level Party organizations should dispatch personnel to attend the democratic life meetings and special study seminars of lower-level Party organizations, providing more concrete guidance. Leading bodies and leading cadres must take the lead and set an example, addressing both their own work and that of their subordinates, thereby establishing a working mechanism in which each level takes charge of the next and implementation is ensured at every tier, thus fostering throughout the Party a strong atmosphere of firm ideals and convictions, unwavering commitment to our original aspiration and mission, and a spirit of courage and responsibility.
