During the Mid-Autumn and National Day holidays in 2020, the special section for supervising, reporting, and publicizing issues related to the “Four Undesirables” released information on nine typical cases (Issue No. 1).


 National Day

   1. The issue of Wang Jianguang, Deputy Director of the Fujian Provincial International Investment Promotion Center, improperly approving and disbursing subsidies. From November 2016 to September 2017, while serving as Deputy Secretary of the Party Branch and Deputy Director (in charge of daily operations) at the Provincial Foreign Economic and Trade Cadre Training Center, Wang Jiangguang improperly approved and disbursed travel allowances totaling RMB 228,100, of which he personally received RMB 5,000. In this regard, Wang Jiangguang bears primary leadership responsibility. In December 2019, he was given a serious warning within the Party, and the illicit gains were confiscated.    2. Yang Song, Party Branch Secretary and Director of the Hydroelectric Engineering Construction Office in Liuzhou City, Guangxi Zhuang Autonomous Region, and Li Jianzhi, Deputy Secretary of the Party Branch, were found to have improperly distributed allowances and subsidies. From 2016 to 2018, while Li Jianzhi served as the Party Branch Secretary of the Liuzhou Hydroelectric Engineering Construction Bureau and Yang Song held the position of Director of the same bureau, they distributed transportation allowances to unit leaders and key business personnel in the form of fuel cards, totaling over RMB 131,300. They also improperly granted excess allowances and subsidies to on‑staff, tenured employees amounting to over RMB 1,362,600. Specifically, Li Jianzhi received over RMB 91,400, and Yang Song received over RMB 98,800. In May 2020, Yang Song was given a serious warning within the Party, and Li Jianzhi received a Party warning; the illicit gains recovered were returned to the account of the Liuzhou Hydroelectric Engineering Construction Bureau.    3. Zhang Guohua, Director of the Xiaoyi Postal Administration and Director of the Postal Industry Development Center in Lüliang City, Shanxi Province, was found to have engaged in violations such as using public funds for unauthorized meals and entertainment. Between 2017 and 2019, Zhang Guohua repeatedly fabricated expense items under the guise of meetings and training sessions, improperly reimbursing a total of over RMB 23,000 for catering, hospitality, and accommodation expenses. Among these, he improperly claimed reimbursement for catering costs that should have been borne personally, amounting to more than RMB 3,300. In addition, Zhang Guohua was found to have committed other disciplinary violations. In July 2020, he received a serious warning within the Party and was ordered to return the illicit gains.    4. Issues including the unauthorized disbursement of review fees by the Grassland Station of the former Agriculture and Animal Husbandry Bureau in Ulan County, Qinghai Province. In 2012, Ulan County implemented a subsidy project for reforming and strengthening the agricultural technology extension system. The project was led by the Grassland Station, an affiliated unit of the former County Bureau of Agriculture and Animal Husbandry, with He Xiaode, then deputy director of the Grassland Station, serving as head of the expert panel. Between 2014 and 2018, following review by He Xiaode and approval by relevant responsible leaders, the Grassland Station improperly disbursed a total of RMB 300,800 in expert fees, evaluation fees, and performance bonuses to project participants. In April 2020, He Xiaode received a warning disciplinary action within the Party. Zhang Tingyuan, former deputy director of the County Bureau of Agriculture and Animal Husbandry, and Ma Yun, deputy director of the Ulan County Bureau of Agriculture, Animal Husbandry, and Poverty Alleviation Development, were given admonishments. The improperly paid expert fees, evaluation fees, and performance bonuses have been recovered. (Qinghai Provincial Commission for Discipline Inspection and Supervision)

   5. Issue of Cao Deqin, a first‑level judge and adjudicator at the Comprehensive Adjudication Tribunal of the Heshan District People’s Court in Yiyang City, Hunan Province, who improperly accepted gifts. In January 2016, while serving as the presiding judge in a case involving a dispute between a new‑type building materials technology company in Yuanjiang City and the Yiyang Municipal Housing and Urban–Rural Development Bureau over urban administrative matters, Cao Deqin accepted four shopping cards and four cartons of high‑end cigarettes from a shareholder of a concrete company in Yuanjiang City, totaling RMB 12,000. In February 2020, Cao Deqin was given an administrative demerit, and the illicit gains were confiscated. (Hunan Provincial Commission for Discipline Inspection and Supervision)

   6. The issue of Lai Lujue, General Manager of Zhuhai Nongyuan Investment and Development Co., Ltd. in Guangdong Province, using a private vehicle for official purposes. Between October 2015 and May 2018, while receiving a monthly transportation allowance, Lai Lujū used the official vehicle fuel card to refuel his private car on 96 occasions—citing frequent use of the vehicle for official business—totaling over RMB 40,000. In June 2020, Lai Lujū was given a serious warning within the Party, and the illicit gains were confiscated. (Guangdong Provincial Commission for Discipline Inspection and Supervision)

   7. Regarding the issue of Duan Genchen, a fourth-level researcher at the Civil Affairs Bureau of Xunyang County, Ankang City, Shaanxi Province, who improperly accepted arrangements for tourism activities from entities under his administrative oversight. On June 4, 2018, Duan Genchen, then Party Secretary and Director of the Housing and Urban–Rural Development Bureau of Xunyang County, Ankang City, took medical leave to travel to Xi’an and checked into a hotel reserved for him by Chen, the legal representative of a certain company in Ankang that was under his administrative oversight. Due to a delay in his surgery, from the 5th to the 7th, Duan Genchen, accompanied by Chen and others, went to Guilin, Guangxi, for leisure. After undergoing surgery in Xi’an on the 8th, he continued to rest at the same hotel and returned to Ankang on the 9th. The expenses for his stay and meals in Guilin and Xi’an, totaling 5,987 yuan, were all paid by Chen. In December 2018, Duan Genchen received a serious warning within the Party, and the funds involved in the violation were confiscated.    8. Li Hongwei, the former principal of the No. 2 Middle School in Fanjiatun Town, Gongzhuling City, Jilin Province, repeatedly organized weddings, funerals, and other celebratory events to solicit money for personal gain. Between August 2018 and March 2020, Li Hongwei accepted a total of RMB 58,400 in gift money from faculty members of the school on occasions such as his son’s wedding, the birth of his grandson, and his mother’s passing. In April 2020, Li Hongwei was removed from his post as principal by the Gongzhuling Municipal Education Bureau. In July, he received a serious warning within the Party, and the illicit gains were confiscated. Guo Qinghai, the school’s vice principal, was given a Party warning for assisting in organizing and notifying the school’s faculty of the news of Li Hongwei’s mother’s death.    9. Issue of Lin Weifeng, Deputy Director of the Safety Supervision Office in Lingdi Township, Yueqing City, Zhejiang Province, improperly accepting gifts. During the Mid-Autumn Festival and Spring Festival in 2018, Lin Weifeng twice violated regulations by accepting seafood gifts from Hu, a person under his administrative oversight, including approximately four to five jin each of farmed Chinese giant salamanders, Manila clams, and blue crabs, with a total value of around RMB 3,500.
