During the Mid-Autumn and National Day holidays in 2020, the special section for supervising, reporting, and publicizing issues related to the “Four Undesirables” released information on seven typical cases (Issue No. 2).

   1. Deng Huibin, Deputy County Mayor of the People’s Government of Huaning County, Yuxi City, Yunnan Province, was found to have illegally accepted gifts that could potentially compromise the impartial performance of his official duties. In 2016, while serving as Deputy Director of the Management Committee of the Yuxi High-tech Industrial Development Zone, Deng Huibin accepted, on two separate occasions, a total of 60 cases of oranges purchased with public funds by Guishan Subdistrict in Xinping County. In December 2019, the Party Working Committee of Guishan Subdistrict was publicly notified and held accountable. In August 2020, Deng Huibin received a warning disciplinary action within the Party.    2. The issue of Yuan Liutang, former director of the Soil and Water Conservation Station of Beihai City, Guangxi Zhuang Autonomous Region, and former director of the General Office of the Beihai Municipal Water Resources Bureau, improperly using an official fuel card to refuel his private vehicle. From March 2014 to February 2019, Yuan Liutang repeatedly used two official fuel cards under the name of the Beihai Municipal Water Conservancy Project Management Station—over which he exercised management and control—to refuel his personal vehicle and those of his relatives, totaling more than RMB 8,300. Moreover, after retiring, he failed to return the official fuel cards and continued to use them to fuel his private car. In October 2019, Yuan Liutang was given a serious warning within the Party.    3. The issue of Chen Chifa, Party Branch Secretary of the Yingbin Community in Lounan Subdistrict, Luqiao District, Taizhou City, Zhejiang Province (formerly Party Branch Secretary of the Yangdai Village), and others, who improperly distributed allowances and subsidies. In January and March 2018, the village’s “two committees” officials unilaterally decided to increase and disburse remuneration for village cadres, without first submitting the matter to the villagers’ representative assembly for deliberation and approval. As of May 2020, a total of RMB 418,170 in improperly disbursed remuneration had been paid to village cadres; among them, Chen Chifa illegally received RMB 108,935, and Yang Jimin, the former director of the village supervisory committee, illegally received RMB 29,000. In June 2020, Chen Chifa and Yang Jimin each received a warning within the Party, and the improperly received funds were ordered to be returned.    4. Issue of Tian Xingmu, a member of the Party Working Committee of Liaoning Road Subdistrict in Shibei District, Qingdao City, Shandong Province, and Director of the People’s Congress Work Committee, along with others, improperly accepting travel arrangements offered by entities under their administrative oversight. In May 2019, Tian Xingmu organized multiple public officials from his unit and related business‑partner organizations to accept, in violation of regulations, invitations from entities under their administrative oversight to visit tourist attractions in Rizhao. The costs for admission tickets, accommodation, and meals—totaling 5,500 yuan—were borne by those entities. In September 2019, Tian Xingmu received a serious warning within the Party, while the other individuals were each subject to appropriate disciplinary measures; the associated expenses were personally reimbursed by them.    5. Yang Zhenlong, captain of the Comprehensive Law Enforcement Squad on Zhongshan South Street in Xingqing District, Yinchuan City, Ningxia Hui Autonomous Region, accepted a banquet hosted by an entity under his administrative oversight. In December 2018, the owner of a private enterprise arranged a banquet under the pretext of inviting Yang Zhenlong to attend its annual meeting. Yang Zhenlong and his subordinates attended, with the meal expenses totaling RMB 1,500 paid by the employer. In November 2019, Yang Zhenlong received a warning within the Party and voluntarily returned the funds obtained in violation of discipline.    6. Xing Yibo, Chief of the Natural Resources and Ecological Environment Section of the Finance Bureau of Haikou City, Hainan Province, was found to have illegally accepted gifts from entities under his administrative oversight. While serving as the director of the Former Infrastructure Division and the State‑Owned Assets Management Division (at the level of a full section chief) at the Haikou Municipal Finance Bureau, Xing Yibo accepted Wenchang chicken vouchers from entities under his administrative oversight each year before the Spring Festival from 2012 to 2018, totaling RMB 37,200 in value. In March 2020, Xing Yibo was given a major demerit as an administrative disciplinary measure, and the illicit gains have been confiscated.    7. Issue of Li Jinnan, Captain of the Traffic Squad of the Administrative Law Enforcement Brigade of the Urban Management Bureau of Xiangxiang City, Hunan Province, improperly accepting gifts. In April 2018, Li Jinnan accepted a mobile phone worth approximately RMB 5,280 from Pan, a person under his administrative oversight. In June 2020, Li Jinnan was given a warning within the Party, and the illicit gains were confiscated. (Hunan Provincial Commission for Discipline Inspection and Supervision)
