According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission, on the evening of January 13, a video circulated online showing a woman in Dalian’s Jinpu New Area refusing to cooperate with volunteer registration and calling Secretary Lu of her community to demand passage. In response, the Municipal Commission for Discipline Inspection and Supervision immediately instructed the Discipline Inspection and Supervision Commission of Jinpu New Area to conduct an investigation and ordered that the matter be handled truthfully, in accordance with regulations, discipline, and law. The investigation confirmed that the woman is Wang Chenming, Deputy Director of the Youyi Subdistrict Office in Jinpu New Area, and that Secretary Lu is Lu Xianbao, Deputy Secretary of the Party Committee of the Kangle Community in Youyi Subdistrict. The issues reported online are substantiated. The findings of the investigation and the subsequent measures taken are hereby announced as follows:
At approximately 7:30 p.m. on January 13, after completing his duties related to epidemic prevention and control, Wang Chenming returned to his residence in the Huaxia Jincheng residential community in Youyi Subdistrict. At the community’s checkpoint, a volunteer responsible for epidemic control asked him to register his name, phone number, ID number, and entry/exit times as required. However, Wang Chenming attempted to enter the community without providing his ID information. When the volunteer requested that he complete the details, Wang Chenming refused on the spot and called Lu Xianbao, asking him to instruct the volunteer to let him pass. Considering that Wang Chenming was a subdistrict-level leader, Lu Xianbao informed the volunteer to make a brief registration and then allowed him to proceed. Thereafter, Wang Chenming entered the community on his own.
As a leading cadre in charge of epidemic prevention and control at the subdistrict level, Wang Chenming should have set an example by strictly implementing and complying with all relevant requirements. Instead, driven by a sense of privilege, he refused to cooperate with epidemic‑related registration procedures and sought to secure special treatment through informal channels, thereby disrupting the orderly conduct of epidemic‑prevention efforts, undermining the morale of volunteers, and causing serious adverse consequences. Lu Xianbao, as a community official, failed to perform his duties properly, allowing volunteers to grant unauthorized access. On January 14, 2021, Wang Chenming was given a serious warning within the Party and removed from his post, while Lu Xianbao received a Party warning.
At this critical juncture when our city’s epidemic prevention and control situation continues to improve, the occurrence of violations of epidemic‑prevention discipline serves as a stark warning, prompting deep reflection and delivering a profound lesson. All Party organizations at every level throughout the city, along with the vast majority of Party members and cadres, must take this case as a cautionary tale, draw profound lessons, further tighten discipline and rules, and resolutely enforce all prevention and control directives. Leading cadres, in particular, must set an example by strictly observing epidemic‑prevention discipline, and no one—under any circumstances—may seek special treatment or privilege. We must place the people’s lives and health at the center of our efforts and prioritize the overall fight against the epidemic. With regard to any requests that fail to comply with regulations, we must never make exceptions or grant undue favors. Disciplinary inspection and supervision bodies at all levels must continue to strengthen oversight, enforcement, and accountability, resolutely investigating and addressing violations of epidemic‑prevention discipline, dereliction of duty, negligence, and other breaches of law and regulations. Typical cases will be publicly reported and exposed, ensuring that a stricter disciplinary and work ethic provides robust support for the city’s overarching epidemic‑prevention and control efforts.
