Du Guosheng, former member of the Party Leadership Group and Deputy General Manager of China National Chemical Corporation, has been expelled from the Communist Party.
According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission, citing information from the Discipline Inspection and Supervision Group of Sinochem Holdings Corporation Ltd. and the Fujian Provincial Commission for Discipline Inspection and Supervision: Recently, the Discipline Inspection and Supervision Group of Sinochem Holdings Corporation Ltd. and the Quanzhou Municipal Supervisory Commission of Fujian Province have conducted a disciplinary review and an inspection investigation into the serious violations of discipline and law committed by Du Guosheng, former member of the Party Leadership Group and Deputy General Manager of China National Chemical Corporation.
Upon investigation, it was found that Du Guosheng, a Party member and leading cadre in a state-owned enterprise, deviated from his original aspiration and mission; colluded with others to fabricate testimonies, concealed and transferred evidence, and resisted the organization’s disciplinary review; disregarded the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct, illegally accepted gifts, and improperly accepted arrangements for travel; violated organizational principles by failing to truthfully disclose relevant issues during organizational talks and inquiries, and by improperly interceding in personnel recruitment activities; engaged in profit‑making activities in violation of regulations, having expenses that should have been borne personally by his children paid by other entities, and accepting gifts and cash that could compromise the impartial performance of official duties; demonstrated lax management in his work, failed to effectively fulfill his principal responsibility for exercising full and rigorous Party self‑discipline, and conducted tendering and bidding processes in breach of regulations; ultimately breached the bottom line of discipline and law by leveraging his position to seek benefits for others, illegally accepting huge sums of money, and illicitly profiting from the business activities of relatives and friends.
Du Guosheng has seriously violated the Party’s political discipline, organizational discipline, integrity discipline, and work discipline; his conduct constitutes a grave breach of duty and is suspected of bribery and of illegally profiting for relatives and friends. Moreover, since the 18th National Congress of the Communist Party of China, he has shown no restraint or willingness to stop, and particularly after the 19th National Congress, he remained undeterred and unafraid, continuing to commit offenses even after retirement—a clear case of “retiring but not retiring” and acting in defiance of Party discipline. His conduct is of a serious nature and has had an extremely adverse impact, warranting strict disciplinary action. In accordance with relevant provisions of the Regulations on Disciplinary Measures of the Communist Party of China, the Supervision Law of the People’s Republic of China, and the Administrative Disciplinary Measures Law for Public Officials of the People’s Republic of China, and following deliberation by the Party Leadership Group of Sinochem Holdings Corporation Limited, it has been decided to expel Du Guosheng from the Party and revoke his retirement benefits. Furthermore, upon review by the Quanzhou Municipal Commission for Discipline Inspection of Fujian Province, the matters involving Du Guosheng’s suspected criminal offenses have been referred to the procuratorial organs for lawful investigation and prosecution, with all related assets transferred along with the case.

Du Guosheng, male, Han ethnicity, born in October 1956 in Zhuanghe, Liaoning Province, holds a postgraduate degree. He joined the Communist Party of China in December 1985 and began working in August 1982. He has successively held positions including technician at the Refinery of Beijing Yanshan Petrochemical Company, workshop director, assistant to the plant manager, deputy plant manager, and plant manager; vice general manager, general manager, and chairman of Beijing Yanshan Petrochemical Company; assistant general manager of China Petroleum & Chemical Corporation; and Party Secretary and deputy general manager of China National Chemical Corporation.
In April 2010, he was appointed a member of the Party Leadership Group and Deputy General Manager of Sinochem Group Co., Ltd.
In May 2010, he was appointed a member of the Party Leadership Group and Deputy General Manager of Sinochem Group Co., Ltd., concurrently serving as Vice Chairman and General Manager of Sinochem Quanzhou Petrochemical Co., Ltd.
In June 2010, he was appointed a member of the Party Leadership Group and Deputy General Manager of Sinochem Group Co., Ltd., concurrently serving as Deputy General Manager of Sinochem Holdings Corporation Limited, and as Party Secretary, Vice Chairman, and General Manager of Sinochem Quanzhou Petrochemical Co., Ltd.
In January 2015, he was appointed a member of the Party Leadership Group and Deputy General Manager of Sinochem Group Co., Ltd., concurrently serving as Deputy General Manager of Sinochem Holdings Corporation Ltd., Director of the Petroleum Center, Secretary of the Party Committee and General Manager of Sinochem Petroleum Co., Ltd., General Manager of Sinochem Industrial Co., Ltd., and Chairman of Sinochem Quanzhou Petrochemical Co., Ltd.
In September 2016, he was appointed Chairman of Sinochem Quanzhou Petrochemical Co., Ltd.;
Retired in October 2017.
