On September 23, the Standing Committee of the Central Commission for Discipline Inspection held its 17th collective study session, during which participants exchanged insights on their study of Volume III of “Xi Jinping: The Governance of China” and shared findings from key research projects conducted in 2020 by the organs of the Central Commission for Discipline Inspection and the National Supervisory Commission. The meeting also laid out plans to advance high-quality development of discipline inspection and supervision work in the new era. Zhao Leji, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Commission for Discipline Inspection, attended the meeting and delivered a speech. Yang Xiaodu, Member of the Political Bureau of the CPC Central Committee and Deputy Secretary of the Central Commission for Discipline Inspection, presided over the meeting.
The meeting pointed out that advancing the high-quality development of discipline inspection and supervision work is a major political task entrusted to these institutions by the CPC Central Committee and General Secretary Xi Jinping, and it constitutes the central theme and main thread of the work of the 19th CPC Central Commission for Discipline Inspection. The key to promoting high-quality development lies in thoroughly studying, comprehending, and earnestly implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; in applying the Marxist stance, viewpoint, and methodology that run throughout this thought to observe, analyze, and resolve problems; and in performing the functions of discipline inspection and supervision in a more scientific, precise, and effective manner. In accordance with the CPC Central Committee’s arrangements, we must conscientiously organize the study of Volume III of “Xi Jinping: The Governance of China,” integrating it with the study of Volumes I and II, and linking it closely with the implementation of the spirit of the Second, Third, and Fourth Plenary Sessions of the 19th CPC Central Commission for Discipline Inspection. This will further elevate our political awareness, broaden our strategic vision, and deepen our theoretical grounding; help us better understand and internalize General Secretary Xi Jinping’s important expositions on exercising full‑scale Party self‑discipline, building a clean and honest government, and combating corruption; and enable us to grasp the essential principles and key elements of high‑quality development in discipline inspection and supervision. We must take high‑quality development as the guiding value, the ultimate goal, and the benchmark for discipline inspection and supervision in the new era, thereby leading efforts to foster sound conduct, enforce strict discipline, and combat corruption, and opening up new prospects in this endeavor.
The meeting emphasized the need to gain a comprehensive understanding of the circumstances and tasks underlying the high-quality development of disciplinary inspection and supervision work; to approach and plan our work with a broad perspective that takes into account both the domestic and international contexts; to maintain a clear awareness of the still severe and complex situation in combating the “Four Undesirables” and fighting corruption; to steadfastly uphold the missions and responsibilities entrusted by the Party Constitution and the Constitution; to conscientiously fulfill the fundamental political duty of helping Party organizations at all levels and Party members and cadres strengthen their “Four Consciousnesses,” firmly bolster their “Four Confidences,” and ensure “Two Upholds”; to carry out the major strategic task of transforming China’s distinctive socialist oversight system into effective governance; and to perform the basic functions and duties of oversight, ensuring implementation and promoting sound development—thereby truly ensuring that we are fully aware of our responsibilities, remain committed to them, assume accountability, and discharge our duties with diligence.
The meeting emphasized the need to grasp the practical requirements of high-quality development, strengthen political oversight, highlight the “two upholds,” ensure accountability is firmly in place, intensify supervision of principal leaders, and reinforce peer‑level oversight. It called for robust review and case handling, insisting on a politically informed approach, integrating ideological and political work throughout the process, promoting reform through case‑based rectification, and maximizing the comprehensive impact of investigating one case to warn a broader group and improve governance in a given area. Efforts must continue to address the “four undesirable work styles,” with unwavering commitment to implementing the spirit of the CPC Central Committee’s eight-point decision on improving Party and government conduct, pursuing sustained progress and improving institutional mechanisms. Political inspection should be deepened, fully implementing the central guidelines on inspection work, giving full play to the role of the comprehensive oversight platform and its function as a bridge to the people, strengthening the linkage between inspections at different levels, and ensuring effective follow‑up on corrective measures. Progress should be made in standardizing and legalizing oversight, balancing reform with the rule of law, aligning disciplinary, regulatory, and legal frameworks, and seamlessly connecting discipline, law, and criminal justice, thereby reinforcing, in an integrated manner, the rule‑of‑law mindset and procedural awareness across organs, resident institutions, local authorities, and grassroots units. Finally, self‑improvement must be pursued with strictness and pragmatism, strengthening oversight and checks on the powers of discipline inspection and supervisory bodies, bolstering political development, deepening training for all personnel, and truly ensuring that officials are politically steadfast, highly competent, loyal, clean, and capable of shouldering responsibilities.
The meeting emphasized the need to grasp the scientific approaches for advancing high-quality development, upholding the principles of seeking progress while maintaining stability, being pragmatic and fact-based, and acting in accordance with regulations, discipline, and law. It called for the integrated promotion of the “three no’s,” the seamless integration of discipline, law, emotion, and reason, the full leveraging of organizational strengths and systemic synergy, and the steadfast adherence to the Party’s mass line. Participants were urged to learn, conduct research, work, and draw lessons simultaneously—seeking truth through practice and identifying underlying patterns through exploration—so as to continuously strengthen their ideological, political, and practical consciousness.
