1. Liu Zhenrong, head of the Shiziling Police Station of the Guigang Municipal Public Security Bureau in the Guangxi Zhuang Autonomous Region, was found to have improperly accepted a banquet hosted by a service recipient and improperly borrowed a vehicle from a private enterprise. In April 2018, the Shiziling Police Station of Guigang Municipal Public Security Bureau dispatched officers to mediate a dispute between a company and villagers from Shika Town in Qintang District. The station chief, Liu Zhenrong, participated in the mediation until evening and, that same night, accepted an invitation to dine at the company’s expense; the meal was paid for by the company. In March 2018, citing insufficient police vehicles at the Shiziling Police Station, Liu Zhenrong borrowed a sedan from an automobile repair shop in Guigang City and continued to use it personally until October 2018, during which time he failed to pay any fees to the repair shop. In December 2019, Liu Zhenrong received a warning within the Party, and the proceeds from his misconduct were confiscated. 2. The issue of Zhu Lin, former director of the Administration for Industry and Commerce in Wen County, Longnan City, Gansu Province, misappropriating office funds for dining and entertainment and improperly distributing welfare benefits. From December 2015 to December 2018, Zhu Lin instructed his staff to misappropriate a total of RMB 83,347 in office funds by falsely inflating expenses for meetings, maintenance, consumables, and office supplies. The funds were primarily used for unauthorized official hospitality, the purchase of tobacco, alcohol, and tea, and the issuance of employee benefits. In January 2020, Zhu Lin was given a serious warning within the Party and demoted in his administrative rank. (Gansu Provincial Commission for Discipline Inspection and Supervision)
3. The issue of Lin Konggui, former member of the Party Leadership Group and Deputy Director of the Finance and Financial Bureau of the Pingtan Comprehensive Experimental Zone in Fujian Province, illegally accepting gifts. From 2014 to 2017, while serving as Chairman of Pingtan Comprehensive Experimental Zone State-owned Assets Investment Co., Ltd. and the State-owned Assets Investment Group Company, a member of the Party Leadership Group of the District Finance and Financial Bureau, deputy researcher, and deputy director, as well as a member of the Party Committee and deputy director of the District State-owned Assets Administration, Lin Konggui repeatedly accepted gifts—including gold, high-end cigarettes, and fine liquor—totaling RMB 126,200 in value. In November 2019, Lin Konggui received a serious warning within the Party, and the illicit gains were confiscated; in December 2019, he was removed from his posts as a member of the Party Leadership Group and deputy director of the District Finance and Financial Bureau of the Pingtan Comprehensive Experimental Zone. 4. Issue of Ding Hesheng, a deputy section-level cadre in the Order Management Squadron of the Traffic Management Brigade of the Wuwei Public Security Bureau in Anhui Province, who illegally accepted shopping cards. From 2013 to 2019, while serving successively as the captain of the Wucheng Squad of the Traffic Management Brigade and as a deputy section-level cadre in the Order Management Squad, Ding Hesheng repeatedly accepted shopping cards from Chen, a director of a certain industry association in Wuwei City (formerly Wuwei County of Wuhu City), and Yu, a supervisor, totaling RMB 22,500. In April 2020, Ding Hesheng was given a serious warning within the Party, and the illicit gains were confiscated. (Anhui Provincial Commission for Discipline Inspection and Supervision)
5. Issue of Yin Hongjian, Deputy Director of the Commerce Bureau of Nujiang Prefecture, Yunnan Province, improperly claiming reimbursement for intra-city transportation expenses. From June to December 2018, while serving on secondment at the All-China Federation of Industry and Commerce, Yin Hongjian, despite already receiving a government‑provided vehicle allowance, improperly claimed reimbursement for 49 days of local transportation expenses, totaling RMB 3,920. Yin Hongjian also engaged in other disciplinary violations. In June 2020, he was given an administrative demerit; the improperly reimbursed funds have since been returned. 6. The issue of Cheng Lifeng, Section Chief of the Acquisition Guidance Section at the Housing Acquisition Management Service Center of the Construction Bureau of Jiashan County, Zhejiang Province, improperly accepting banquet invitations. On the evening of January 15, 2020, Cheng Lifeng accepted a banquet arranged by Wu, the head of the Jiashan branch of a certain architectural design firm, at a restaurant on Tingqiao Road in Jiashan County, and subsequently engaged in entertainment activities at an entertainment club on Tingqiao Road. All related expenses were paid by others. In May 2020, Cheng Lifeng received a warning within the Party, and the funds involved in the violation were confiscated. 7. The issue of He Qinggui, former captain of the Police Supervision Brigade of the Jianghua Yao Autonomous County Public Security Bureau in Hunan Province, using official resources to maintain his private vehicle. The Jianghua Yao Autonomous County Public Security Bureau equipped its Police Supervision Brigade with an official vehicle and a fuel card. In the course of daily operations, this official vehicle and fuel card were managed and used by He Qinggui. Between May and July 2019, taking advantage of his position, He Qinggui used the official fuel card to refuel his wife’s private car on four occasions, totaling 160.36 liters of gasoline and amounting to RMB 1,085.29. He Qinggui also engaged in other disciplinary violations. In December 2019, he was given a serious warning within the Party, and the illicit gains derived from his misconduct were confiscated. 8. Issue of Ma Kuanxiong, a member of the Party Working Committee of the Caijiapo Economic Development Zone in Baoji City, Shaanxi Province, and deputy secretary of the Caijiapo Town Party Committee and town mayor, who illegally accepted gifts and monetary gifts. From 2017 to 2018, Ma Kuanxiong, taking advantage of his official position, improperly accepted a shopping card worth RMB 1,000 from Wang, a shareholder of a cleaning company within his jurisdiction, as well as a women’s handbag valued at RMB 11,541 and a case of Wuliangye liquor valued at RMB 4,300. Ma Kuanxiong also committed other disciplinary violations. In September 2019, he was given a warning within the Party, and the funds obtained through these violations were confiscated. 9. Issue of Wang Longfang, a rural construction station worker in Fengshan Township, Dafang County, Bijie City, Guizhou Province, illegally accepting gifts. During the development of the Shenshan Avenue project in Fengshan Township, Wang Longfang, who at the time served as the head of the Fengshan Township Construction Office, was responsible for conducting preliminary land surveys and mediating disputes arising during the construction process. From September 2013 to February 2016, the chairman of Guizhou Nanjun Investment Co., Ltd. repeatedly presented Wang Longfang with two boxes of mooncakes, two bottles of liquor, and two cartons of Ruanhua cigarettes. In January 2019, Wang Longfang received a warning within the Party, and the funds obtained through disciplinary violations were confiscated. 10. The issue of Sun Zhidong, Director of the Price Certification Center of Qiongzhong County, Hainan Province, using public funds to reimburse expenses that should have been borne personally. From November 2017 to June 2019, Sun Zhidong traveled on official business to Haikou, Ding’an, Danzhou, and other locations to conduct price surveys and other tasks. He fraudulently obtained reimbursement of 9,004.67 yuan—expenses that should have been borne personally—using public funds. Specifically, he issued fuel‑related invoices totaling 450 yuan for beverages, snacks, and other personal purchases on nine separate occasions; and, by inflating the number of travelers and the number of hotel rooms, he secured reimbursement of 8,554.67 yuan in official expenses for personal meal costs on 21 separate occasions. Sun Zhidong also engaged in other violations of discipline. In June 2020, he was given a serious warning within the Party and a recorded demerit in his official duties, and the illicit gains derived from his misconduct were confiscated. 11. Issue of Dai Jincai, former deputy director of the Huanshan Police Station under the Wendeng Public Security Sub-bureau in Weihai City, Shandong Province, misusing an official vehicle for personal purposes. From February 2018 to December 2019, Dai Jincai repeatedly used a police vehicle—more than 20 times—to handle personal matters, thereby causing adverse repercussions. In April 2020, he was given a serious warning within the Party and demoted from his post in accordance with administrative regulations, and was required to reimburse the expenses incurred for vehicle use.
