　　The year 2021 marks the 100th anniversary of the founding of the Communist Party of China and the inaugural year of the 14th Five-Year Plan, making it of paramount importance to ensure the smooth implementation of all tasks during the New Year and Spring Festival periods. All regions and departments must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th CPC Central Committee, uphold a people-centered approach, coordinate COVID‑19 prevention and control with the orderly conduct of all activities during the holiday season, and ensure that the people of all ethnic groups across the country enjoy a joyful and peaceful celebration. With the approval of the CPC Central Committee and the State Council, the relevant matters are hereby notified as follows.

　　I. Maintain unwavering vigilance in epidemic prevention and control. Integrate routine, precision‑based prevention with targeted emergency response, overcome complacency and slackness, and continue to rigorously implement measures to prevent imported cases and domestic resurgences. Reduce population mobility and gatherings during the holiday period, maintain strict defenses, and ensure that large‑scale importations or outbreaks do not occur. Adhere to a dual‑pronged approach—protecting both people and goods—by standardizing personal protective measures, daily monitoring, and regular nucleic acid testing for personnel directly handling imported items; implement stringent environmental surveillance and hygiene protocols at key venues; and ensure that all eligible individuals in priority groups undergo required testing. Leverage the sentinel role of fever clinics and other frontline facilities, and strengthen medical testing, hospital infection control, and epidemic response efforts during the holiday period. Enhance public health education, encouraging the public to consistently practice good habits such as wearing masks properly, maintaining social distance, and washing hands frequently.

　　II. Show heartfelt care and concern for those in need. Ensure that social security benefits are disbursed on time and in full, effectively providing a safety net to deliver the warmth of the Party and the government directly to the hearts of people facing hardship. Keep social assistance channels open and unimpeded, so that those in need—especially those affected by the pandemic—can readily access help and receive timely support. Promptly activate the mechanism linking social assistance and subsistence allowances to price increases, ensuring that the basic living standards of vulnerable groups do not decline as prices rise. Organize visits, condolences, and targeted care for particularly disadvantaged groups, including elderly persons in need, orphans, left-behind women and children, homeless vagrants and beggars, persons with disabilities, and individuals with mental health conditions, to ensure they have adequate food, warm clothing, and safe shelter from the cold. Coordinate the allocation and distribution of disaster relief funds and supplies, keeping the well-being and safety of disaster-affected populations at the forefront of our efforts. Focusing on sectors such as construction, labor-intensive manufacturing, and industries severely impacted by the pandemic, carry out a thorough winter campaign to eradicate wage arrears, ensuring that rural migrant workers receive their wages on time and in full.

　　III. Strive to meet the public’s consumption needs during the holiday season. Strengthen monitoring of supply and demand for coal, electricity, oil, gas, and transportation; ensure stable energy supplies and prices; and safeguard a warm winter for the people. Fully implement the provincial governor responsibility system for food security and the mayor responsibility system for the “vegetable basket,” enhance management of key reserve commodities such as meat and vegetables, and ensure steady market supply and price stability for essential goods including grain, edible oil, meat, eggs, vegetables, fruits, and dairy products. In line with the characteristics of the holidays, organize initiatives to link production and sales, thereby meeting the diverse consumption needs of the public. Intensify oversight of food safety, product quality, and pricing to protect consumers’ legitimate rights and interests. Nationwide, launch the “Our Chinese Dream” campaign—bringing culture into every household—centered on celebrating the 100th anniversary of the founding of the Communist Party of China, the comprehensive building of a moderately prosperous society, and the new journey toward fully building a modern socialist country. Create and promote a batch of high‑quality cultural and artistic works that are widely enjoyed by the people, amplify the mainstream narrative, spread positive energy, and better satisfy the public’s spiritual and cultural needs. Advocate healthy, uplifting festive cultural activities both online and offline. Strengthen law enforcement in the cultural and tourism markets and guide the promotion of civilized tourism.

　　IV. Strive to ensure the safe and orderly travel of the public. Steadfastly implement, refine, and meticulously carry out routine epidemic prevention and control measures in passenger transport, rigorously enforcing ventilation and disinfection, temperature screening, seat‑capacity restrictions, and passenger information registration. Encourage employers to coordinate vacation schedules in line with operational needs and employees’ preferences, guiding staggered travel patterns. Increase transport capacity and optimize its allocation to meet passenger demand. Ensure seamless connections among various modes of transport, smoothing the “first and last mile” of travelers’ journeys. Enhance and improve ticketing arrangements for the Spring Festival travel rush by adding more automated ticket‑checking machines and security scanners, establishing green channels for urgent passengers, and further boosting the efficiency of station security checks. Perfect the use of health codes and electronic tickets to safeguard travel services for elderly and other vulnerable groups in an increasingly digital environment. Strictly enforce the policy of waiving tolls for small passenger vehicles during the Spring Festival holiday, effectively manage traffic congestion, and ensure smooth and efficient passage along key transport corridors. Develop and refine emergency response plans to promptly evacuate stranded passengers. Strengthen oversight of key vehicle types—passenger buses, tourist coaches, hazardous‑goods vehicles, freight trucks, and school buses—and rigorously crack down on serious violations such as overloading, speeding, overcapacity, and driver fatigue, thereby guaranteeing the safety of all travelers.

　　V. Uphold bottom-line thinking and ensure solid progress in workplace safety. Firmly establish the concept of safe development, place workplace safety high on the agenda, enforce accountability at every level, and effectively safeguard the lives and property of the people. Prioritize risk management in high‑hazard industries and sectors; resolutely address risks in high‑risk coal mines; conduct thorough inspections to identify major hazards associated with hazardous chemicals; rigorously implement the safety responsibility system for major hazard sources; and crack down decisively on illegal production, unlicensed sales, excessive storage, and unauthorized ignition of fireworks and firecrackers, thereby firmly preventing serious and extremely serious accidents. Deepen safety rectification efforts in construction, industrial and commercial enterprises, civilian explosives, and urban gas sectors; carry out comprehensive fire‑prevention measures in high‑risk venues such as large commercial complexes, hotels and restaurants, dance halls and entertainment venues, as well as in urban villages, shop‑houses, and “multi‑use” facilities; strengthen hazard identification and remediation at tourist attractions, passenger ropeways, and amusement rides; and strictly regulate safety approvals and crowd‑control measures for large‑scale events such as New Year’s Eve celebrations, fireworks displays, and temple fairs. Enhance monitoring, early warning, and emergency response to extreme weather conditions—including low temperatures, rain, snow, and freezing—and to forest fire risks.

　　VI. Make every effort to safeguard overall social stability. Closely monitor salient issues that could undermine social stability under the new normal of epidemic prevention and control, and ensure the effective implementation of local governance responsibilities, source‑level stabilization measures, and diversified dispute‑resolution mechanisms, nipping all potential sources of instability and early signs of mass incidents in the bud and resolving them at the community level. Continue to wage the campaign against organized crime and evil forces on a regular basis, intensifying inspections and rectification efforts in key areas and high‑risk locations—such as remote rural regions, urban–rural fringe zones, and urban villages—as well as addressing pressing public security concerns. Launch vigorous crackdowns on violent terrorism, gun‑ and explosives‑related offenses, individual extremist violence, telecom and cyber fraud, violations of citizens’ personal information, crimes harming minors, theft, robbery, fraud, pornography, gambling, drugs, and offenses involving food, medicine, and the environment, thereby upholding sound social order. Strengthen comprehensive public‑security prevention and control, implement joint police‑military patrols, reinforce security safeguards at critical targets, vital infrastructure, and densely populated venues, and tighten oversight of firearms, ammunition, and regulated knives, promptly eliminating any public‑security risks.

　　VII. Promote a new ethos of frugality, thrift, and civilized holiday‑making. Implement General Secretary Xi Jinping’s important instructions on practicing strict economy and opposing waste, particularly curbing food waste; seize the unique opportunities presented by the two major festivals to intensify targeted publicity and education, fostering throughout society an atmosphere in which waste is shameful and saving is honorable. Resolutely reject harmful customs such as lavish celebrations, extravagant waste, exorbitant bride prices, lavish funerals with meager care for the living, and uncivilized grave‑tending practices; discard outdated traditions in weddings, funerals, and other rites of passage, and champion a new culture of civility. Encourage diners to use serving utensils and communal chopsticks, adopt individual‑portion dining at group meals, and reduce the use of single‑use tableware. Uphold the dual approach of addressing the “Four Undesirables” and fostering a new ethos, thereby cultivating a festive atmosphere characterized by integrity and uprightness. Strictly implement the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct and its detailed rules for implementation; rigorously enforce all disciplinary requirements for observing a clean and frugal holiday; resolutely tackle violations involving the unauthorized issuance of allowances, subsidies, bonuses, or in-kind benefits; and focus on rectifying the practice of abolishing normal employee benefits under the pretext of combating the “Four Undesirables.” Closely monitor prominent issues of hedonism and extravagance during holidays—such as illegally accepting or giving gifts and cash, using public funds for banquets, and holding lavish weddings, funerals, and celebrations—and conduct precise oversight with targeted efforts. Any emerging, hidden, or evolving forms of misconduct—such as dining at the expense of businesses, accepting gifts or cash from private-sector employers, or using official vehicles for personal purposes—must be swiftly addressed through thorough investigation and meticulous scrutiny. Firmly correct problems of shirking responsibility, inaction, improper action, or superficial compliance in areas such as consolidating and expanding achievements in poverty alleviation, safeguarding people’s livelihoods, providing assistance and relief, ensuring workplace safety, improving government services, maintaining social stability, controlling and preventing epidemics, monitoring and issuing early warnings for disasters, and handling emergency responses. Focus on eradicating corruption and unhealthy tendencies that directly affect the people. Rigorously investigate and punish formalistic practices that impose undue burdens on the grassroots—such as arbitrarily assigning tasks, demanding excessive reports and materials, conducting redundant field visits, or requiring officials to remain on duty around the clock. Strengthen discipline in personnel transitions, intensifying oversight and enforcement against vote-buying, seeking office through improper means, and engaging in lobbying or interceding on behalf of others. Adhere to the principle of combining strict management with heartfelt care, and balancing incentives with constraints, continuously refining and implementing concrete measures to encourage cadres to take responsibility and act decisively. Increase attention and support for grassroots cadres, especially those working on the front lines of poverty alleviation. Carry out visits, condolences, care, assistance, and long-term support for recipients of the “Republic Medal” and national honorary titles, as well as for the families of cadres who have died in the line of duty. Strengthen intra‑party encouragement, care, and assistance, so that Party members and cadres deeply feel the concern and warmth of the CPC Central Committee with Comrade Xi Jinping at its core.
