Notice from the Commission for Discipline Inspection of Sinochem Mingda Holding Group (General Bureau) on Strengthening Conduct and Disciplinary Oversight During the 2021 New Year and Spring Festival Periods

　　As the New Year and Spring Festival of 2020 approach, in order to foster a positive atmosphere of integrity, frugality, and civility during these holidays and to ensure a clean and upright environment throughout the New Year and Spring Festival periods, in accordance with the spirit of the “Notice on Doing Relevant Work During the 2021 New Year and Spring Festival Periods” issued by the General Office of the CPC Central Committee and the General Office of the State Council, as well as the spirit of the “Notice on Strengthening Discipline and Rectifying Conduct During the 2021 New Year and Spring Festival Periods” issued by the Central Commission for Discipline Inspection of the CPC, the relevant matters are hereby notified as follows:

　　I. Uphold Duties and Missions, Strengthen Oversight Responsibilities The year 2021 marks the 100th anniversary of the founding of the Communist Party of China and the inaugural year of the 14th Five-Year Plan. Ensuring proper conduct and strict discipline during the New Year and Spring Festival periods is of great significance for securing a strong start to this new phase. Disciplinary inspection commissions at all levels must further elevate their political awareness, focus on “upholding the Two Safeguards,” and strengthen political oversight. They should urge their respective Party organizations and their principal leaders to promptly convey and study the spirit of the notices issued by the CPC Central Committee General Office, the State Council General Office, and the Central Commission for Discipline Inspection, while tailoring specific implementation measures to their own circumstances, enforcing strict disciplinary requirements, and ensuring coordinated and effective execution. At the same time, in response to decisions and arrangements concerning epidemic prevention and control, care for vulnerable groups, workplace safety, and the maintenance of overall stability within their respective units, they should identify key entry points for oversight, follow up closely, and ensure effective implementation.

　　II. Closely Monitor Key Milestones and Rigorously Rectify the “Four Undesirable Work Styles” The New Year and Spring Festival periods represent critical junctures for addressing the “Four Undesirable Work Styles,” and it is imperative to send a strong signal of comprehensive, unwavering rigor. Disciplinary committees at all levels must pay close attention to key issues related to these styles, accurately identify positions within their respective units that are particularly prone to integrity risks and exhibit prominent manifestations of the “Four Undesirable Work Styles,” and firmly prevent any resurgence or recurrence of such problems. Starting with Party members and leading cadres, we will resolutely correct and strictly investigate formalism and bureaucratism that impose severe burdens on staff and the general public, as well as violations of discipline and law—such as leveraging holidays to engage in vote-buying, seeking official posts through improper means, or interceding and making improper requests. We will innovate oversight mechanisms, comprehensively employing special inspections, unannounced visits, cross‑checks, and other measures to uncover hidden and evolving forms of the “Four Undesirable Work Styles.” We will deepen efforts to address hedonism, extravagance, and food waste during holiday periods, thereby effectively enhancing the efficacy of our rectification work.

　　III. Uphold the dual approach of addressing both symptoms and root causes, and consolidate the achievements in improving work style. We will rigorously investigate and swiftly address issues related to the “Four Undesirable Trends,” employing measures such as self-inspection and self-correction, case analysis, and cautionary education meetings to educate and urge Party members and cadres to strengthen their Party spirit, dispel notions of privilege, and ensure that exemplary cases serve as a deterrent, external discipline fosters self-discipline, and self-discipline enhances conscious adherence. We will continue to combine strict oversight with heartfelt care, and give equal weight to incentives and constraints, making full use of new media and cutting-edge technologies to reinforce integrity‑related publicity and education, guiding Party members and cadres to consciously resist the “Four Undesirable Trends,” take the lead in transforming work styles and fostering a culture of integrity, and uphold personal and family integrity, thereby projecting a fresh image and demonstrating new accomplishments through an outstanding and robust work ethic.

　　IV. Other Requirements All Party committees’ disciplinary inspection commissions are required to strengthen oversight and inspection of workplace safety, travel arrangements, and confidentiality during the holiday period; rigorously enforce on-duty and off-duty reporting systems; and ensure the smooth functioning of all work during this time. They must accurately grasp the patterns, characteristics, and operational requirements for implementing the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct in the new context and at this new stage, continuing to focus on consistency and sustainability, strictness and practicality, depth and meticulousness, thereby further enhancing the reputation of Party conduct and style as a hallmark of excellence.
