[General Administration News] The Party Committee of the Administration (Group) convened the 2024 Work Conference on Party Building, Integrity and Clean Governance, and Anti-Corruption.

The meeting noted that, in 2023, all Party members, cadres, and employees of the Bureau (Group) adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, further deepened their understanding of the decisive significance of the “two establishments,” strengthened their “four consciousnesses,” bolstered their “four confidences,” and resolutely upheld the “two safeguards.” They earnestly implemented the decisions and arrangements of the CPC Central Committee and the work requirements of higher-level Party committees, carried out in-depth thematic education on studying and applying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and conducted education and rectification within the discipline inspection and supervision cadre队伍. Efforts were focused on building a “comprehensive Party‑building framework,” planning and implementing the “Strong Party‑Building Project,” and creating and promoting the “Six Integrations and Six Hearts” Party‑building brand. As a result, the ideological foundation of Party organizations at all levels—closely following the core and heeding the Party’s command—has been further consolidated; political awareness of upholding the “two establishments” and practicing the “two safeguards” has become more pronounced; the overall effectiveness of advancing modern corporate governance with Chinese characteristics has been significantly enhanced; and the institutional framework for Party building in central enterprises in the new era has been further improved, with the leading and safeguarding role of comprehensively strengthening Party self‑discipline being further reinforced.

The meeting made it clear that, The overarching guiding principle for the Party building and integrity‑building work of the Bureau (Group) in 2024 is Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will comprehensively implement the spirit of the 20th National Congress of the Communist Party of China, the Second Plenary Session of the 20th CPC Central Committee, and the Third Plenary Session of the 20th CPC Central Commission for Discipline Inspection. We will consolidate, deepen, and expand the outcomes of thematic education, take the Party’s political development as the overarching principle, regard the rigorous fulfillment of political responsibilities for Party governance and self‑discipline as the key, and focus on improving the system for exercising full‑scale Party self‑governance. In doing so, we will further strengthen the “grand framework of Party building,” refine the “comprehensive oversight” system, firmly establish a clear orientation toward prioritizing grassroots-level work, comprehensively enhance the quality and effectiveness of Party building, and advance in depth efforts to foster sound conduct, enforce discipline, and combat corruption, thereby providing robust political guarantees for accelerating the development of an industry‑leading group dedicated to resource development and ecological conservation.

The meeting outlined the following six priorities for Party organizations at all levels in 2024:

The meeting reported on the evaluation results of the second phase of the thematic education campaign to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the convening of the Bureau (Group) Party Committee’s 2023 democratic life meeting, and typical cases of disciplinary and regulatory violations used for cautionary education within the General Administration system. In addition, it commended outstanding organizational units and exemplary research projects in Party building and political research for 2023.

In his concluding remarks, Liu Xingwang pointed out that 2024 marks the 75th anniversary of the founding of the People’s Republic of China, a pivotal year for implementing the goals and tasks set forth in the 14th Five-Year Plan, and also a year of vigorous effort for the Bureau (Group) as it shoulders a new historical mission and launches a comprehensive new round of strategic initiatives to achieve breakthroughs in mineral exploration. Strengthening Party building and efforts to promote integrity and clean governance this year is of paramount importance for the Bureau (Group) to clearly recognize its historic mission, bolster its confidence in development, and advance on the path of reform and innovation.

At the meeting, Liu Xingwang signed the 2024 “Work Plan for Party Building” and the “Responsibility Letter on Principal Responsibility for Building a Clean and Honest Party Style” with representatives from several directly affiliated units.

A total of 83 individuals attended the meeting, including members of the bureau (group) leadership team, senior executives, regional operations directors, principal Party and administrative leaders as well as discipline inspection committee secretaries of all directly affiliated units, heads of various headquarters departments, branch secretaries, and all staff members of the Party affairs department.
