Earthly Craftsmanship Forges a Shield of Safety; Sinochem Geology Safeguards the Southwest — The National Mine Emergency Rescue Team of Dadi Special Exploration, Southwest Region, Unveiled in Guiyang.

On April 22, the unveiling ceremony for the Southwest Regional Team of the National Mine Emergency Rescue Earth Exploration and Specialized Surveying Unit was solemnly held in Guiyang, Guizhou Province. This ceremony represents a vivid implementation by the new Party Committee of the China Chemical Geology And Mining Bureau of General Secretary Xi Jinping’s important expositions on the holistic national security concept, and also serves as a key measure to carry out the China Coal Geological Bureau’s plan to strengthen emergency rescue capabilities in priority regions and fortify the mine safety barrier in the southwestern area. The establishment of this team will effectively enhance the emergency rescue capacity for mines and geological disasters across the three provinces and one municipality of Yunnan, Guizhou, Sichuan, and Chongqing.

Prior to the unveiling ceremony, participants engaged in a集中学习 session on General Secretary Xi Jinping’s important remarks on emergency management. All personnel then watched the documentary film “The National Mine Emergency Rescue Team of Dadi Special Exploration,” gaining a comprehensive understanding of the team’s development and its professional strengths.

Zhang Xiangyang, a member of the Party Leadership Group and Deputy Director of the Guizhou Bureau of the National Mine Safety Administration; Sun Zhao from the Guizhou Provincial Department of Natural Resources; Wu Yuebiao, a member of the Party Committee and Deputy Director of the China Coal Geological Bureau; and Chen Xinhuan, Secretary of the Party Committee of the China Chemical Geology And Mining Bureau and First Political Commissar of the Southwest Regional Team of the National Mine Emergency Rescue Dadi Special Exploration Corps, jointly unveiled the team’s plaque. Deputy Director Wu Yuebiao presented the flag to the Southwest Regional Team, which was received by Ju Delong, Deputy Director of the China Chemical Geology And Mining Bureau, and Jing Miao, captain of the Southwest Regional Team. All officers and soldiers solemnly took an oath before the team flag, demonstrating the mission and responsibility of the ironclad emergency rescue force in the new era. More than a hundred guests from relevant government departments, central enterprise rescue teams, research institutions, universities, and the media witnessed this momentous occasion.

In his welcoming address, Chen Xinhuan conveyed the congratulations of Jia Chunqu, Secretary of the Party Committee of the China National Bureau of Coal Geology and First Political Commissar of the Dadi Special Exploration Team for Mine Emergency Rescue, on the successful inauguration of the Southwest Team’s regional office, and outlined specific work requirements. He also noted that, coinciding with World Earth Day, the unveiling of the Southwest Regional Team represents a concrete manifestation of the Bureau’s commitment to the principle of “cherishing the Earth and safeguarding our home,” and constitutes an important strategic initiative under the new Party Committee to forge the Bureau into a “vanguard of geological exploration, a pioneer in ecological conservation, and a dynamic force in emergency rescue.” On behalf of the team, he issued a solemn pledge—“With artisanal dedication, we will forge a shield of safety; with China National Bureau of Geology, we will protect the Southwest”—emphasizing a steadfast approach of “integrating peacetime and wartime operations, and using practical work to train personnel.” Under the strong guidance of local Party committees and governments, emergency management agencies, mine safety supervision bodies, and natural resources departments, and with the robust support of all sister units, the team will integrate into the local emergency response system, cultivating a national rescue elite capable of “responding at a moment’s notice, fighting effectively upon arrival, and securing victory in every engagement.” In doing so, it will uphold its responsibility, demonstrate the Bureau’s commitment, and contribute the strength of China National Bureau of Geology to ensuring the strategic security of mineral resources in the Southwest region and the safety of people’s lives and property.

In his address, Wu Yuebiao stated that the Southwest Regional Team represents a key initiative of the General Administration in implementing the holistic national security outlook and carrying out the state’s emergency response plans, and serves as a pivotal move in optimizing the nationwide deployment of mine‑drilling rescue capabilities. Based in Guiyang and extending its reach to Sichuan, Yunnan, Guizhou, and Chongqing, the team is driving a profound transformation in the region’s rescue paradigm—shifting from “long‑distance emergency support” to “routine stationing, rapid response, and on‑site handling.” He urged the team to keep firmly in mind the spirit of General Secretary Xi Jinping’s important instructions, enhance its professional capabilities in “precise detection, efficient tunneling, and safe rescue” under complex geological conditions, and forge an elite emergency‑rescue force that is both specialized and versatile, highly responsive, steadfast in conduct, and exceptionally skilled.

The Southwest Regional Team was established under the umbrella of Sinochem Mingda Southwest Geological Co., Ltd., with its headquarters in Guiyang. Its rescue operations cover the three provinces of Sichuan, Yunnan, and Guizhou, as well as Chongqing. This region is rich in mineral resources, yet it features complex terrain, widespread karst landscapes, and a high incidence of geological hazards. Previously, rescue capabilities were fragmented, and specialized drilling expertise was inadequate. The formation of the Southwest Regional Team will effectively address these gaps in regional drilling and rescue capacity.

According to the construction plan, the team maintains a standing rescue force of 45 personnel and is equipped with advanced gear such as Model 1360 vehicle-mounted drilling rigs, directional drilling systems, and drones, enabling it to complete a life‑support borehole up to 800 meters deep within 72 hours. The team focuses on drilling‑based rescue operations in non‑coal mines while also undertaking emergency response to geological disasters and tunnel collapse rescues, thereby establishing a three‑tiered protective framework: a “life‑saving shield at the rescue site,” a “preventive shield for frontline production,” and a “strategic shield for regional development.”

The Southwest Regional Team adheres to an operational model of “integrating peacetime and wartime preparedness, with on-the-job training replacing formal instruction.” On a daily basis, it hones its skills through core projects such as geological exploration, mining technical services, and ecological restoration, ensuring that “production is training, and operations are readiness.” The team has established joint‑construction mechanisms with national-level rescue forces—including China Aneng, China Railway Second Bureau, China Railway Fifth Bureau, China Communications Construction Company, and the Guizhou Drainage Corps—fostering deep collaboration in personnel training, joint drills, and equipment sharing. This has enabled the development of a comprehensive, three‑pronged rescue capability—combining technology, equipment, and training—and ensured full integration into the emergency management coordination network of the Southwest region.

This unveiling ceremony was held under the theme “Craftsmanship on Earth Forges a Shield of Safety, Sinochem Geology Safeguards Southwest China,” clearly defining the team’s role as a “national‑level, specialized, and rapid‑response unit.” Moving forward, the Southwest Regional Team will accelerate the upgrading of its command center in Guiyang and its training base in Zunyi’s Bozhou District, continue to conduct realistic, combat‑oriented drills, and tackle key core technologies. The goal is to swiftly build comprehensive, end‑to‑end emergency rescue capabilities, proactively integrate with local emergency response systems, and do everything possible to protect the lives and property of the people in the Southwest region, thereby contributing Sinochem Geology’s expertise to the region’s safe development and to the prevention and control of geological hazards.
