“1” refers to focusing on a single goal: The overarching goal is to “implement an innovation-driven strategy, build a resource‑based enterprise group with core competitiveness in the emerging energy and mineral sectors, strengthen, optimize, and expand the business, and achieve healthy, sustainable, and leapfrog development.” To this end, we will accelerate expansion into new‑type mineral energy and strategic mineral fields, acquire and manage mining rights through multiple channels and diverse models, enhance our control over mineral resources, establish a full‑industry‑chain development framework for mineral resources, pursue a development path suited to resource‑based enterprises, and transition from traditional geological exploration to “resource‑capital management.”
The second “1” refers to upholding a single principle: This means steadfastly upholding and strengthening the principle of “market‑oriented, customer‑centric, and innovation‑driven,” further liberating minds and transforming mindsets to enable all affiliated units and the Administration as a whole to become active participants in market competition. We will sharpen our market awareness and ensure that “market, customers, and innovation” truly serve as the guiding principles for entering markets and conducting business. By taking technological innovation as the driving force, we will harness its leading and supporting roles to enhance the contribution of science and technology to economic growth.
“4” refers to establishing the “Four Quotients” positioning: The goal is to strengthen the organization by taking “a broad vision, comprehensive geoscience, robust business operations, and a customer‑centric approach” as its guiding principles, with the aim of transforming the General Bureau into a provider of geological and geospatial information services, a developer of new‑energy and mineral resources, a contractor for construction projects, and an operator of urban development.
“6” refers to the implementation of six major initiatives: First, emphasize innovation-driven development; second, deepen reform and restructuring; third, optimize resource allocation; fourth, strengthen operational management; fifth, advance capital operations; and sixth, promote win-win cooperation.
“3” refers to strengthening three types of safeguards: First is Party building; second is cultural cohesion; third is mechanism-driven guidance.
