Soil Contamination Investigation Report for the Xiaowang Village Plot in the D5 Area of Tai’an City, Located East of Wangyue East Road and North of Panhe Avenue

In accordance with the Measures for the Administration of Soil Environmental Protection at Contaminated Sites (Trial) (Order No. 42 of the Ministry of Environmental Protection) and other relevant documents, the report on the soil contamination assessment of the Xiawang Village site in the D5 Area of Tai’an City, located east of Wangyue East Road and north of Panhe Avenue, is hereby released.
At the request of Taian Hengdi Wangyue Real Estate Co., Ltd., the Shandong Geological Exploration Institute of China Chemical Geology And Mining Bureau conducted a soil contamination assessment of the site.
1. Project Overview and Basic Information
The surveyed area of this site is divided into two parts: Plot 1 covers 61,649 m², and Plot 2 covers 8,318 m², for a total land area of 69,967 m². The original land use designation was urban construction land within the category of rural–urban land. According to the Taian City “Detailed Control Plan for the Block East of Wangyue East Road and North of Panhe Avenue in Area D5,” the area is zoned as Class II residential land and protective green space within the urban construction land category.
2. Overview of On-Site Sampling
A total of 16 soil monitoring sites and 5 groundwater monitoring sites have been established.
3. Test Results
(1) Conclusions of the Soil Environmental Investigation
In the soil samples collected, heavy metals were detected except for hexavalent chromium and mercury; the concentrations of all detected parameters remained below the screening values for Class I land use specified in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018). Among the 27 volatile organic compounds, with the exception of chloroform, 1,2-dichloroethane, dichloromethane, and toluene, the remaining compounds were not detected, and their detected concentrations likewise did not exceed the Class I land-use screening values set forth in GB 36600–2018. Furthermore, none of the 11 semi-volatile organic compounds or petroleum hydrocarbons were detected. Overall, the soil at this site complies with the Class I land-use screening values stipulated in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018), indicating that the associated risks to human health are negligible.
(2) Conclusions of the Groundwater Environmental Investigation
Among the groundwater samples collected, with the exception of total hardness, nitrate, and sulfate, all other monitored parameters fall within the Class I–III groundwater quality standards specified in the “Groundwater Quality Standard” (GB/T 14848-2017). Although the groundwater’s total hardness, sulfate, and nitrate levels meet the Class IV–V water quality criteria, these three parameters are not listed as pollutants requiring risk control under either the “Soil Environmental Quality Standard for Construction Land—Soil Pollution Risk Control (Trial)” (GB 36600-2018) or the “Guidance for Health Risk Assessment of Groundwater Contamination (Trial).” Consequently, the associated pollution risks and potential health risks can generally be considered negligible. Furthermore, the detected concentrations of all measured constituents remain below the screening values for Class I land use stipulated in the “Soil Environmental Quality Standard for Construction Land—Soil Pollution Risk Control (Trial)” (GB 36600-2018), indicating that the corresponding health risks are also negligible.
4. Conclusions and Recommendations
All soil parameters at this site remain below the screening values for Class I land use specified in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018), indicating that the risk to human health is negligible.
The findings of this investigation are based on the site’s existing conditions and current assessment criteria. Should the land use designation or assessment standards change in the future, the existing conclusions should be reassessed, and, if necessary, a new soil contamination survey and evaluation shall be conducted.
During this soil contamination assessment, every effort was made to objectively and accurately characterize the distribution of site‑specific contaminants; however, some uncertainty remains. The managing authority should implement stringent site management practices to prevent the introduction of external pollutants that could compromise soil quality on the site.
