Affected by Shandong Province Taian City High-Tech Industrial Development Zone Land Reserve Center Pursuant to the entrustment, our unit (Shandong Geological Exploration Institute of China Chemical Geology And Mining Bureau) is now conducting an investigation into the soil contamination status of plots A-14 (partial)/A-16 and E-03-02 in the Longquan East Area of the Taian High-tech Industrial Development Zone, located south of Peitianmen Street and west of Longquan Road within Unit J4 of Taian City.
Ⅰ Plot A-14 (partial) / A-16, located south of Peitianmen Avenue and west of Longquan Road, Unit J4, Taian City
1 Project Overview and Basic Information
The survey area is divided into Two parts Area: the eastern parcel measures 17,889 m². 2 , the western plot has an area of 17,905 m². 2 , with a total land area of 35,794 m² 2 . The original land use of the surveyed plot was agricultural and forestry land within the urban–rural land category, according to Taian City. J4 Controlled Detailed Plan for the Plot South of Tianmen Avenue and West of Longquan Road 》 , the area is designated as parkland within the urban development land-use category. , the land use classification is Category II.
2 , Overview of On-site Sampling
A total of six soil monitoring sites and one soil reference site were established.
3 , Test Results
In the soil samples collected, heavy metals were detected except for hexavalent chromium, mercury, and cadmium; the concentrations of all detected parameters remained below the screening values for Class II land use specified in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018). Furthermore, none of the 27 volatile organic compounds or the 11 semi-volatile organic compounds were detected.
All soil parameters at this site are below the screening values for Class II land use specified in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018), indicating that the risk to human health is negligible.
4 , Conclusions and Recommendations
The land parcels within the scope of this investigation are not classified as contaminated sites and therefore do not need to be subject to contaminated-site management. The risk to human health is negligible, so there is no need to proceed with a detailed follow-up investigation into the contamination status; the soil contamination assessment may thus be concluded. The findings of this investigation are based on the site’s existing conditions and current assessment criteria. Should the land use designation or the applicable assessment standards change in the future, the existing conclusions should be reassessed, and, if necessary, a new soil contamination survey and evaluation shall be conducted.
During this soil contamination assessment, every effort was made to objectively and accurately characterize the distribution of site‑specific contaminants; however, certain uncertainties remain. The managing authority should implement stringent site management practices to prevent the introduction of external pollutants that could contaminate the site.
II J3 Plot E-03-02, Longquan East Area, Taian High-Tech Industrial Development Zone, Area.
1 Project Overview and Basic Information
The surveyed site covers an area of 13,119 m². 2 , The original land use of the surveyed site was agricultural land under the urban–rural land category. In 2014, it was expropriated and designated as government reserve land, in accordance with the regulations of Tai’an City. J3 Longquan East Zone, E03, Taian High-Tech Industrial Development Zone, Area Block-level Regulatory Detailed Plan 》 , the area is designated as public administration and public service land within the urban construction land category. The land is classified as Category II land use, and the Taian High-tech Zone People’s Court is planned for construction.
