On December 6, the Party Branch of the Resources, Environment, and Hydrology Department convened a special Party lecture on the theme education campaign “Stay True to Our Original Aspiration and Keep Our Mission Firmly in Mind.” During the meeting, Comrade Zhang Qiang expounded on the main spirit of the Fourth Plenary Session of the 19th CPC Central Committee across five key aspects: first, by examining the historical timing of previous Fourth Plenary Sessions; second, by analyzing the session’s agenda; third, by considering the overarching “three-step” strategic goals; fourth, by highlighting the 13 salient strengths of the socialist system with Chinese characteristics; and fifth, by emphasizing the fourteen principles explicitly put forward.
Through study, all Party members unanimously agreed that the Fourth Plenary Session of the 19th CPC Central Committee was a groundbreaking, milestone‑setting meeting convened on the occasion of the 70th anniversary of the founding of the People’s Republic of China and at the historic juncture where the two centenary goals converge. The Decision adopted at the session, grounded in the broader context of our times, the global landscape, and China’s overarching national agenda, highlights the historic achievements and distinctive strengths of the development of the system of socialism with Chinese characteristics and the national governance system. It sets forth the profound significance and overarching requirements for upholding and improving this system in the new era and for advancing the modernization of the national governance system and governance capacity. The Decision delineates, across 13 key areas, the fundamental principles for upholding and consolidating the system of socialism with Chinese characteristics, as well as the directions for its further refinement and development. In particular, it underscores the paramount status and guiding role of the Party’s leadership system, clarifies the institutional framework composed of fundamental, basic, and important institutions, and lays out a series of major decisions and arrangements to consolidate and improve the system of socialism with Chinese characteristics. These measures bear significant contemporary relevance and far‑reaching historical importance for advancing the modernization of the national governance system and governance capacity, realizing the Two Centenary Goals, and fulfilling the Chinese Dream of national rejuvenation.
