On the morning of December 11, Shang Honglin, Party Secretary and Director of the Bureau, received a delegation led by Cai Feng, Vice Mayor of Shenmu City, Shaanxi Province, for consultations on cooperation regarding the EOD pilot project to establish a demonstration park integrating ecological restoration of coal-mining subsidence areas with residual resource recovery and rural industrial development.

Shang Honglin extended a warm welcome to Vice Mayor Cai and his delegation, and provided a detailed overview of our bureau’s basic profile, its current core operations, and its future development priorities. He emphasized that our bureau boasts a distinguished history and outstanding achievements in China’s mineral resources sector, serving as a centrally‑affiliated enterprise at the forefront of integrated exploration‑and‑production technologies and cutting‑edge management in mineral resource exploration and development. Furthermore, it stands as a key force in implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and upholding the strategic principles of ecological priority and green development.

Vice Mayor Cai Feng outlined the outstanding achievements that Shenmu City has attained in recent years in reform and opening-up, as well as in economic and social development, while also highlighting the developmental bottlenecks the resource‑dependent city has faced in recent years. Following this, both sides engaged in an in-depth exchange and discussion on the basic details of the “EOD Pilot Project for the Construction of a Demonstration Park Integrating Residual Resource Recovery with Rural Industry in Coal‑Mining Subsidence Areas of Shenmu City,” which was spearheaded by the Shenmu Municipal Government and technically supported by our Bureau’s Geological Research Institute, including its application process and prospects for future cooperation.

This collaboration with the Shenmu Municipal Government to apply for an EOD pilot project represents a joint effort between the central and local governments. Guided by the principles of green ecological civilization, it aims for sustainable development, grounding itself in ecological protection and environmental governance, supported by the operation of distinctive local industries, and leveraging regional cooperative development as its vehicle. The initiative seeks to effectively integrate high‑public‑benefit, low‑return ecological and environmental remediation projects with complementary, more commercially viable industries, with the goal of advancing the resource‑based utilization of local ecological assets and the greening of the regional economy. This endeavor carries significant demonstrative and strategic value.
Also invited to attend the talks were Song Zili, Director of the Shenmu Municipal Bureau of Ecology and Environment; Guo Xiaojun, from the Bureau of Natural Resources; and Shen Weishou, National Chief Expert on Ecological and Environmental Issues and Director of the Center for Ecological and Environmental Research at the Nanjing Institute of the Ministry of Ecology and Environment.
Deputy Director Lin Guoxuan, Chief Engineer Jiao Sen, Director of the Market Development Division Huang Yongming, heads of the Geological Research Institute and Guoxing Company, along with relevant colleagues, attended the symposium.
