On December 25, the Group (Bureau) convened its 2020 Rule-of-Law Work Conference. Shang Honglin, Secretary of the Group’s Party Committee and Chairman of the Board as well as Director of the Bureau, attended and addressed the meeting. Li Kai, the Group’s Chief Legal Counsel, also attended and presented an overview of the Group’s (Bureau’s) rule-of-law work for the year. Jiao Sen, the Group’s Chief Engineer, and Liu Yanhua, Assistant to the General Manager (Deputy Chief Legal Counsel), were in attendance.

Shang Honglin pointed out that, over the past year and more, our group (bureau) has thoroughly implemented General Secretary Xi Jinping’s new concepts, new ideas, and new strategies on comprehensively advancing law-based governance. In accordance with the requirements of the State-owned Assets Supervision and Administration Commission and the China National Coal Administration, we have pressed ahead with determination and carried out our work in a solid and pragmatic manner, achieving significant progress and tangible results in rule-of-law development, thereby providing strong support for and promoting all aspects of the Administration’s reform and development efforts.
Shang Honglin emphasized the need to deeply recognize and fully understand the profound significance of Xi Jinping’s Thought on the Rule of Law, firmly focus on the “key few,” and leverage the red engine to provide leadership. He called for resolutely implementing General Secretary Xi Jinping’s important instructions on state-owned enterprises, as well as the new arrangements and requirements set forth at the Fifth Plenary Session of the 19th CPC Central Committee regarding state capital and SOEs. It is essential to accurately grasp the new stage of development, steadfastly uphold the new development philosophy, actively promote the establishment of a new development pattern, vigorously advance the three-year action plan for SOE reform, enhance the overall effectiveness of reform, and accelerate the achievement of high-quality development.

Li Kai briefed on our group’s (bureau’s) rule-of-law development from five perspectives: consolidating the legal foundation and establishing a long-term mechanism for law-based corporate governance; the support and safeguards provided by legal work to underpin enterprise reform; efforts in public legal education and the cultivation of a compliance‑oriented corporate culture; an overview of progress in building a law‑based central enterprise; and the status of the “Seventh Five-Year” legal education campaign’s acceptance inspection, along with plans and measures for 2021.
Gao Jinglin, Deputy Director of the General Office of the Group (Bureau), delivered a presentation and provided an interpretation of the Cybersecurity Law.
Zhejiang Institute, Hunan Institute, and Guizhou Institute respectively shared their experiences as exemplary management units in the development of law-based central enterprises.
A total of 207 people attended the meeting, including relevant leaders of the Group (Bureau), heads of all departments and offices, members of the leading teams of directly affiliated units, and related staff.
