Pioneering the fight against the epidemic, the State-owned Assets Supervision and Administration Commission awarded the Group Party Committee the title of “Advanced Collective of Central Enterprises in the Fight Against COVID-19.”
On October 22, 2020, the State-owned Assets Supervision and Administration Commission of the State Council awarded our Group’s Party Committee the title of “Advanced Collective of Central Enterprises in the Fight Against the COVID-19 Epidemic,” fully recognizing the Group (Bureau)’s proactive efforts to support nationwide epidemic control, industry‑wide prevention measures, and Beijing’s anti‑epidemic response, as well as its outstanding contributions to ensuring the implementation of the “Six Guarantees” and “Six Stabilities” initiatives and to the central enterprises’ overall fight against the pandemic.

Adhering to top-level leadership, significant progress has been made in marketing and industrial transformation and upgrading.
In 2020, the Group actively implemented the China National Coal Administration’s guiding principles on accelerating the development of its marketing system, placing quality improvement and efficiency enhancement at the core and prioritizing industrial transformation and upgrading. Focusing on key sectors, regions, technologies, and policies, the Group expedited the establishment of a modern three-tier marketing framework—led by the Group, spearheaded by second-level entities, and supplemented by third-level units—and achieved notable results in regional market development. Upholding high-level marketing efforts, the Group forged strategic partnerships with local governments and major enterprises, laying a solid foundation for its transformation and upgrading as well as for optimizing its industrial chain structure. At the same time, the Group intensified efforts to identify and cultivate major clients, aligning closely with national strategic plans and industry policies. Centering on priority regions such as the Beijing–Tianjin–Hebei area, the Yangtze River Economic Belt, the Guangdong–Hong Kong–Macao Greater Bay Area, and the Hainan Free Trade Port, it strengthened outreach to key accounts and flagship projects. Throughout the year, the Group engaged with more than 30 municipal and county-level government bodies and over 20 large state-owned enterprises, and established the Tianjin Branch and the Shanxi Market Development Division. Meanwhile, Sinochem Mingda Holding Group newly obtained four construction‑industry enterprise qualification certificates, providing a robust regulatory foundation for building itself into an industry‑leading group in resource development and ecological conservation.
Zhongkai Mining is stepping up its industrial support for Xinjiang, building a coal‑energy security base with an annual capacity of tens of millions of tons.
Industrial assistance to Xinjiang has yielded substantial results, ushering in a new chapter of transformative development. In 2020, Zhongkai Mining successfully acquired a 49% stake in Xinjiang Jinchuan Group Co., Ltd., strategically positioning itself in high-quality coal‑producing enterprises in southern Xinjiang. Following its investment, Zhongkai Mining dispatched a management team to provide robust support for Jinchuan Group’s resumption of operations and attainment of full production capacity, institutional reform, enhanced safety standards, and capacity‑expansion projects. In the fourth quarter of 2020, Zhongkai Mining signed a strategic cooperation agreement with Xinjiang Lüyuan, further strengthening its industrial assistance efforts and establishing a multi‑million‑ton‑class coal‑energy security base, thereby driving industrial transformation and upgrading and spurring rapid economic growth in Xinjiang.

2020 was the Group’s (Bureau’s) “Year of Corporate Culture Development.” Over the course of the year, the Group’s (Bureau’s) corporate culture initiatives yielded significant results, earning it the honorific title of “Advanced Unit in Party Building + Corporate Culture for the New Era, 2020,” awarded by the China Cultural Management Association. The second corporate micro‑film, “Ambitious Phosphorus Clouds,” was released, amassing 3 million views across all platforms; a brand‑new corporate promotional video was launched, establishing the company’s image as a “master of exploration and mineral prospecting, and a leading architect of ecological development.” In alignment with contemporary themes and strategic priorities, a series of vibrant cultural activities were organized, including the “Mingda Craftsmen” initiative, themed essay contests, and photography competitions. A new cartoon mascot, “Mingming and Dada,” was introduced, serving as the platform for designing and releasing the Bureau’s first batch of corporate‑culture promotional products, creating the inaugural set of animated “Mingming and Dada” emoji packs, and producing festive cartoon posters throughout the year. These efforts successfully achieved the goal of harmoniously integrating corporate culture with the organization’s development strategy.

With the inspection “sword” held high and its deterrent effect fully demonstrated, the Party committees of the Group (Bureau) have achieved full coverage of inspections.
In 2020, the Party Committee of the Group (Bureau) achieved full coverage of routine inspections. Under the correct leadership of the Group (Bureau) Party Committee, inspection work has been guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, rigorously implemented the central inspection guidelines, aligned with higher-level inspection standards, and carried out supervisory inspections in a serious and conscientious manner. Over the three years since the launch of inspection work, the Group (Bureau) Party Committee has conducted four rounds of routine inspections, overseeing the Party organizations of 20 directly affiliated units, identified 351 issues, and put forward 167 recommendations for rectification. These efforts have effectively advanced the development of a sound political environment across all directly affiliated units, deepened the comprehensive and strict governance of the Party, and provided strong political safeguards for the Group’s (Bureau’s) reform and development.

Since September, the Ecological and Environmental Comprehensive Remediation Project Team of our bureau in the Muli Mining Area of Qinghai Province has overcome the challenging high-altitude, oxygen‑deficient working conditions at 4,200 meters above sea level. Guided by a conscious commitment to thoroughly implement Xi Jinping’s Thought on Ecological Civilization and fully upholding the responsibilities and obligations of a central state‑owned enterprise, the team has demonstrated through concrete actions the fine traditions and spirit of China National Chemical Corporation’s geological exploration sector—characterized by resilience, perseverance, and an unwavering determination to tackle tough challenges. On November 27, the Party Committee of the Group (Bureau) awarded the project team the first “Youth Commando Unit” designation.

In November 2020, the Geological Society of China announced the list of winners of the 10th “Huang Jiqing” Young Geoscience and Technology Award, with Liu Daorong from our bureau among the recipients. This marks the second time our bureau has been honored with this prestigious award, following its win of the 7th “Huang Jiqing” Young Geoscience and Technology Award in 2014—six years later. These numerous awards and accolades not only recognize our bureau’s geoscientists for their unwavering dedication to fieldwork over many years and their outstanding achievements, but also signify that our efforts in cultivating scientific and technological talent are beginning to yield tangible results.

Hubei Institute’s “Discovery of an Extra-Large Phosphate Deposit at Yanbian, Baokang County, Hubei Province” has been awarded the honorific title of “Top Ten Geological Exploration Achievements of 2019.”
In April 2020, the “Discovery of an Ultra‑Large Phosphate Deposit at Yanbian, Baokang County, Hubei Province,” implemented by our bureau, was awarded the honor of “Top Ten Geological Exploration Achievements of the Year” by the Geological Society of China, with reported phosphate resource reserves totaling 590 million tons. This project, led by a team headed by Chief Expert Tang Congshou from the Hubei Geological Exploration Institute of the China Chemical Geology And Mining Bureau, identified an ultra‑large sedimentary phosphate rock deposit within the Doushantuo Formation of the Sinian System at Yanbian, Baokang County, Hubei Province. Estimated total phosphate resources amount to 590 million tons, and the mine’s potential economic value could reach RMB 50 billion. Through this systematic exploration, the study has enriched the theoretical framework for deep‑level phosphate exploration in Yichang and holds significant value for researching the patterns and mechanisms of deep‑seated mineralization in western Hubei. Upon commissioning, the project is expected to help mountainous areas alleviate poverty and achieve prosperity, boost local economic development, and deliver substantial economic and social benefits.

On November 20, the National Conference on Commendation for Spiritual Civilization was held in Beijing. Thanks to its outstanding practices and remarkable achievements in the field of spiritual civilization, Sinochem’s Henan Bureau was awarded the honorary title of “National Civilized Unit” at the sixth session by the Central Commission for Spiritual Civilization. This marks another significant step forward in the Bureau’s efforts to promote spiritual civilization, adding yet another prestigious honor to its record. In recent years, under the meticulous guidance of the State-owned Assets Supervision and Administration Commission’s Office of Spiritual Civilization, the Henan Bureau of Sinochem, together with the Henan Provincial Office of Spiritual Civilization and the General Administration, has held high the great banner of socialism with Chinese characteristics, taken Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, and seized the opportunity presented by civilization‑building initiatives to “strengthen internal capabilities and enhance external image.” The Bureau has actively cultivated and practiced the core socialist values, energetically expanded into the geological exploration market, vigorously restructured its industrial portfolio, and focused on innovating management mechanisms. The reform plan and work log of Mingda Ocean Engineering Co., Ltd., a subsidiary of our bureau, have been duly filed and officially designated as an enterprise under the “Science and Technology Reform Demonstration Initiative.” Officially known as the “Special Action to Deepen Market‑Oriented Reform and Enhance Independent Innovation Capabilities among 100 Science‑and‑Technology‑Focused State‑Owned Enterprises,” this initiative is a targeted state‑owned enterprise reform program launched by the State Council Leading Group for State‑Owned Enterprise Reform. In line with the requirements of high‑quality development, it seeks to further advance market‑oriented reforms, with the aim of establishing model cases of reform and pioneering centers of independent innovation among state‑owned science‑and‑technology enterprises.
