A video conference was held to deploy the three-year action plan for the reform of the group (bureau).

On the morning of March 23, the Group (Bureau) convened a video conference to deploy work on the Three-Year Reform Action, thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the decisions and arrangements of the CPC Central Committee and the State-owned Assets Supervision and Administration Commission of the State Council on deepening state‑owned enterprise reform. The meeting also aimed to study and grasp the spirit of the video conference on the deployment of the Three-Year Reform Action for central enterprises, and, in accordance with the relevant requirements of the China National Bureau of Coal Geology’s Three-Year Reform Action Plan, to make arrangements for the Group’s (Bureau’s) implementation of the three-year reform initiative for state‑owned enterprises.

Lin Guoxuan, a member of the Group (Bureau) Party Committee, Deputy Director, Deputy General Manager, and Chairman of the Trade Union, presided over the meeting and set forth requirements for implementing the spirit of the session. He emphasized that the entire system must align its thinking and firmly uphold its commitment to reform; that all directly affiliated units should leverage their unique strengths and encourage grassroots innovation; and that responsibility and accountability must be strengthened, with concerted efforts at all levels to ensure the successful implementation of reforms.

Chen Haiyong, a member of the Party Committee and Chief Accountant of the Group (Bureau), conveyed the spirit of the remarks delivered by Comrade Hao Peng, Secretary of the Party Committee and Director of the State-owned Assets Supervision and Administration Commission, at the video conference on the deployment of the three-year action plan for state‑owned enterprise reform. Shang Honglin, Secretary of the Party Committee and Chairman of the Group (Bureau), attended the meeting and addressed the participants.

Shang Honglin fully commended the achievements of the Group (Bureau) in its reform efforts during the 13th Five-Year Plan period. He noted that since the 18th National Congress of the Communist Party of China, the Group (Bureau) has, in line with the goal of transforming public institutions into enterprise‑like entities, proactively and prudently implemented a series of major reform measures. A preliminary management system for separating institutional and corporate functions has been put in place; reforms of the three systems and organizational restructuring have yielded tangible results; and vigorous efforts to address longstanding legacy issues have begun to alleviate the heavy burdens inherited from the past. Significant strides have been made in market‑oriented reforms and operational mechanisms, the risk‑control framework has been continuously strengthened and refined, and the institutional mechanisms for comprehensively and strictly governing the Party have become more robust. While acknowledging these accomplishments, he also analyzed the existing challenges facing the Group’s (Bureau’s) reform and development.

After a thorough analysis of the circumstances and challenges confronting the Group’s (Bureau’s) reform efforts, Shang Honglin pointed out that we currently face the formidable task of advancing three major reforms: the classification of public institutions, the reform of geological exploration units, and the reform of state‑owned assets and enterprises. Continuously deepening these reforms and earnestly implementing the Three‑Year Action Plan for State‑Owned Enterprise Reform are both an imperative for upholding the “Two Safeguards” and carrying out the central government’s major decisions and deployments, as well as a crucial opportunity for Sinochem Mingda to achieve high‑quality development—and they constitute the top priority of our work during the 14th Five‑Year Plan period. Reform is not only a task but also an opportunity; it is both urgent and indispensable to unswervingly and comprehensively push forward the corporatization of geological exploration institutions and deepen the reform of state‑owned enterprises, and we must see these reforms through to the end.

Shang Honglin emphasized that, in line with the objectives and guiding principles of the three-year reform initiative, priority should be given to seven key tasks to ensure the effective implementation and tangible results of deepened reforms. These include: vigorously advancing the separation of administrative and business functions within affiliated entities; improving the modern enterprise system with Chinese characteristics; refining industrial planning and optimizing structural adjustments; proactively yet prudently deepening mixed‑ownership reform; establishing sound market‑oriented operating mechanisms; focusing on key special projects for state‑owned enterprise reform; and strengthening Party leadership and Party building in state‑owned enterprises.

Shang Honglin emphasized the need to strengthen organizational leadership over the reform, demonstrate a sense of responsibility and take proactive measures, and devote full efforts to effectively plan and implement the three-year action plan. In accordance with the deployment and requirements of the Group (Bureau) Party Committee, he called for ensuring robust organizational leadership, meticulous planning and execution, rigorous oversight and assessment, and effective publicity and guidance, so as to ensure that the three-year reform initiative is truly put into practice, yields tangible results, and bears fruit.

A total of over 310 participants, including members of the Party and administrative leadership teams of the Group (Bureau), senior executives, heads of all headquarters departments (offices), and members of the leadership teams and heads of all directly affiliated units, attended the meeting at the main and sub-venues.
