Our hospital convened the Second Session of the Second Term of the Employees’ (Members’) Congress and the 2021 Work Conference.

On the morning of March 11, our institute convened the Second Session of the Second Congress of Employees (Members) and the 2021 Work Conference. The meeting thoroughly implemented General Secretary Xi Jinping’s important expositions on the reform and development of state-owned assets and enterprises and on Party building, fully carried out the spirit of the 19th National Congress of the Communist Party of China and the successive sessions of the 19th Central Committee, as well as the arrangements set forth at the State Administration’s 2021 Work Conference. It comprehensively reviewed and summarized the institute’s work in 2020, carefully analyzed the current situation, tasks, and existing problems and difficulties, defined the core development directions for the 14th Five-Year Plan period and the work objectives for 2021, and laid out the key annual tasks.

The meeting reviewed and approved the agenda of the Institute’s Workers’ Congress, the Institute’s 2021 Work Report, the Trade Union Work Report, the Safety and Environmental Protection Work Report, the Institute’s 14th Five-Year Development Plan, as well as six administrative measures: the Compensation Management Measures, the Annual Performance Appraisal Measures, the Labor and Personnel Management Measures, the Travel Expense Management Measures, the Living Subsidy Management Measures for Employees in Need, and the Reimbursement Management Measures for Kindergarten Tuition and Care Fees for Employees’ Children. Following a secret ballot at the congress, Sun Xinyong was elected as a member of the second-term Trade Union Committee; subsequently, the Trade Union Committee elected Sun Xinyong as its Chairperson, with the election results submitted to the General Administration’s Trade Union for approval.

At the meeting, Party Secretary and Vice President Wang Qingfeng conveyed the spirit of the Sinochem Bureau’s 2021 Work Conference; President and Deputy Party Secretary Diao Haizhong delivered a work report titled “Implementing the New Development Philosophy, Promoting High-Quality Development, and Striving to Usher in a New Phase of Reform and Development for Shandong Institute.” The meeting also reviewed the institute’s trade union activities and its safety and environmental protection efforts, and set forth requirements for these areas in 2021. In addition, the institute recognized outstanding collectives and individuals for 2020, announced the 2021 performance targets for each business unit, and signed on-site the “Business Performance Responsibility Agreements” and “Work Safety Responsibility Agreements” with selected representative departments.

The conference concluded that, over the past year, under the strong leadership of the General Administration, our institute’s vast ranks of cadres and employees have actively implemented the new development philosophy and the requirements for high-quality development. Guided by the China National Coal Administration’s “11463” overall development strategy and the Sinochem Group’s reform and development framework of “One Core, Two Wings, Three Transformations, Four Forces,” we have leveraged high‑quality Party building to drive high‑quality development, coordinated routine epidemic prevention and control with production and operations, and achieved a favorable situation characterized by steady economic growth, a harmonious and stable workforce, a clean and upright political environment, and zero accidents in workplace safety.

The meeting emphasized that 2021 marks the inaugural year of the 14th Five-Year Plan, as well as the China National Coal Administration’s “Year of Innovative Development” and the China National Chemical Corporation’s “Year of High-Quality Development.” It is imperative to remain guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and all subsequent plenary sessions of the 19th Central Committee, and, in accordance with the institute’s established “1231” core development strategy, vigorously advance the new development philosophy, expand market outreach, optimize industrial deployment, deepen institutional reform, uphold scientific and technological innovation, and elevate management standards. With unwavering confidence, we must overcome difficulties together, strive to achieve all annual goals and tasks, and work tirelessly to usher in a new phase of high-quality development during the 14th Five-Year Plan period. In doing so, we will jointly endeavor to progressively establish our institute as the leading force in geological exploration and ecological construction within the East China region of both the China National Chemical Corporation and the China National Coal Administration systems.

The meeting was chaired by Yang Cheng, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection. A total of 54 employee representatives from the institute attended, while some mid-level cadres participated as observers.
