Strengthen Party building leadership to ensure a victorious start to the 14th Five-Year Plan period for our hospital; the Hospital Party Committee convened the 2021 Conference on Party Building, Integrity and Clean Governance, and Anti-Corruption Work.

On the afternoon of March 11, the Party Committee of the institute convened the 2021 Conference on Party Building, Integrity and Anti-Corruption Work, thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th CPC Central Committee, along with the Fifth Plenary Session of the 19th CPC Central Commission for Discipline Inspection. The meeting reviewed and summarized the institute’s party-building efforts in 2020 and outlined key tasks for 2021.

At the meeting, Dean and Deputy Secretary of the Party Committee Diao Haizhong, along with Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection Yang Cheng, respectively conveyed the spirit of the General Administration’s conference on Party building, clean government, and anti-corruption. Party Committee Member and Vice Dean Zhang Shuqi reported on the convening of the Institute’s 2020 democratic life meeting. The Institute also recognized outstanding Communist Youth League collectives and individuals, including the 2019 “Youth Civilization Unit.” In addition, a “Party Building Work Target Responsibility Letter” was signed with the in-service Party branches, and a “Clean Government and Party Conduct Construction Responsibility Letter” was signed with selected representative units affiliated with the Institute.

Wang Qingfeng, Party Secretary and Vice President, delivered a report on Party building titled “Strengthening Party Leadership, Upholding Principles While Innovating, and Providing Strong Assurance for Securing a Winning Start to the 14th Five-Year Plan at Shandong Institute.” The report reviewed and summarized the institute’s work in Party building and clean governance in 2020, highlighting achievements attained, analyzed existing weaknesses in current Party‑building efforts, and outlined the institute’s strategic direction for 2021, while setting out key priorities across six areas. Wang Qingfeng noted that over the past year, the vast majority of the institute’s Party members, cadres, and employees, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, closely aligned themselves with the central requirements of the “Year of Consolidating and Deepening Party Building” for central enterprises, the “Year of Deepening Party Building” at the China National Coal Administration, and the “Year of Corporate Culture Development” at the Sinochem Group. They conscientiously implemented the Bureau Party Committee’s “Five Major Projects” and other priority tasks in Party building, striving to enhance the quality and standardization of Party‑building work. Under the exemplary leadership of many outstanding Communist Party members, the institute’s Party members and staff, driven by a strong sense of political responsibility, ensured the effective and thorough implementation of all decisions and arrangements made by the CPC Central Committee and higher authorities. As a result, the quality and level of the institute’s Party‑building efforts have made significant strides, providing robust political, ideological, and organizational support for securing both epidemic‑prevention and production‑operation successes and for smoothly concluding the 13th Five-Year Plan.

Wang Qingfeng emphasized that this year marks the 100th anniversary of the founding of the Communist Party of China, the inaugural year of the 14th Five-Year Plan, and the “Year of High-Quality Development” for the Sinochem Group. It is also a year in which our institute will deepen enterprise reform, advance innovation-driven, high-quality development, and take solid steps toward the goal of becoming stronger, better, and larger. This conference serves both as a meeting on Party building and clean governance, and as a mobilization and deployment session for Party history study and education. Our institute must continue to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th CPC Central Committee, as well as the Fifth Plenary Session of the 19th CPC Central Commission for Discipline Inspection. We will earnestly carry out the Group’s Party‑building work plan—“12234”—and vigorously organize Party history study and education, along with a series of events commemorating the 100th anniversary of the Party’s founding and the fifth anniversary of the National Conference on Party Building in State‑Owned Enterprises. We will further strengthen the “Foundation‑Building and Soul‑Shaping” initiative, promote the innovative integration of Party building with core business operations, and ensure the thorough and effective implementation of the Group’s reform and development strategy—“One Body, Two Wings, Three Transformations, Four Forces”—as well as our institute’s development philosophy of “1231.” First, we will reinforce the Party’s political development, uphold political principles and the bigger picture, and enhance our capacity for political leadership. Second, we will strengthen ideological education, fortify ideals and convictions, and rally cohesion for reform and development. Third, we will deepen the Party’s “Three‑Fundamental‑Level” construction, consolidate the foundation and forge the soul, thereby bolstering our ability to drive business and operations. Fourth, we will adhere to the principle of Party leadership over personnel, prioritize talent cultivation, and strengthen support for the institution’s sustained development. Fifth, we will remain committed to exercising full and rigorous governance over the Party, strictly enforce discipline and hold those accountable, and reinforce disciplinary oversight and safeguards. Sixth, we will advance corporate culture building, strengthen mass organizations and united front work, and cultivate the soft power necessary for high‑quality development.

Yang Cheng, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, conveyed the General Administration’s Commission for Discipline Inspection’s requirements for leveraging high‑quality disciplinary inspection work to support and ensure high‑quality development. He then delivered a report on disciplinary inspection work titled “Enhancing the Quality of Discipline Inspection and Supervision to Bolster Our Institute’s High‑Quality Development,” outlining the plans and arrangements for the Institute’s disciplinary inspection efforts in 2021. Yang Cheng emphasized that, in 2021, the Institute’s Commission for Discipline Inspection must thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Commission for Discipline Inspection and the 2021 Party Building, Integrity‑Building, and Anti‑Corruption Work Conference of the General Administration’s Party Committee. Grounded in the new stage of development, guided by the new development philosophy, and committed to fostering a new development pattern, the Commission must stay true to its duties and responsibilities, prioritize political oversight, strengthen capacity building within the discipline inspection team, standardize disciplinary enforcement and investigations, and persistently address the “Four Undesirable Trends.” With resolute determination, effective measures, high‑level performance, and an exemplary work style, it will ensure the thorough implementation of all tasks, thereby using high‑quality disciplinary inspection work to lay a solid foundation for a strong start to the 14th Five‑Year Plan.

The conference called on all Party members to, as they embark on the journey of high-quality innovation and development within the institute, adopt a spirit of striving characterized by “starting with a sprint and treating the opening phase as a decisive battle.” They were urged to embody the spirit of the “hardworking ox” dedicated to serving the people, the “pioneering ox” driving innovation and development, and the “steadfast ox” persevering through hardship. Through concrete actions and tangible results, they are to exemplify their mission and sense of responsibility, strive for dual victories—effectively coordinating epidemic prevention and control while achieving all annual goals and tasks—and ensure that our institute gets off to a strong start during the 14th Five-Year Plan period. In doing so, they will mark the centenary of the Communist Party of China with outstanding achievements.

The meeting was chaired by Sun Xinyong, a member of the Party Committee and Vice President of the institute. A total of 42 participants attended, including institute leaders, heads of various departments, secretaries and members of the branch committees, members of the institute’s Commission for Discipline Inspection, selected party-member representatives, and all staff of the Party affairs department.
