Since the onset of summer, many parts of China have experienced several rounds of heavy rainfall, with numerous rivers south of the Yangtze River rising above warning levels. According to climate forecasts, this year’s flood season is expected to feature multiple episodes across both northern and southern regions, with regional torrential rains and flooding more severe than usual, posing an especially grave challenge to flood‑control efforts. In this annual test of flood prevention and disaster relief, Sinochem Mingda has leveraged its extensive regional footprint and dense network of specialized teams to address the widespread and geographically dispersed nature of the disaster situation. By optimizing the allocation of emergency‑response technical resources and personnel, coordinating closely with local authorities, and ensuring efficient inter‑agency collaboration, the company has forged a unified front. From early‑stage monitoring and early warning, through risk assessment and evacuation planning, to post‑disaster relief and reconstruction, Sinochem Mingda has precisely aligned its operations with the local responsibility chain for flood control and disaster response. Amidst wind and rain, it has shouldered the responsibilities of a central state‑owned enterprise, safeguarding people’s lives and property and fortifying the line of defense during the flood season.

Fujian Institute Provides Emergency Support for Geological Disaster Response in Townships Across Youxi County, Sanming City.

With the arrival of a second round of heavy rainfall in late May, Fujian Province has entered its peak flood season, leading to a sharp increase in the risk of geological hazards. Since May 27, Youxi County in Sanming City has experienced a period of concentrated rainfall, with sustained, widespread heavy precipitation, placing flood‑control efforts under severe strain and prompting all townships in the county to activate emergency preparedness measures. As an emergency technical support agency, the Fujian Institute has been closely monitoring geological hazard monitoring and early warning systems, as well as macroscopic deformation trends, in Youxi County.

 

At 9:00 p.m. on May 29, the Sanming Municipal Meteorological Risk Early Warning System issued an orange alert for geological hazards in Xiekeng Village, Meixian Town, Youxi County. Upon receiving the warning, Luo Jinmei, chief engineer at the Geological Environment Branch of the Fujian Institute, together with technician Chen Yusang, promptly traveled to the site on May 30 to conduct an emergency investigation into the geological hazard. On May 31, technician Dong Yanfeng arrived on scene with a drone and other equipment to provide additional support.

Upon the technical team’s arrival in Youxi County, numerous hazardous situations had already emerged across its townships, including rapidly rising river levels and mountain collapses and landslides. Based on hazard reports submitted by each township and alerts issued by automated monitoring and early‑warning systems, the team promptly deployed to the field for further verification, delineated danger zones, established safety perimeters, and guided disaster‑prevention officials in promptly organizing the evacuation of residents from at‑risk areas. At the same time, they provided detailed emergency response recommendations grounded in their on‑site investigations.

In recent days, Luo Jinmei and her team have been traveling nonstop to inspect potential disaster‑prone sites across the region, visiting several townships—including Meixian, Zhongxian, and Xiyi—where hazards are particularly severe. During the day, they conduct on‑site investigations, gather data, and guide those responsible for disaster prevention in implementing emergency response measures; in the evening, upon returning to their base, they promptly resume drafting reports and entering information into databases. To date, they have provided guidance on addressing more than ten identified geological hazard risk points.

Zhejiang Institute has undertaken multiple provincial-level geological hazard risk investigation and assessment projects for towns and subdistricts.

As the designated technical support service provider for Changshan County, Zhejiang Province’s three-year “Hazard Mitigation and Safe Housing” initiative, the Zhejiang Institute has leveraged its specialized technical expertise to undertake geological hazard risk assessment and evaluation projects, including the “Geological Hazard Risk Assessment and Evaluation in Linqi Town, Chun’an County” and the “1:2000 Geological Hazard Risk Assessment and Evaluation in Miaogao Subdistrict and Sanren Township, Suichang County, Lishui City, Zhejiang Province.”

 

The Institute of Environmental and Geological Sciences and the Ecological Restoration Center have deployed core technical personnel, systematically advancing risk assessment and evaluation activities at a pace of one survey site per day, thereby providing robust technical support for disaster prevention and mitigation.

 

Recently, the provincial intelligent disaster‑prevention office’s inspection team conducted on‑site verification of design revisions, slope unit delineation and survey findings, as well as the staffing arrangements of the project’s various working groups. Following this field review—covering selected slope survey sites, potential geological hazard locations, drilling logs, and sampling activities—the team commended the interim results of the two projects undertaken by the Zhejiang Institute.

Disaster prevention and mitigation, as well as disaster response and relief, are enduring priorities for ensuring the people’s peace of mind and prosperity, requiring unwavering vigilance at all times. As a state‑owned enterprise representing China’s efforts in ecological and environmental protection, Sinochem Mingda has earnestly implemented the directives of the National Disaster Prevention Office and the Ministry of Emergency Management regarding preparedness and response to heavy rainfall and severe convective weather in Northeast and Southern China, while also aligning with relevant local policies.
