On June 9, Shang Honglin, Party Secretary, Director, and Chairman of the Group (Bureau), paid a visit to the Qinghai Coal Geological Bureau and held a symposium with Zhang Qianghua, Party Secretary, Director, and Chairman of the Qinghai Bureau.
Zhang Qianghua extended a warm welcome to Shang Honglin and his delegation, briefly outlining the Qinghai Bureau’s basic profile and development trajectory. He highlighted the Bureau’s implementation of the General Administration’s overarching “11463” development strategy, its active participation in building a “Transparent Earth, Digital Earth, and Beautiful Earth,” and the achievements it has attained in areas such as industrial restructuring, addressing disparities in treatment within the same city, transferring responsibilities for “three utilities and one service,” dispatching seconded cadres to support local governments, and establishing a research base for clean energy. He noted that the China National Chemical Engineering Bureau boasts leading management philosophies and practices within the industry and the broader system, having achieved numerous remarkable results. Both sides should draw on each other’s valuable experiences and explore viable avenues and models for cooperation.
Shang Honglin expressed his gratitude to the Qinghai Bureau for its assistance and support to Sinochem Bureau in projects such as the Muli project in Qinghai, and commended the Bureau’s achievements in reform and development over the years. He noted that the Qinghai Bureau maintains a high political stance, pursues a clear development strategy, and prioritizes its core business. In particular, it has delivered highly effective work in serving local governments and improving people’s livelihoods—outcomes and experiences that are well worth drawing upon and learning from at Sinochem Bureau. Subsequently, Shang Honglin provided an overview of the Group (Bureau)’s basic profile and outlined its industrial positioning and development approach—“one foundation, three pillars, two integrations.” He further stated that the two parties could leverage their respective strengths in areas such as region, talent, and technology to achieve complementary synergy, pursue diversified and innovative cooperation models in mineral resource development and utilization, ecological and environmental governance, and human‑resource capacity building, and strengthen exchanges and coordination to realize mutually beneficial outcomes.
Members of the Qinghai Bureau’s leadership team and mid-level officials from the headquarters attended the symposium. Lin Guoxuan, a member of our group (bureau) Party Committee, Deputy Director, and Chairman of the Trade Union, along with relevant personnel from the Party and Mass Work Department, the Safety and Environmental Protection Department, and the General Office, accompanied the discussion and exchange.
