Announcement on Competitive Recruitment for Management Positions


 

In order to implement the decisions and arrangements of the CPC Central Committee and the State Council on establishing and improving market‑oriented operating mechanisms for enterprises and stimulating their vitality, deepen state‑owned enterprise reform, further refine corporate governance structures, and enhance the categorized and tiered management system for senior executives of state‑owned enterprises, thereby promoting high‑quality development and ensuring the effective implementation of the Group’s (Bureau’s) Three‑Year Action Plan for SOE Reform, we hereby announce the open competitive recruitment for the following managerial positions at the institute‑level company: General Manager, Deputy General Manager and Chief Safety Officer, Deputy General Manager and Chief Legal Counsel, and Deputy General Manager and Chief Engineer. The announcement is as follows:

II. Position for Application and Qualification Requirements

There are four managerial positions, including one General Manager and three Deputy General Managers.

General Manager

Responsible for overseeing the company’s overall operations.

Deputy General Manager and Chief Safety Officer

Assist the Executive Director and General Manager in overseeing their respective areas of responsibility, help them ensure the company’s safe production practices, and assume specific leadership accountability for workplace safety.

Deputy General Manager and Chief Legal Counsel

Assist the Executive Director and General Manager in their respective areas of responsibility; provide overall leadership over the company’s legal affairs and compliance management; centrally coordinate and address legal matters arising in business operations; participate comprehensively in the legal review of the company’s “three major matters”; exercise legal oversight to ensure that the company’s business and management activities are in compliance with applicable laws, regulations, and internal policies; and guide and promote the development of rule-of-law governance and compliance management across all subordinate units.

Deputy General Manager and Chief Engineer

Assist the Executive Director and General Manager in overseeing the following areas: technical management, quality management, and health management; cultivate and select mid- to senior-level talent in these respective fields; and collaborate on market development and other related tasks.

 

(II) Qualification Requirements

1 . Basic Requirements

(1) Comply with the Constitution and the laws;

(2) Possesses sound moral character, a strong sense of professional dedication and political responsibility, and enjoys high levels of public recognition.

(3) Possess the professional qualifications, competencies, work experience, or skills required for the position;

(4) Possess the physical condition necessary to meet the requirements of the position;

(5) Incumbent staff on the payroll;

(6) Candidates must hold a bachelor’s degree or higher; exceptional applicants may be granted exceptions.

(7) The annual performance evaluation results for the past three years have all been rated as “Qualified” (or higher).

2. Qualifications for the Position

(1) Candidates for the General Manager position must have at least five years of work experience, including no less than three years in a deputy‑level role; those currently holding an equivalent senior position may apply directly for the General Manager post.

(2) Candidates for the position of Deputy General Manager must have at least three years of relevant professional experience; those currently holding a deputy-level position of the same rank may directly apply for the Deputy General Manager role.

III. Procedural Requirements

Open recruitment shall follow the procedures of public application, qualification review, resume analysis, performance presentation and interview, democratic evaluation, organizational investigation, organizational deliberation, pre-appointment public announcement, and organizational appointment. A probationary period of six months shall be imposed on newly hired personnel.
