Emphasizing Practical Work, Evaluating Real Achievements, and Assessing Tangible Results—The Group (Bureau) Held the 2021 Annual Report, Evaluation, and Assessment Meeting for Secretaries of Directly Affiliated Party Organizations on Their Party-Building Work

On January 21, the Party Committee of the Group (Bureau) convened an expanded meeting to hear special reports from the secretaries of the Party organizations of its directly affiliated units on their work in strengthening grassroots Party building, and conducted evaluations and assessments of these secretaries’ performance of duties. The meeting was chaired by Shang Honglin, Secretary of the Party Committee of the Group (Bureau).
In recent years, the Party Committee of the Group (Bureau) has steadfastly upheld Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, fully shouldered its principal responsibility for Party governance and self‑discipline, placed political development at the forefront, and closely aligned itself with the central tasks and the overall national agenda. It has promoted the deep integration of Party building with core work, extended comprehensive and rigorous Party governance to the grassroots level, and pushed it further in depth, thereby establishing a Party‑building framework characterized by “secretaries leading, and oversight of secretaries,” with each level taking charge of the next and ensuring implementation at every tier.

At this performance‑review and assessment meeting, five secretaries presented on‑site reports on their work in strengthening grassroots Party building, while 20 other secretaries submitted written reports to the Group (Bureau) Party Committee detailing the implementation of key annual tasks and their fulfillment of duties. The Group (Bureau) Party Committee adopted a “one presentation, one evaluation” approach, conducting inquiries and offering comments on the secretaries who spoke on site.

In his concluding remarks, Shang Honglin pointed out that Party organizations at all levels have integrated political, ideological, organizational, and work-style building into every stage of the Group’s (Bureau’s) Party‑building efforts, embedding these elements across all aspects of production and operations. The secretaries have consistently prioritized Party building as their top priority and inescapable responsibility, keeping it firmly under their direct oversight and translating it into concrete actions. By fulfilling their duties with a sense of new commitment, they have demonstrated fresh achievements in serving development, attained new results in standardizing Party‑building practices, and maximized the cohesion of Party organizations as strong fighting fortresses and the exemplary role of Party members.
Shang Honglin urged that Party organizations and secretaries at all levels should uphold a strong political stance, translating the implementation of the “Two Establishments” into concrete actions that carry out the decisions and arrangements of higher-level authorities and into tangible results in performing their respective duties. They must continuously strengthen their political awareness, firmly safeguard the political bottom line, closely monitor potential risks, address issues early and at their nascent stage, and nip problems in the bud. Furthermore, they should center their Party-building efforts around the core mission, ensuring that Party work remains squarely focused on key tasks, and steadily advance the deep integration of Party building with production and business operations. By grasping the two critical principles of “keeping pace” and “delivering practical results,” they should strive to formulate effective measures and achieve real‑world outcomes.
Shang Honglin emphasized that the key to performance reporting lies not in the presentation itself, but in concrete action; eloquent rhetoric is less valuable than tangible results. He urged officials to ground their efforts in securing a comprehensive victory in the “14th Five-Year Plan” relay race, promptly formulate specific measures to address the issues identified during the report and the directions for improvement, and ensure the effective implementation of all priority tasks for 2022, thereby welcoming the successful convening of the 20th National Congress of the Communist Party of China with outstanding achievements.
