On March 15, our institute convened a meeting on safety and environmental protection. Due to the pandemic, the meeting was held via DingTalk video conference, with a total of 32 participants, including members of the institute’s Safety Committee, senior management, heads of all departments, and relevant safety management personnel.
The meeting was chaired by Peng Mingzhang, Chief Engineer and Executive Deputy General Manager (in charge of daily operations). Sun Xinyong, a member of the Party Committee and Vice President, conveyed the spirit of the Group’s (Bureau’s) safety and environmental protection work conference. Yang Cheng, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, read out the Group’s (Bureau’s) 2021 commendation documents for “Standardized Construction Sites” and “Red Flag Safety Production Teams.” Zhang Shuqi, a member of the Party Committee, Vice President, and Director of Safety, presented the annual report on safety and environmental protection. Wang Qingfeng, Secretary of the Party Committee and President, attended the meeting and delivered a concluding address.
The meeting noted that, in the face of a severe and complex situation in workplace safety and epidemic prevention and control, our institute has resolutely implemented the important instructions and directives of General Secretary Xi Jinping, as well as the decisions and arrangements of the CPC Central Committee and the State Council. Under the sound leadership of the Party Committee of the Group (Bureau), we have continuously raised our political awareness, consistently prioritized safety and environmental protection, and earnestly strengthened our sense of responsibility in these areas. With a spirit of practical action and concrete measures, we have comprehensively elevated the standards of safety and environmental protection work, thereby providing robust safeguards for the institute’s high-quality development.
The meeting called on all departments to promptly and thoroughly study the spirit of the conference, integrating in-depth study and implementation of the spirit of the Sixth Plenary Session of the 19th CPC Central Committee with General Secretary Xi Jinping’s important instructions and directives on work safety. In accordance with the requirements of “joint responsibility of the Party and government, dual responsibility for each post, and concerted management,” as well as the principle of “three controls and three musts,” it is imperative to strictly enforce the principal responsibility of all employees in ensuring workplace safety, maintain sustained efforts, and spare no effort in advancing safety and environmental protection work. Particular attention must be paid to ensuring unimpeded reporting channels for both workplace safety and epidemic prevention and control, and to strict compliance with all relevant regulations and requirements. Each project team should formulate and refine emergency response plans, clearly defining response procedures and handling measures; in the event of emergencies, critical matters, or major unforeseen incidents, swift action and decisive responses are required to firmly safeguard the safety baseline. Efforts should be focused on advancing the dual systems of risk-based tiered control and hazard identification and remediation, comprehensively reviewing the outcomes of the three-year special campaign on workplace safety, addressing both symptoms and root causes, improving measures, and ensuring rigorous and effective implementation. Ultimately, we must fundamentally enhance our safety capabilities, promote a dynamic balance between high-quality development and high-level safety, create a safe and stable environment for achieving all annual objectives of our institute, use solid safety performance to underpin the institute’s high-quality development, and greet the successful convening of the 20th National Congress of the Communist Party of China with outstanding results.
