Director Ma Gang of the China National Bureau of Coal Geology and his delegation paid a visit to the Group (Bureau) to conduct research and provide guidance.


On April 19, Ma Gang, Director of the China National Bureau of Coal Geology and Deputy Secretary of its Party Committee, led a delegation to the Group (Bureau) to conduct an on-site inspection and provide guidance, with the aim of gaining an in-depth understanding of the industry characteristics, development status, corporate transformation, technological features, core business, and industrial layout of Sinochem Mingda.

At the Sinochem Mingda Corporate Exhibition Hall, Shang Honglin, Secretary of the Party Committee, Chairman, and Director of the Group (Bureau), outlined the organization’s 70-year history, its reform and development journey, its core responsibilities and business areas, its corporate culture, and its notable achievements.

At the research briefing, Shang Honglin, on behalf of the Group (Bureau) Party and administrative leadership, provided a detailed report on recent years’ work, focusing on corporate transformation, reform and development, industrial restructuring, and “Geology Plus” business initiatives.

At the meeting, Ma Gang pointed out that throughout its 70-year history, Sinochem Mingda has consistently embodied the “Three Glories and Four Special Qualities” spirit of geological surveying professionals, upholding steadfast dedication and a初心 (original aspiration) while making significant contributions to the nation’s chemical and mineral industries. On the new Long March, it is essential to carry forward the self‑revolutionary spirit of the older generation of geologists, thoroughly implement the requirements of the new development philosophy, and promote the four core spirits. We must deeply recognize that today’s geological work is fundamentally different from the past, adhere to the principle of knowing what to do and what not to do, consolidate Sinochem’s positioning, and clearly define its strategic objectives. Furthermore, we should continue to pursue the “Geology Plus” industrial model, stay focused on our core geological surveying business, enhance value creation, and concentrate our efforts on tackling major, long‑term initiatives, ensuring that all Sinochem Mingda employees and cadres share in the fruits of reform.

Ma Gang emphasized the following points: First, in accordance with the CPC Central Committee’s requirements for establishing a long-term mechanism for studying Party history and in light of the current situation of the China National Chemical Bureau, we must firmly focus on the overarching theme of high-quality development, stay rooted in our core business as we embark on a new journey, pool our strengths, and share the fruits of enterprise reform and development so that all employees can enjoy a greater sense of happiness and security. Second, we must closely align with the industrial layout of “one foundation, three pillars, two integrations,” enhance value creation, leverage digitalization and information technology as supporting tools, capitalize on our own advantages, concentrate resources on tackling major initiatives, and seize market opportunities. Third, we need to continue deepening reform, optimizing institutional mechanisms, introducing innovative measures, tapping into our late‑comer advantages, and raising employee incomes. Fourth, technological innovation is paramount; reducing costs through technology is essential, improving quality and efficiency is a must, and skilled professionals are the key. We must stay closely aligned with the development strategy and drive industrial upgrading. Fifth, we should integrate resources, build competitive advantages, emphasize regional specialization, harness synergies, and coordinate overall development. Sixth, in addressing legacy issues, we must adopt a proactive stance—identify problems, devise solutions grounded in sound reasoning and evidence, and actively seek policy support. Representing the Group (Bureau) Party Committee and leadership team, Shang Honglin stated that, under the correct leadership of the General Administration Party Committee, they will remain true to their original aspirations, steadfastly prioritize geological exploration as their core business, vigorously advance mineral resource development, and expand around the “Geology Plus” model to enhance value creation. They will continue to deepen reforms of the three major systems, persist in technological innovation, technological upgrading, and cost reduction through technology, and ensure that Party leadership and Party building are fully integrated into every aspect of corporate governance, using high‑quality Party building to guide high‑quality development.

During the field visit, Ma Gang held a cordial discussion with key technical professionals. He emphasized the importance of cultivating talent, strengthening the hierarchical structure of the expert team, and effectively implementing mentorship and knowledge transfer to bolster the company’s growth momentum. He also stressed the need to leverage the unique strengths of each specialty, enhance core technological competencies, drive innovation, and adopt refined management practices to propel industrial upgrading. Furthermore, he called for proactively analyzing national macro policies and industry development trends, prioritizing key projects, clarifying strategic direction, and intensifying efforts to expand market presence.

Following the symposium, Ma Gang visited the construction site of the “Xiaomi Innovation Research Center and Future Industrial Park Soil Protection and Slope Stabilization Design‑Construction Integrated Project” at Mingda Ocean Engineering Co., Ltd. to conduct an on-site inspection. He emphasized that establishing and perfecting a robust quality assurance system, implementing standardized operations, and strengthening project quality management are essential for gaining the client’s approval. He further stressed that delivering high‑quality projects is non‑negotiable, requiring attention to all aspects—safety standardization, technical standardization, and quality standardization—and calling for enhanced capabilities in identifying potential risks and improving the management of subcontractors and outsourced teams. Moreover, he urged a thorough understanding of the essence of the “technology + service” approach, underscoring that service is paramount, and ensuring that all employees can share in the benefits of development.

Pan Shuren, Member of the Party Committee and Deputy Director-General of the China National Bureau of Coal Geology; Yu Yunqiang, Chairman of the Trade Union and Head of the Planning and Development Department; Zhao Yanxiong, Director of the General Office (Party Committee Office); Lin Zhongyue, Deputy Director of the Science and Technology Geology Department and Director of the Carbon Neutrality Research Institute; and Wang Qiang, Deputy Director of the Comprehensive Division of the General Office (Party Committee Office), accompanied the inspection. The Group’s (Bureau’s) leadership team, senior executives, and relevant technical personnel also attended.
