The Party Committee of the Group (Bureau) convened its fourth expanded study session of the Theoretical Study Center, focusing on the implementation of the spirit of General Secretary Xi Jinping’s important instructions and directives, as well as the decisions and arrangements of the CPC Central Committee and the State Council.

To thoroughly implement the spirit of General Secretary Xi Jinping’s series of important speeches and instructions, and to promote the Group’s (Bureau’s) scientific and safe development, on the morning of May 25, the Party Committee of the Group (Bureau) convened, via Enterprise WeChat, the fourth (expanded) study session of its Theoretical Study Center Group for 2022. The meeting was chaired by Shang Honglin, Secretary of the Party Committee, Chairman of the Board, and Director of the Bureau, and focused on the theme of the “Overall National Security Concept.” Participants studied materials including “Xi Jinping on Upholding the Overall National Security Concept,” the “People’s Republic of China Work Safety Law,” the “Meeting of the Standing Committee of the Political Bureau of the CPC Central Committee,” and the “Fifteen Stringent Measures” issued by the State Council’s Work Safety Committee.

Diao Haizhong, a member of the Party Committee, delivered a keynote address titled “Deepening Targeted Rectification and Consolidating Safety Outcomes to Safeguard the Group (Bureau)’s High-Quality Development.” Drawing on the new Work Safety Law and General Secretary Xi Jinping’s important expositions, instructions, and directives on work safety, Diao vividly articulated the values of putting the people first and prioritizing life above all else. He emphasized the need to earnestly implement General Secretary Xi Jinping’s key principles on work safety, elevate political awareness, and never pursue development at the expense of human life. Furthermore, he called for squarely confronting risks and challenges, strengthening principal responsibility, rigorously enforcing the work safety accountability system of “joint responsibility of the Party and government, dual responsibility for each post, and concerted management,” as well as the principle of holding those accountable for dereliction of duty, ensuring thorough implementation of measures, and fostering a positive synergy between development and safety.

The meeting featured exchanges and discussions centered on “resolutely implementing the important instructions and directives of General Secretary Xi Jinping, as well as the decisions and arrangements of the CPC Central Committee and the State Council; proactively addressing the severe and complex situation in workplace safety and the arduous tasks of reform, development, and stability; deepening efforts in safety and environmental protection; effectively preventing and mitigating major safety and environmental risks; and striving to foster a positive synergy between high-quality development and high-level safety within the Group (Bureau).”

The meeting emphasized that workplace safety is vital to the immediate interests of the people and to the overall cause of reform, development, and stability. It is imperative to firmly establish a safety-first mindset, strengthen the awareness that “responsibility weighs heavier than Mount Tai,” place the safety of people’s lives and property at the top priority, and accord workplace safety an even more prominent position. We must uphold high standards, stringent requirements, and rigorous enforcement, adopt a holistic approach to safety, and consciously align our understanding and planning of management work with the overarching national security outlook, while reinforcing our sense of red-line boundaries.

The meeting emphasized that development must never come at the cost of human life. Principal officials must personally oversee and actively engage in workplace safety, adopt a bottom-line mindset, and resolutely prevent and control major safety risks. First, we must continue to deepen comprehensive safety inspections, focus on weak links, and establish a responsibility system for safety inspection work. Second, we need to strengthen emergency response to workplace safety incidents, carry out targeted measures, and consolidate the foundation of workplace safety. Third, we must intensify supervision and oversight and increase investment in safety, ensuring full coverage, zero tolerance, strict law enforcement, and tangible results, so as to effectively implement, refine, and elevate safety management.

The meeting emphasized that, in its work on workplace safety, the Group (or Bureau) must demonstrate unity from top to bottom and maintain unwavering perseverance. With a strong sense of responsibility to the Party, the people, and the enterprise, and guided by a pragmatic, rigorous, and meticulous work style, it must effectively strengthen safety management, thereby contributing to the comprehensive building of a moderately prosperous society and ensuring the steady growth and enhanced competitiveness of central enterprises.

The meeting emphasized the need to prioritize key tasks and coordinate efforts in epidemic prevention and control, workplace safety, and other areas. It called for stringent measures to guard against pandemic risks in high‑risk regions, strict adherence to the Bureau Party Committee’s epidemic‑prevention guidelines, and unwavering commitment to ensuring that leadership, responsibilities, organizational arrangements, and preventive measures are all fully in place. Furthermore, it stressed the importance of rigorously implementing preventive protocols at office premises, construction sites, and other relevant locations, while balancing epidemic control with production and business operations.

Members of the Party Committee of the Group (Bureau) attended the study session, while senior executives, heads of key departments, the vice-chairman of the trade union, mid-level cadres from Party‑related departments, and organizational officers participated as non‑voting attendees.
