On May 30, the Party Committee’s Theoretical Study Center Group convened its fifth study session, focusing on the “Fifteen Measures for Work Safety.” Zhang Shuqi, a member of the Party Committee, Vice President, and Deputy General Manager, led the study, while other members of the Party Committee and relevant院leaders attended and engaged in discussions and exchanges.
At the meeting, Zhang Shuqi first led participants in a study of the primary agenda item, providing a detailed interpretation of the “Implementation Plan for the Rural Construction Initiative,” recently issued by the General Offices of the CPC Central Committee and the State Council. The plan covers overarching requirements, key tasks, innovative mechanisms for advancing rural development, and strengthened organizational leadership. Mr. Zhang urged all departments of our institute to respond proactively to this policy, leveraging existing qualifications, technical expertise, and project outcomes to actively identify opportunities for collaborative partnerships in areas such as land remediation, soil quality assessment, rural real estate surveying and mapping, and rural ecological and environmental protection. Following this, the meeting focused on studying the State Council’s Work Safety Commission’s fifteen measures for workplace safety, calling on Party members and leading cadres to, in light of their respective responsibilities, comprehensively align with these stringent measures and requirements, and coordinate efforts to ensure economic development, epidemic prevention and control, and workplace safety.
The meeting emphasized that workplace safety is a matter of paramount importance, directly related to the safety of people’s lives and property, and serves as the prerequisite and safeguard for the development of all undertakings. The fifteen stringent measures were formulated by the State Council Work Safety Committee on the basis of relevant laws and regulations, time-tested practices, and effective measures adopted in recent years to address emerging challenges. They fully reflect the CPC Central Committee with Comrade Xi Jinping at its core, which upholds a people-centered development philosophy and the principle of “putting the people first and life above all else,” demonstrating a profound sense of responsibility for the safety of people’s lives and property. They also underscore the utmost importance attached to strengthening workplace safety and preventing and defusing major risks.
The meeting emphasized that the fifteen measures on work safety reaffirm the Party committees’ leadership over work‑safety efforts and call for further strengthening enterprises’ principal responsibility and accountability. It is imperative to deeply recognize the utmost importance of ensuring work safety at this stage, integrating study and implementation with self‑inspection and self‑correction, as well as training and education, while maintaining rigorous, practical enforcement and assigning clear responsibilities to specific individuals. The principles of “those in charge of an industry must ensure its safety, those in charge of a business must ensure its safety, and those in charge of production and operation must ensure their safety,” along with the principle of “whoever is in charge bears responsibility,” must be strictly enforced. Work‑safety powers and responsibilities lists should be formulated in accordance with laws and regulations, and the spirit of the fifteen measures on work safety, together with the requirements set forth by higher authorities, must be implemented fully and without compromise.
The meeting emphasized that, as a central enterprise, we must firmly shoulder the political responsibility of preventing and defusing major safety risks and hazards, rigorously and conscientiously implement the fifteen measures for workplace safety, and resolutely serve as practitioners of safe development in the new era. We must comprehensively coordinate economic development with workplace safety, build a robust safety safeguard for the high-quality development of our institution, and create a favorable environment of safety and stability to ensure the successful convening of the 20th National Congress of the Communist Party of China.
