Studying and Implementing the New Work Safety Law to Strengthen the Vision of Safe Development — The Group (Bureau) Launches a “Safety Lecture Series” Initiative


To further strengthen the concept of safe development and implement the important decisions and arrangements of the State-owned Assets Supervision and Administration Commission and the General Administration on work safety, in accordance with the Group’s (Bureau’s) work plan, on June 29 the Group (Bureau) organized a “Safety Lecture Series.” Comrade Diao Haizhong, a member of the Party Committee of the Group (Bureau), delivered a party‑building lecture on the theme “Strictly Comply with the Work Safety Law and Fully Implement Enterprises’ Principal Responsibility for Work Safety.” Zhao Shufeng, Director of the Safety, Environmental Protection and Supervision Department, chaired the meeting, which was attended by some members of the Group’s (Bureau’s) Work Safety Committee.

Through sharing typical accident cases from recent years, Diao Haizhong revisited with the attendees the General Secretary’s important expositions and relevant instructions and directives on workplace safety since 2013. He provided a comprehensive overview of the key elements for enterprises to fulfill their primary responsibility for workplace safety and engaged in an in-depth discussion with participants on how to effectively implement this responsibility. Diao Haizhong urged all units to thoroughly study the Work Safety Law, vigorously advance the strategy of safe development, strengthen the implementation of enterprises’ principal responsibilities, and establish robust long-term mechanisms, thereby fundamentally elevating the level of safe enterprise development.

Diao Haizhong emphasized that leading cadres at all levels must earnestly implement General Secretary Xi Jinping’s important expositions on work safety, forge a strong ethos, strengthen the chain of accountability, uphold the rule of law, advance reform, and lay a solid foundation for safety. They should act with pragmatism and determination, ensuring that the CPC Central Committee’s major decisions and deployments on enhancing work safety and safeguarding the lives and property of the people are effectively implemented, take root, and yield tangible results. It is essential to firmly establish a sense of red lines and bottom-line thinking, effectively prevent and defuse major risks and hidden dangers, and adhere to the overarching principle of “containing the epidemic, stabilizing the economy, and ensuring safe development,” thereby leveraging high‑level safety to drive the Group (Bureau) toward high‑quality development.

The meeting was conducted via video conference and live online streaming, with over 320 participants, including members of the safety committees of all directly affiliated units, as well as safety production and project management personnel.
