Drawing lessons from cases, upholding rules and discipline, and improving work style—marking the 20th National Congress of the Communist Party of China with concrete actions and outstanding achievements—The Group (Bureau) convened its first-half 2022 Discipline Inspection Work Conference and a警示教育 (educational warning) meeting.

On July 12, the Group (Bureau) Commission for Discipline Inspection convened the first-half‑2022 discipline inspection work conference and a cautionary education meeting via video conference. The meeting reviewed typical cases of violations of rules and discipline investigated within the China National Coal Administration system over recent years, comprehensively summarized the Group’s (Bureau’s) discipline inspection work for the first half of the year, and outlined plans for the second half. Shang Honglin, Party Secretary and Chairman (Director), attended the meeting and delivered an important address. Wang Yong, Deputy Party Secretary and Secretary of the Commission for Discipline Inspection, chaired the session.

This meeting served both as a discipline inspection work conference and an education‑and‑warning assembly. The 20 typical cases of violations of rules and discipline that were reported were centered on the “Six Major Disciplines of the Party,” using real‑world examples from within the organization to underscore the importance of learning from these cases, cultivating a sense of reverence, maintaining vigilance, and upholding fundamental principles—thus ensuring that the warning bells continue to ring. These cases carry profound educational significance.

Wang Yong pointed out that, in recent years, the Group (Bureau) Commission for Discipline Inspection, under the correct leadership of the higher-level discipline inspection commissions and the Group (Bureau) Party Committee, has consistently upheld a strict tone, integrated disciplinary oversight into the core work of the organization, fulfilled its supervisory responsibilities, earnestly implemented all decisions and arrangements, and unswervingly advanced the high-quality development of disciplinary inspection work.

Wang Yong emphasized that, while acknowledging achievements, it is equally important to clearly recognize the existing problems and shortcomings in disciplinary inspection work. All levels of disciplinary inspection bodies must attach great importance to the current gaps in reducing the backlog of petitions and complaints and curbing their increase, the insufficient effectiveness of rectifying issues identified in supervisory, inspection, and巡察 feedback, and the lax enforcement of regulations governing personnel selection and appointment, performance‑related benefits, and financial discipline. At the same time, he set forth specific requirements for strengthening and improving disciplinary inspection work in the second half of the year.

In his concluding remarks, Shang Honglin pointed out that since the 18th National Congress of the Communist Party of China, the Party Committee of the Group (Bureau) has steadfastly upheld comprehensive and rigorous Party governance, continuously strengthened efforts to build a sound work style and clean government, and intensified anti-corruption work, maintaining an unwavering high-pressure stance against corruption. As a result, the awareness of compliance with rules and discipline among all cadres and employees across the system has been significantly enhanced. This meeting reviewed and summarized the achievements made in recent years in building a sound work style and clean government within the Group (Bureau), thoroughly identified and analyzed existing problems, and presented typical cases of violations and disciplinary infractions that occurred locally, ensuring that lessons were drawn from these cases and serving the purpose of education and deterrence.

Shang Honglin emphasized that, over the past few years, the Party Committee of the Group (Bureau) has united and led all cadres and employees, fostering solidarity and concerted efforts across all levels to seize opportunities and work diligently. As a result, the core business has grown rapidly, operating revenue and profits have increased year after year, the tenure‑based performance assessment has consistently earned an A rating, employee incomes have risen annually, and new progress has been made in comprehensively strengthening Party governance. While acknowledging these achievements, it is imperative to remain clear‑headed and fully recognize the persistent realities: some leading cadres still exhibit weak awareness of discipline and rules, and the cadre team’s conduct remains insufficiently robust. All Party organizations and disciplinary inspection bodies at every level—especially Party-member leading cadres—must further consolidate their ideological foundations, cultivate a culture of integrity, and maintain strict adherence to discipline. Drawing lessons from cases, conducting thorough self‑examination and analysis, they must earnestly fulfill their political responsibilities and continuously elevate the quality of work in comprehensively strengthening Party governance. To this end, concrete steps must be taken in the following three areas: First, uphold a problem‑oriented approach, carry out comprehensive rectification of existing issues, and deepen reform through case‑based learning; balance punishment with systemic improvement, educate and guide Party members and cadres to constantly heed cautionary examples, hold themselves to higher standards, and perform their duties with diligence and dedication. Second, improve the oversight system, strengthen political oversight, refine routine supervision in key areas, enhance the coordination and penetrating power of oversight mechanisms, and advance Party conduct and clean governance in greater depth. Third, press ahead with determination, carefully plan solutions to pressing development challenges, accelerate the implementation of priority tasks, and, with tenacious resolve, resolutely accomplish all annual work objectives.

Shang Honglin emphasized that 2022 is a pivotal year for implementing the 14th Five-Year Plan, the concluding year of the three-year action plan for state-owned enterprise reform, and a year of earnestly putting into practice the requirements of “stabilizing growth and enhancing quality.” Leading cadres at all levels must strengthen their sense of responsibility, align themselves with General Secretary Xi Jinping’s important expositions on building a sound work style and clean governance, as well as with key directives relevant to their respective industries and fields; they should also closely follow the decisions and arrangements of the CPC Central Committee, the Central Commission for Discipline Inspection, and the State-owned Assets Supervision and Administration Commission, and adhere to the requirements of “new development concepts, new development patterns, and high-quality development.” They are urged to carefully refine their working approaches, enhance their execution capabilities, and continue to strive tirelessly to successfully accomplish all annual tasks, thereby presenting concrete actions and outstanding achievements in celebration of the 20th National Congress of the Communist Party of China.

The meeting also conveyed the spirit of the mid-year conference of the China National Coal Administration on advancing key tasks within the discipline inspection system.

A total of 210 participants attended the meeting, including members of the Party Committee of the Group (Bureau), all staff from the Discipline Inspection, Personnel, Risk Control, and Party‑Mass Work departments; as well as the leadership teams of each directly affiliated unit, members of the Commission for Discipline Inspection (including discipline inspection officers), heads of the discipline inspection’s letters-and-visits department, the Organization and Personnel Department, and the Finance and Audit Department, along with all members of the discipline inspection bodies.
