Initiative Letter from China Chemical Geology And Mining Bureau Holding Group Co., Ltd. and the Trade Union of China Chemical Geology And Mining Bureau on Launching the “Deliver Coolness, Deliver Health, Connect with Frontline Workers, Boost Production” Campaign


To the Trade Union Committees of all directly affiliated units and to the机关 Trade Union:

As the height of summer unfolds, many regions across the country are experiencing sustained high-temperature weather. The Group (Bureau) has resolutely implemented the decisions and arrangements of the CPC Central Committee, remained focused on its core responsibilities and primary tasks, and united and led all levels within the Group (Bureau) to maintain strong confidence, overcome difficulties, seize time, and accelerate progress, thereby effectively coordinating and advancing the production and operations of all affiliated units.

At present, the Group (Bureau) boasts a large contingent of professional and technical personnel and production‑and‑operation workers who toil under the blazing sun at the grassroots level and on outdoor construction sites. They march in step with the scorching heat, enduring sweltering temperatures as they tirelessly contribute to the efficient completion of production and business objectives and to the Group’s (Bureau’s) drive for high‑quality development.

To ensure effective labor protection measures for high‑temperature work and operations conducted in hot weather under the ongoing pandemic prevention and control framework, to safeguard the health of all employees and ensure workplace safety, and to urge the fulfillment of primary responsibility for heat‑stroke prevention and cooling, the Bureau’s Trade Union hereby issues the following appeal to the trade unions of all units within the Group (Bureau):

I. Joint Efforts: Bringing Cool Relief This Summer. All trade unions at every level must always prioritize caring for and supporting the work and daily lives of their members. In light of their specific circumstances, they should actively organize and carry out initiatives such as “bringing coolness and health, reaching out to frontline workers, and boosting production,” conducting in-depth visits to the grassroots to offer condolences, show concern, and extend care to the many cadres and employees working on the front lines in the field and at construction sites. By delivering warmth directly to the hearts of workers, we can pool our collective compassion and, through mutual assistance and solidarity, build a harmonious and welcoming family within the Group (Bureau).

II. Strengthen supervision and inspection to effectively safeguard the legitimate rights and interests of employees. All trade union departments within the Group (Bureau) shall conscientiously fulfill the supervisory duties conferred by law, urge employers to assume their primary responsibility for heat‑prevention and cooling measures, and prevent occupational heatstroke incidents. They should intensify public education on basic heat‑prevention knowledge, conduct training to enhance workers’ self‑protection awareness and preventive capabilities, and require employers to improve working conditions and the work environment, reduce labor intensity, provide necessary personal protective equipment and designated rest areas for high‑temperature operations, and disburse heat‑exposure allowances in accordance with relevant regulations.

Through these activities, we will further strengthen the trade union’s role as a vital bridge and link, leveraging its strengths and contributions in serving the overall work agenda, supporting workers, and empowering grassroots organizations. We will inspire all employees to unite in purpose, strive for excellence, act with pragmatism and diligence, and overcome challenges, thereby making unremitting efforts to advance the Group (Bureau)’s high-quality development across the board, achieve its annual economic targets, and greet the successful convening of the 20th National Congress of the Communist Party of China with outstanding results.
