On July 29, the Group (Bureau) convened a meeting to analyze its economic performance for the first half of 2022. The meeting conveyed the spirit of the SASAC’s seminar for heads of central enterprises and the Economic Work Conference of the China National Coal Administration, reviewed the achievements and shortcomings of the first half of the year, and outlined key tasks for the second half. It also called on all levels within the Group (Bureau) to align their thinking, accurately assess the situation, assume responsibility, and earnestly implement measures to ensure stable growth and mitigate risks, thereby making every effort to achieve the annual business objectives.
External directors Zhu Zehu, Wang Wuping, Hao Shengyue, and Song Junmao, along with members of the Group (Bureau) leadership team—Shang Honglin, Liu Xingwang, Wang Yong, Chen Haiyong, Tian Li, Jiao Sen, and Diao Haizhong—attended the meeting. The meeting was chaired by Tian Li, a member of the Group (Bureau) Party Committee, Deputy General Manager, and Deputy Director.

Liu Xingwang, General Manager of the Group (Bureau), Deputy Secretary of the Party Committee, and Deputy Director, delivered a comprehensive analysis report on the Group’s (Bureau’s) economic performance for the first half of 2022, identified the key issues at hand, and outlined priority tasks for the second half of the year. He stated that, in the second half, the Group (Bureau) will continue to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implement the important decisions and arrangements of the CPC Central Committee and the State Council, fully carry out all work assignments set forth by the SASAC under the State Council and the General Administration, maintain firm confidence, pursue concrete action, and ensure the successful completion of all annual targets and tasks. The Group will accelerate its efforts to become an industry‑leading enterprise in resource development and ecological conservation, thereby presenting a remarkable record in celebration of the victorious convening of the 20th National Congress of the Communist Party of China.
Liu Xingwang urged all levels of the Group (Bureau) to earnestly implement the tasks and directives issued by the State Council’s State-owned Assets Supervision and Administration Commission, fully carry out the General Administration’s requirements for “stabilizing growth and enhancing quality,” and rigorously follow the work arrangements set forth at this meeting. He emphasized the need to remain firmly problem‑oriented, goal‑oriented, and results‑oriented; to withstand pressure and forge ahead despite difficulties; and to steadfastly uphold six unwavering principles, thereby delivering a satisfactory performance as employees of Sinochem Mingda in the face of major challenges and critical tests.

Shang Honglin, Party Secretary, Chairman of the Board, and Director of the Group (Bureau), analyzed the current challenges facing the organization’s operational tasks. He stated that, in the first half of the year, the Group (Bureau) adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studied and implemented the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, deeply recognized the decisive significance of the “two establishments,” and resolutely carried out the decisions and arrangements of the State-owned Assets Supervision and Administration Commission of the State Council and the China National Bureau of Coal Geology. By tackling tough problems and striving vigorously, the Group ensured that all business operations progressed steadily and in an orderly manner, achieving notable results and essentially fulfilling its phased objectives of “stabilizing growth and enhancing quality.”
Shang Honglin pointed out that whether the Group (Bureau) can achieve its annual targets will play a pivotal role in enabling it to sustain and build on high-quality development during the 14th Five-Year Plan period. He emphasized that all levels of the Group (Bureau) must regard studying and implementing the spirit of the 20th National Congress of the Communist Party of China as a major political task, earnestly shouldering their political responsibilities and historical mission. Leading cadres at all levels must remain fully committed, focus on key annual tasks, exert vigorous efforts, work together in concerted action, and ensure the successful completion of all assigned work.

The meeting announced the Group (Bureau)’s 2021 operating performance evaluation results and honored the units that received the Group (Bureau)’s 2021 High-Quality Development Award, as well as the second cohort of “Mingda Craftsmen” within the Group (Bureau). During the meeting, the award-winning units—Fujian Institute, Zhejiang Institute, Shandong Institute, Geological Research Institute, and Mingda Ocean—delivered on-site presentations and exchanges.
The meeting was held in a hybrid format, with over 900 participants, including senior executives of the Group (Bureau), heads of all headquarters departments, members of the leadership teams of directly affiliated units, and heads of relevant departments.
