On August 11, Xiao Xiangli, a member of the Party Committee and Secretary of the Commission for Discipline Inspection of the China National Bureau of Coal Geology, led a delegation to the Group (Bureau) to conduct a research visit and provide guidance. Accompanying him were Yao Zhixiang, Chief Economist of the China National Bureau of Coal Geology, and Long Yuanqing, Deputy Secretary of the Commission for Discipline Inspection and Director of the Comprehensive Supervision Office.

During the field investigation, Shang Honglin provided a detailed report on the Group’s (Bureau’s) corporate transformation, reform and development, industrial restructuring, and “Geology Plus” business initiatives, outlining the progress made in recent years. Wang Yong focused on reporting on the implementation of Party building and efforts to strengthen Party conduct and integrity over the same period.

Xiao Xiangli fully commended the Group (Bureau) for its outstanding achievements in recent years, expressing his appreciation for the Bureau’s unwavering commitment, throughout its 70-year history, to the “Three Glories and Four Specials” spirit and for the contributions it has made to the nation’s chemical and mineral industries. He also set forth specific requirements for the Group (Bureau) to further align itself with the “Three New, One High” guiding principles and to advance on the path of high-quality development.

Xiao Xiangli emphasized the need to strictly implement the “First Agenda” system, integrate political theory study into daily routines, and make it a regular practice. He also stressed that the spirit of General Secretary Xi Jinping’s important instructions and directives for the sector must be translated into concrete actions. It is essential to strengthen ideological convictions and faith, earnestly carry out the guiding principles of the National Conference on Party Building in State-Owned Enterprises, and use high‑quality Party building to lead and underpin high‑quality development.

Xiao Xiangli emphasized the need to keep the nation’s overarching interests at heart and to integrate the principles of “serving the people” and “putting the people first” into all aspects of work. It is essential to strengthen the four consciousnesses, fully recognize that the principal responsibility for exercising strict Party self‑discipline and the responsibility for oversight are important duties conferred by the Party Constitution, and further deepen the “four hands‑on responsibilities” of Party secretaries, as well as the supervisory and assisting roles of discipline inspection commissions. Party committees, discipline inspection commissions, and leading cadres at all levels must, from the political standpoint of upholding the principle that the Party must govern itself and exercise strict self‑discipline, earnestly implement the two responsibilities of comprehensively strengthening Party self‑discipline and thereby contribute to advancing the coordinated fulfillment of these four responsibilities. Furthermore, it is necessary to intensify targeted efforts to address issues such as exploiting enterprises for personal gain and unauthorized affiliation, ensuring that comprehensive special rectification campaigns are carried out thoroughly, effectively, and rigorously. In addition, we must press ahead with rectifying problems identified in the General Administration’s Party committee inspections, ensuring prompt action and zero‑tolerance in addressing each issue.

Xiao Xiangli urged leading cadres to always maintain a sense of reverence, strictly observe discipline and rules, and set an example of integrity and honesty. He emphasized the need to remain vigilant at all times, never letting up on oversight, and rigorously advancing efforts to improve cadre conduct while steadfastly implementing the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct. It is essential to further implement the Regulations on Internal Supervision within the Communist Party of China and the CPC Central Committee’s Opinions on Strengthening Oversight of “Principal Leaders” and Leading Teams, ensuring that the key few are effectively managed and kept in check through robust supervision. We must strengthen conduct‑building, persistently uphold the spirit of the Eight‑Point Decision, continuously address the “Four Undesirable Trends,” foster a clean and upright political environment, and reinforce oversight of principal leaders and leading teams. In addition, we should enhance overall coordination in workplace safety and epidemic prevention and control, and greet the successful convening of the 20th National Congress of the CPC with even more outstanding achievements.

During the research visit, Xiao Xiangli and his delegation also toured the Sinochem Mingda corporate exhibition hall. Shang Honglin, Party Secretary, Chairman of the Board, and Director of the Group (Bureau), provided an overview of the Group’s (Bureau’s) 70-year history, its reform and development journey, its core responsibilities and business areas, its corporate culture, and its notable achievements.
