Cooling Off in the Scorching Summer: Standing Together with Frontline Workers—All Directly Affiliated Units of Our Bureau Have Launched a Series of Activities Under the Theme “Delivering Coolness and Health, Supporting Frontline Teams, and Boosting Production”

On these sweltering summer days, cool relief is delivered, and heartfelt care warms the heart. Since the onset of the “Sanfu” period, the sun has blazed fiercely, and the heat has been unbearably intense. To effectively implement summer heat‑prevention and cooling measures, mitigate the impact of extreme temperatures on construction operations, and ensure the health and safety of frontline workers throughout the summer, the Group (Bureau) Trade Union has called on all units to launch a series of “Summer Coolness‑Delivery” initiatives, bringing a refreshing breeze and sincere concern to the many cadres and employees working on the front lines.

Institute of Geology

In response to the General Administration’s call, the Trade Union of the Institute of Geology recently visited the project sites of the W1–W4 brine‑bearing potash resource exploration project in the Luobei mining area of Guotou Luojia, the Qinghai Chahrhan Salt Lake fine‑scale resource research team, the Jikulin Forestry Station project site in the Daxing’anling region, the grouting station construction site for the Xipang Well surface‑area remediation project at Xipang Tongda Coal‑Power Co., Ltd. in Xingtai, and the Tongfa Dongzhouyao surface supplementary exploration borehole project team, delivering cooling supplies and heartfelt condolences to frontline colleagues.

The慰问 (comfort) delegation conducted on-site inspections of the project’s construction progress, epidemic prevention and control measures, workplace safety, and summer‑season operations. They engaged in cordial conversations with staff, expressing gratitude for their diligent efforts, hard work, and selfless dedication, and urged them to take precautions against the heat and prioritize their health while ensuring the timely and quality completion of project tasks.

This “Bringing Coolness” campaign has brought the care of the Party organization and the concern of the trade union directly to the front lines, reaching the hearts of all staff. Fujian Institute

Since July, Fujian has been sweltering under scorching sun and oppressive summer heat. Recently, the leadership of the Fujian Company (Institute) has visited various project sites to carry out a “Caring for Frontline Workers, Bringing Cool Relief in Summer” outreach and safety‑production inspection campaign.

Huang Xiaoyi, Party Secretary, Executive Director, and General Manager (President) of the company (institute), along with Li Xianzhong, a member of the Party Committee and Deputy General Manager (Vice President) in charge of safety, led a delegation to the ecological restoration project at abandoned mines in Zhangping City and the Phase I peripheral access road project in the Tongzi area of Xiamen. They conducted an analysis and summary of the issues and shortcomings identified during safety inspections, and put forward specific guidance. At the same time, they distributed cooling supplies such as Wanglaoji beverages and watermelons to frontline workers, reminding them to prioritize both safe production and personal health to prevent heat‑related illnesses.

Chen Xinran, a member of the Party Committee and Executive Deputy General Manager (Executive Vice President) of the company (institute), together with Zhang Ning, Chairman of the company (institute) Trade Union, led a team to the deep‑level fluorite exploration site at the Huangdongkeng Mine in Qingliu County to carry out a “Caring for Frontline Workers, Bringing Coolness in Summer”慰问 activity. Chen Xinran and his delegation conducted on‑site inspections and guidance underground, identifying and addressing potential safety hazards for the workers, ensuring that those working on the frontlines during the scorching summer months could feel a welcome respite from the heat, thereby truly upholding safe and secure production.

Shandong Institute

Shandong Institute has made the “Bringing Coolness, Safety, and Discipline to the Grassroots” series of outreach activities a key component of its ongoing initiative to deliver practical benefits to the public. Since the onset of summer, the慰问 (comfort‑sending) teams have visited numerous project sites, including the Shandong Provincial Geological Hazard Risk Survey Project (Boshan Section) headquarters; the Panzhuang Abandoned Mine Remediation and Restoration Site in Zhangqing District, Jinan; the collapse‑induced geological hazard mitigation construction site in Xiqiaokou Village, Yushan Subdistrict, Pingyin County; the supervision site for the coal‑mining subsidence remediation project at Daizhuang Coal Mine of Zibo Mining Group; the geophysical exploration construction site for the Urban Geological Survey Project in Jinan’s High‑Tech East Zone; the construction site for the shallow geothermal energy survey and heating pilot project in the Yellow River Floodplain Area (Zhangqiu District) of Jinan; the construction sites for Salt Wells No. 19 and No. 20 at Zhongyan Changjiang Salt Chemical Co., Ltd. in Yingcheng City, Xiaogan, Hubei Province; as well as the construction site for an additional pair of salt wells at the Shuanghuan Company’s salt‑production branch. At each location, the teams extended heartfelt care and condolences to frontline workers braving extreme heat and sweltering conditions.

At each location, the慰问 (comfort) team thoroughly inquired about frontline workers’ working conditions and health, assessed the project’s production and operational status, and identified any existing challenges. They also inspected on-site measures related to occupational safety and health, construction safety, integrity and anti-corruption controls, heat‑prevention and cooling strategies, and epidemic‑prevention protocols, ensuring that all safety‑production safeguards are fully implemented and that production proceeds safely and smoothly during the hot season. This effort aims to enable frontline workers to endure the summer heat safely, comfortably, and in good health, thereby providing robust support for the smooth advancement of on‑site projects and the timely achievement of annual goals and objectives.

Henan Bureau

Chen Jinghe, Chairman of the Henan Bureau’s Trade Union, led a team to the construction site of the Kaifeng Evergrande Children’s World Cultural Tourism Project to conduct safety inspections and carry out summer “cooling‑down”慰问 activities.

Chen Jinghe and his delegation conducted an on-site review of the project’s progress, inspected its quality and safety, and presented workers who remained on the front lines despite the scorching heat with cooling supplies such as bottled water, wind oil, floral water, and Huoxiang Zhengqi liquid. Chen Jinghe also inquired in detail about the employees’ recent health conditions and the challenges they face at work, expressing his gratitude for their hard work and encouraging them to unite, overcome difficulties, and maintain a strong work ethic as they strive to achieve the Henan Bureau’s annual goals and tasks.

Zhejiang Institute

The Zhejiang Institute’s Trade Union, Discipline Inspection Department, and Safety Production Management Department formed a慰问 and inspection team. Led by Liu Lifeng, Secretary of the Institute’s Party Committee; Chen Yinhe, Chairman of the Trade Union; and Chen Chunfa, Vice President, the team split into two groups to extend condolences to frontline field workers at ongoing construction projects and conduct safety inspections.

This round of慰问 and inspection covered a wide range of locations, spanning Qingtian, Changshan, Yueqing, Longyou, Shengzhou, Jinhua, Zhuji, Haiyan, Jiande, Chun’an, Lin’an, Fuyang, and Yuhang. At each site, the inspection team conducted thorough inquiries into the progress of project implementation, workplace safety management, the implementation of heat‑prevention and cooling measures, and employees’ living conditions. They also reviewed the project’s safety management records and carried out on‑site safety inspections.

The inspection and慰问 team delivered cooling beverages to frontline workers, emphasizing that they must uphold safety red lines and avoid crossing them. They also instructed all project departments to rigorously implement summer heat‑prevention and cooling measures, adopting a variety of effective strategies to improve working and living conditions. Through unscheduled briefings and pre‑shift safety training, they are conducting summer construction safety education focused on preventing heatstroke, food poisoning, insect and snake bites, and fires. Hunan Institute

Liu Bingqiu, Vice President and Chairman of the Trade Union of Hunan Institute, along with his delegation, visited the site of the gas station south of Hanlian Avenue in Changsha, the Baoneng Pile Foundation Project, and the Huajie Shuxiang Yin Engineering Investigation Project. There, they extended their greetings and condolences to frontline workers braving the scorching heat, presenting them with refreshing beverages and heat‑stroke prevention medications. On behalf of the Institute’s Party Committee, the administrative leadership team, and the trade union, he expressed gratitude for their hard work in supporting the Institute’s production and operations. At the same time, they conducted a thorough inspection of potential safety hazards at the construction sites, urging prompt rectification of any identified issues to ensure safe production under high‑temperature conditions.

At each construction site, Liu Bingqiu carefully inquired about the project’s progress and the workers’ working and living conditions. Hubei Institute

The Hubei Institute’s trade union formed a condolence team that visited the Xiaogan Comprehensive Pipeline Survey and the Optics Valley International Community Geotechnical Investigation project teams, delivering heat‑relief supplies, medicines, and other essentials to colleagues who remain on the front lines.

The慰问 (comfort) team visited the project site, carefully inquired about construction progress, and urged the project team to prioritize both quality and schedule while also ensuring reasonable work‑rest schedules to avoid working during the hottest hours at noon. Shaanxi Institute

Comrade Chang Wenlin, Secretary of the Party Committee and President of the Shaanxi Institute, led a delegation to the rare‑earth and rare‑metal prospecting project office in the Mao’erzhai area of Xixiang County, Shaanxi Province, to carry out a “Summer Coolness‑Bringing”慰问 and safety‑inspection activity. The Yunnan Institute’s慰问 (comfort) team visited the project office for the verification of phosphorus‑ore reserves at the Xiaojia Ying Mine, where they gained a thorough understanding of the working and living conditions of frontline employees. They expressed their respect for the employees’ commendable dedication in continuing to hold their posts despite the sweltering summer heat, and urged them to schedule work rationally, strictly observe all safety precautions, take good care of their health, and ensure a safe and healthy summer.

From June to July, the Inner Mongolia Company (Institute) Trade Union organized multiple “Summer Coolness‑Sending” events. To date, it has distributed heat‑relief and cooling supplies to frontline workers at the Gaoshishan Project Team in Ejin Banner, the Yellow River Section Project Team in Tu County, the Qingshuihe Mine Geological Environment Remediation Project Team, the Daxiwan Project Team in Liangcheng, and the Gonghudong Project Team in Wuchuan Banner.

Zhang Minhui, Chairperson of the company (institute) trade union, expressed her gratitude for the hard work of the field project team members, urging everyone to prioritize personal protection and safety, implement effective measures to prevent heatstroke and cool down, and maintain a comfortable working environment while staying healthy throughout the summer. She also reminded project leaders to ensure that frontline workers receive adequate heat‑prevention and cooling support, to closely supervise the implementation of heat‑mitigation and occupational safety protocols, and to arrange work and rest schedules in a scientific and reasonable manner, so as to collectively overcome the challenges posed by outdoor working conditions.

Hebei Institute

In mid-July, the Hebei Institute’s trade union launched a “Summer Coolness Delivery” outreach campaign, bringing relief from the heat to frontline workers and conveying the care of the Party and the trade union.

The慰问 (comfort) team visited the Alashan Project in Inner Mongolia, the Xingtang Project, the Yuanshi Juyuan site, and the Zidongyuan Project, delivering refreshing beverages and heat‑relief supplies to frontline workers engaged in geological exploration and foundation construction.

At the construction project office of the Baimiao Branch of Tang County Traditional Chinese Medicine Hospital, the project manager outlined the construction progress, safety precautions, staffing arrangements, and a series of safety measures implemented to address summer rainfall and high temperatures.

The inspection team conducted an on-site review of the construction site and thoroughly examined relevant records, including three-level safety education logs, hazard checklists, and safety briefing documentation. They reminded all on-site personnel to maintain project progress while proactively responding to the recent high-temperature weather warnings: stagger work hours as needed, schedule outdoor tasks appropriately, and rigorously implement heat‑prevention and cooling measures to prevent heatstroke, thereby safeguarding the health of frontline workers and ensuring operational safety in hot weather conditions.

Mingda Ocean

Recently, in response to the Group (Bureau) Trade Union’s initiative to “bring coolness and health to frontline workers and boost production,” Cheng Weihong, a member of the company’s Party General Branch Committee, Assistant to the General Manager, and Chairman of the Trade Union, led a delegation to eight mining‑site geological‑environmental comprehensive remediation EPC general contracting projects—including the quarry located 300 meters east of Hongjiatun Village in Zunhua City—to extend condolences and express appreciation to the workers on the front lines.

Cheng Weihong extended the company union’s warm greetings to the project personnel working under the scorching heat, expressing her gratitude for their contributions to the company’s construction projects. She urged frontline workers to strike a balance between work and rest, prioritizing their health while ensuring safe production and smooth construction progress.
