Major Announcement: The Ministry of Natural Resources Has Issued 11 Measures to Bolster the Effective Linkage Between Consolidating and Expanding Poverty-Alleviation Achievements and Rural Revitalization.


The General Office of the Ministry of Natural Resources recently issued a notice, specifying the support measures to facilitate the effective linkage between consolidating and expanding poverty‑alleviation achievements and rural revitalization during the transition period.

To better facilitate the effective linkage between consolidating and expanding poverty‑alleviation achievements and rural revitalization, the Ministry of Natural Resources has coordinated development with security, reviewed previously issued policy documents, and clarified 11 transitional support measures: scientifically advancing the preparation and management of village plans; strengthening guarantees for construction land allocation quotas; improving farmland protection measures; extending the pre‑approval policy for occupying permanent basic farmland for construction; optimizing and refining the inter‑provincial reallocation mechanism for surplus indicators under the increase‑and‑decrease linkage system; streamlining land‑use quota controls for industrial projects; promoting the redevelopment of inefficient urban land; revitalizing and making efficient use of collectively owned construction land; enhancing the exploration, development, and utilization of mineral resources; intensifying efforts to prevent and mitigate geological disasters; and improving geological information services.

The notice states, Strengthen the guarantee of construction land planning indicators: each county that has shaken off poverty will be allocated 600 mu of new construction land planning indicators annually, earmarked exclusively for consolidating and expanding the achievements of poverty alleviation and meeting land needs for rural revitalization; such allocations may not be diverted. For formerly deeply impoverished areas where the new construction land planning indicators are insufficient, the respective province shall coordinate to address the shortfall. Improve measures for farmland protection, encouraging and supporting photovoltaic projects in poverty‑alleviation areas to be developed on gobi deserts and other barren lands, while prohibiting any new construction of photovoltaic facilities that encroaches upon farmland. Continue the policy of pre‑review for construction projects that occupy permanent basic farmland: prior to January 2, 2024, infrastructure and other construction projects at or below the provincial level in formerly deeply impoverished areas, contiguous extremely poor areas, and key counties designated for national poverty alleviation and development—where it is genuinely difficult to avoid permanent basic farmland—may be included within the scope of major construction projects. Land use pre‑review shall be handled by the provincial natural resources authorities, and procedures for converting agricultural land and expropriating land shall be carried out in accordance with applicable regulations. Promote the redevelopment of inefficient urban land, continuing to support poverty‑alleviation areas in carrying out such redevelopment in line with territorial spatial planning. Pilot programs for reclaiming and utilizing historically abandoned industrial and mining sites, as well as for developing low hills and gentle slopes, will no longer be conducted.

To strengthen the development and utilization of mineral resources and enhance efforts to prevent and control geological hazards, The notice states that, Beyond the ecological conservation red lines, intensify geological prospecting efforts by conducting preliminary surveys and explorations in resource-rich areas with strong market potential and significant resource endowments. Coordinate the allocation of quotas, projects, technologies, and funding for the development and utilization of mineral resources, giving priority support—under equal conditions—to counties designated as key areas for national rural revitalization and formerly deeply impoverished regions. Increase investment in geological hazard prevention and control, providing prioritized support to eligible extra-large-scale geological hazard remediation projects submitted by poverty‑alleviated areas. Strengthen measures to prevent and mitigate geological hazards such as rockfalls, landslides, and debris flows, ensuring the effective implementation of monitoring and early warning systems, relocation and avoidance strategies, and engineering interventions in high‑risk zones, and establishing a robust geological hazard prevention and control framework in poverty‑alleviated areas.

The notice clarifies that, Enhance geological information services. Guide and encourage various market entities, geological survey institutions, and other stakeholders to actively engage in the secondary utilization of existing geological data from formerly deeply impoverished areas, fully unlocking the potential of such data and continuing to provide specialized and customized geological information services. Actively carry out geological surveys in these formerly deeply impoverished regions to further identify and leverage their geological resource advantages; continue to strengthen geochemical surveys of land quality in these areas to support the development of specialty agriculture; and further advance comprehensive groundwater investigations to help address challenges related to drinking and domestic water supply.
