The First Party Branch convened its fourth-quarter party members’ meeting.


On November 15, the First Party Branch convened a general meeting of its members to carry out the branch’s leadership transition and to conduct thematic education study sessions as well as a themed Party Day activity titled “Recitation of Red Classics.”

In accordance with the relevant provisions of the Constitution of the Communist Party of China, the Regulations on Electoral Work of Primary-Level Party Organizations, and other pertinent rules, the First Party Branch convened a general meeting of party members to carry out the election for a new branch committee. Through secret ballot and a system of proportional representation, the new branch committee was elected, comprising Deng Juemei, Li Zheng, Yang Xiaomin, and two other members. Following the vote, Comrade Yang Xiaomin was appointed Secretary of the First Party Branch, Comrade Li Zheng was appointed Organization Committee Member, and Comrade Deng Juemei was appointed both Publicity Committee Member and Discipline Inspection Committee Member. The election results shall take effect upon approval by the Party Committee of the institute. Meanwhile, in light of the actual work conditions of the branch and after thorough deliberation within each party group, certain party group leaders were adjusted and replaced.

The meeting implemented the “First Agenda Item” system, with Li Zheng, Zhu Chunhui, and Liu Jianwen serving as lead instructors. They guided all Party members in studying three key topics: “China’s economy has shifted from a phase of high-speed growth to one of high-quality development,” “seizing the new stage of development, implementing the new development philosophy, and fostering a new development pattern,” and “improving the innovation‑driven science and technology system.” In addition, under the theme “Drawing on one’s own job responsibilities, discuss how to contribute to advancing the institute’s high‑quality development,” the meeting organized a symposium and exchange titled “Making Contributions from One’s Post.”

Party Secretary and President Wang Qingfeng attended the meeting and addressed the participants as an ordinary Party member. He emphasized that all members of the First Party Branch must closely integrate the study of the thematic education campaign with their actual work, fulfill their duties conscientiously, take responsibility boldly, and perform their respective tasks to the best of their ability. They should ensure effective communication between upper and lower levels, ensuring that operational departments’ needs are met by functional departments, and continuously strengthen their service-oriented mindset. Furthermore, in accordance with the annual work target responsibility agreements and performance appraisal results, they should identify the root causes of any issues, formulate concrete solutions, proactively offer constructive suggestions for the unit’s development, and demonstrate unwavering confidence, dedication, and commitment to striving toward the successful completion of the year’s business objectives.

Party members attending the meeting unanimously pledged to stay committed to their duties, excel in learning, and dare to innovate. They resolved to enhance the efficiency of routine administrative approvals for business entities by continuously strengthening information technology infrastructure; to further ignite the enthusiasm of all cadres and employees for work and entrepreneurship by refining and optimizing compensation and performance‑evaluation systems; and to bolster the integration of operations and finance and ensure compliant management by constantly upgrading their professional skills and overall competence, thereby supporting the enterprise’s strategic goals and driving the high‑quality development of our institute. They also pledged to remain focused on the details, start with small steps, and deliver solid support for production and operations, channeling their wisdom and energy into contributing to the unit’s growth and playing a leading role in advancing its high‑quality development.

During the thematic Party Day activities, the First Party Branch organized Party members to participate in a “Red Classics Recitation” session, featuring the work “Who Are the Loveliest People,” which commemorates the War to Resist U.S. Aggression and Aid Korea. By listening to the stories of heroes, Party members were reminded to always keep history firmly in mind, to take the many brave soldiers who sacrificed their lives as role models, and to draw strength from the fearless heroic spirit of never shying away from sacrifice and daring to fight—so that, on the new journey ahead, they may face difficulties without fear and forge ahead with courage.
