Our institute convened the Third Session of the Shandong Geological Exploration Institute of China Chemical Geology And Mining Bureau and the First Session of the Second Term of Shandong Zhonghua Geotechnical Engineering Co., Ltd., along with the 2024 Work Conference.

On March 14, our institute convened the Third Session of the Workers’ Congress of the Shandong Geological Exploration Institute of China Chemical Geology And Mining Bureau, as well as the First Session of the Second Term of Shandong Zhonghua Geotechnical Engineering Co., Ltd., together with the 2024 Work Conference. The meeting was guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th CPC Central Committee, and further carried out the guiding principles of the work conferences of the China National Coal Administration and the Bureau (Group). It comprehensively reviewed the work of 2023, carefully analyzed the current situation, and scientifically outlined the key tasks for 2024. Qiu Guanghui, a member of the Party Committee and Vice President (Deputy General Manager), conveyed the spirit of the Bureau (Group)’s 2024 Work Conference on Safety and Environmental Protection, as well as the key priorities for safety and environmental protection at our institute. He urged all departments to conscientiously implement these directives, rigorously carry out all safety‑prevention and emergency‑response measures, and firmly uphold the bottom line and red lines. Make every effort to prevent all types of accidents and ensure that the safety production situation remains consistently stable.

Wang Qingfeng, Party Secretary and President (Executive Director and General Manager), delivered a work report titled “Focusing on Core Business, Shouldering Responsibilities, Striving Forward with Vigor to Usher in a New Chapter—Fully Advancing High-Quality Development and Achieving New Breakthroughs.” He noted that in 2023, under the strong leadership of the Bureau (Group) Party Committee, the institute adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implemented the spirit of the 20th National Congress of the Communist Party of China, seized the opportunity presented by thematic education, took high-quality development as its central task, regarded serving the overall national interest as its mission, set operational objectives as its goal, and used strengthened implementation as its driving force. Upholding the principle of prioritizing stability while seeking progress and improving quality within stability, the institute focused on its core responsibilities and main business, steadily advanced the new round of strategic actions for breakthroughs in mineral exploration, balanced development with safety, tackled key priorities, overcame difficult challenges, and created notable achievements. By surmounting the various adverse factors stemming from the post‑pandemic period, the institute achieved steady and sound economic growth, laying a solid foundation for high‑quality development.

The report provides a comprehensive review of our institute’s work in 2023, summarizing our achievements across the following nine areas: First, we seized opportunities and secured projects, focusing on strengthening our core geological exploration business; second, we advanced reform and expanded results, striving to enhance quality and efficiency; third, we leveraged our strengths and tapped into our potential, vigorously pursuing market development; fourth, we pursued innovation and fostered collaboration, accelerating the commercialization of scientific and technological advances; fifth, we strengthened our workforce and optimized its structure, building a robust talent pool for sustained growth; sixth, we consolidated foundational capabilities and ensured effective implementation, steadily elevating the level of refined management; seventh, we managed risks and safeguarded safety, firmly upholding critical red lines and bottom lines; eighth, we reinforced Party building and leadership, consolidating a sound political environment; and ninth, we embraced responsibility and enhanced public well-being, wholeheartedly delivering tangible benefits to the people.

The report provides a thorough analysis and assessment of the current situation and outlines arrangements for this year’s key tasks. The meeting emphasized that, in line with the 2024 objectives, we must ensure robust Party building as a guarantee, boldly break new ground through deepened reform, strengthen innovation-driven development, enhance core competitiveness, and coordinate efforts across seven priority areas: first, focus on our primary responsibilities and proactively seize market opportunities; second, deepen reform to effectively invigorate internal vitality; third, prioritize talent development, highlighting the leading role of specialized technical expertise; fourth, advance scientific and technological innovation to bolster our capacity for support; fifth, pursue refined management to improve the quality and efficiency of development; sixth, prioritize workplace safety and fortify our safety safeguards; and seventh, strengthen Party building to generate powerful momentum for sustained growth.

The meeting emphasized that 2024 is a pivotal year for the in-depth implementation of the 14th Five-Year Plan, as well as a critical year for thoroughly putting into practice the spirit of General Secretary Xi Jinping’s important reply, comprehensively deepening transformation and upgrading, and advancing high-quality development. The meeting reviewed and approved the institute (company) work report, the trade union work report, the safety and environmental protection work report, and relevant rules and regulations. It also conferred awards for marketing development in 2023, as well as honors on advanced collectives and individuals, and presented awards to the recognized collectives and personnel.

During the meeting, each department signed the 2024 Annual “Safety and Environmental Protection Responsibility Agreement,” the “Confidentiality Responsibility Agreement,” and the “Work Task Assignment,” setting ambitious targets to strengthen accountability and providing robust support for the institute’s sustained, high-quality development.
