Chapter I General Provisions

Article 1: In order to uphold and strengthen the Party’s overall leadership over inspection work and to promote the high-quality development of inspection work in the new era, these Regulations are formulated in accordance with the Constitution of the Communist Party of China.

Article 2: Inspection work constitutes political oversight by higher-level Party organizations over the fulfillment of leadership functions and responsibilities by lower-level Party organizations. Its fundamental task is to resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and throughout the Party, and to resolutely safeguard the authority of the Party Central Committee with Comrade Xi Jinping at its core, as well as its centralized and unified leadership.

Inspection work adheres to the principle of identifying problems, deterring misconduct, advancing reform, and promoting development.

Article 3: Inspection work shall be guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It shall thoroughly implement General Secretary Xi Jinping’s important thought on the Party’s self‑revolution, deeply appreciate the decisive significance of the “two establishments,” strengthen the “four consciousnesses,” firmly uphold the “four confidences,” and ensure the “two safeguards.” It shall respect the Party Constitution, govern the Party in accordance with regulations, fully implement the Party’s principles and policies on inspection work, advance the concretization, precision, and normalization of political oversight, give full play to the sharp sword role of political inspection, reinforce the rectification of inspection findings and the application of their outcomes, and promote the improvement of the Party and state supervision system and the sound development of the system for exercising full and rigorous governance over the Party. In doing so, it will provide strong guarantees for deepening the Party’s self‑revolution and addressing the unique challenges faced by a large party, ensuring that the Party remains the strong leadership core of the cause of socialism with Chinese characteristics.

Article 4: Inspection work shall adhere to the following principles:

(1) Uphold the centralized and unified leadership of the CPC Central Committee and implement a tiered responsibility system;

(2) Uphold the principle of centering on the central tasks and serving the overall situation;

(3) Uphold the people’s standpoint and implement the mass line;

4. Uphold a problem-oriented approach and carry forward the spirit of struggle;

(5) Uphold the principle of seeking truth from facts and act in accordance with regulations, discipline, and law.

Chapter 2: Organizational Leadership and Institutional Responsibilities

Article 5: Under the centralized and unified leadership of the CPC Central Committee, inspection work shall operate within a system and mechanism characterized by tiered responsibility of Party organizations, organizational implementation by inspection bodies, assistance from disciplinary inspection and supervision organs and organizational departments, support from relevant functional departments, cooperation from the Party organizations being inspected, and participation by the general public.

Article 6: The CPC Central Committee and the committees of provinces, autonomous regions, and municipalities directly under the central government shall implement a system of inspection tours, establish inspection bodies, and, within the term of each leadership, achieve full coverage of inspections of Party organizations in the localities, departments, enterprises, and public institutions under their jurisdiction.

Relevant central ministries and commissions, the Party leadership groups (Party committees) of central state organs, as well as the Party committees (Party leadership groups) of centrally administered financial institutions, centrally administered enterprises, and centrally administered universities, shall, in accordance with work requirements, conduct inspection tours and establish inspection bodies. In principle, they shall carry out supervisory inspections of the Party organizations at the next lower level, following the organizational affiliation and cadre management authority of those Party organizations.

Article 7: Party organizations conducting inspection work shall regard inspections as an important means of advancing comprehensive and strict Party governance and fulfilling their overall supervisory responsibilities, and shall assume primary responsibility for such work. Their principal duties are:

(1) Implement and carry out the CPC Central Committee’s decisions and arrangements on inspection work, as well as General Secretary Xi Jinping’s important instructions and requirements regarding inspection work;

(2) To deliberate and make arrangements on major matters concerning inspection work, and to formulate Party regulations and normative documents on inspection work within the scope of its authority;

(3) Approve the inspection work plan, annual schedule, and phased task arrangements; coordinate and strategically advance full coverage of inspections; and regularly hear reports on inspection work.

4. Coordinate and strengthen the implementation of inspection rectifications and the application of their outcomes;

(5) Coordinate and establish a work framework for integrated, top-down and bottom-up linkages in inspection and巡察 activities;

(6) Leverage the role of the inspection‑based comprehensive oversight platform to promote seamless integration and coordinated efforts between inspection oversight and other forms of oversight.

(7) Coordinate and strengthen the building of inspection institutions and the cadre workforce;

(8) To deliberate and decide on other important matters concerning inspection work.

The principal person in charge of the Party organization shall assume primary responsibility for inspection work.

Article 8: The Party organization conducting inspection work shall establish an Inspection Work Leading Group. The Inspection Work Leading Group shall be responsible to and report its work to the Party organization at the same level.

The head of the Central Inspection Work Leading Group is the Secretary of the Central Commission for Discipline Inspection, while the deputy heads are typically the Minister of the Organization Department of the CPC Central Committee and the Deputy Secretary of the Central Commission for Discipline Inspection in charge of day-to-day operations.

The head of the leading group for inspection work under the Party committees of provinces, autonomous regions, and municipalities directly under the central government is the secretary of the corresponding-level Party Discipline Inspection Commission, while the deputy head is generally the director of the organizational department of the same-level Party committee.

The heads of the leading groups for inspection work in relevant central ministries and commissions, the Party leadership groups (Party committees) of central state organs, and the Party committees (Party leadership groups) of centrally administered financial institutions, centrally administered enterprises, and centrally administered universities are generally held by the secretaries of the Party leadership group or Party committee— including the principal leaders of the leading bodies of units that do not have a Party leadership group or Party committee. The deputy heads are typically appointed from among the members of the leading body responsible for relevant areas of work and the principal officials of the discipline inspection and supervision agencies.

Article 9 The principal responsibilities of the Leading Group for Inspection Work are:

(1) Implement and carry out the decisions and arrangements of the CPC Central Committee and the work requirements of the Party organization at the same level;

(2) To formulate plans for inspection work, annual schedules, and phased task arrangements, and to organize and implement full‑coverage inspections;

(3) Hear work reports from the Office of the Leading Group for Inspection Work and from the inspection teams;

(4) Report the progress of inspection work to the Party organization at the same level;

(5) Under the leadership of the Party organization at the same level, organize and carry out the work of implementing inspection feedback, publicizing findings, and transferring cases; and supervise and promote the relevant responsible entities to fulfill their obligations to implement corrective measures and leverage the outcomes of inspections.

(6) Provide guidance on the inspection and巡察 work of lower-level Party organizations;

(7) Promote the integration and coordination of inspection-based oversight with other forms of oversight;

(8) Promote the development of the inspection cadre team and exercise management and oversight over inspection teams;

(9) To study and handle other important matters related to inspection work.

Article 10. The Office of the Leading Group for Central Inspection Work serves as the day-to-day administrative body of the Leading Group and is located within the Central Commission for Discipline Inspection.

The offices of the leading groups for inspection work under the Party committees of provinces, autonomous regions, and municipalities directly under the central government are working departments of the Party committees, responsible for the day-to-day operations of the respective leading groups, and are located within the corresponding-level Party discipline inspection commissions.

The offices of the leading groups for inspection work under the relevant central ministries and commissions, the Party groups (Party committees) of central state organs, and the Party committees (Party groups) of centrally administered financial institutions, centrally administered enterprises, and centrally administered universities may be established as independent entities or co-located with internal departments. They shall be staffed with appropriate full-time personnel to handle the day-to-day operations of the Party group and Party committee inspection leading groups.

Article 11 The principal responsibilities of the Office of the Leading Group for Inspection Work are:

(1) Implement and carry out the decisions and arrangements of the CPC Central Committee, as well as the work requirements of the peer-level Party organization and its leading group for inspection work, and oversee the follow-up implementation of relevant decisions.

(2) Report work progress and significant matters to the Leading Group for Inspection Work;

(3) To coordinate, unify, guide, and ensure the effective conduct of the inspection teams’ work;

4. Responsible for the overall coordination, follow-up and supervision, and compilation of reports related to inspection rectification and the application of outcomes;

(5) Responsible for providing guidance to lower-level inspection and巡察 bodies;

(6) Responsible for coordinating with relevant organs and departments to assist and support inspection work, and for promoting the establishment of specific mechanisms that ensure seamless integration and coordination between inspection oversight and other forms of oversight.

(7) Responsible for theoretical research, policy studies, institutional development, and information technology initiatives related to inspection work;

(8) Coordinate with relevant departments to strengthen the education, training, assessment, management, and oversight of inspection personnel.

(9) Responsible for the Party-building work of the Leading Group Office for Inspection Work and the inspection teams;

(10) To handle other matters assigned by the Leading Group for Inspection Work.

Article 12. The Party organization conducting inspection work shall establish inspection teams.

Inspection teams shall have a team leader, deputy team leaders, inspection commissioners, and other positions. The specific individuals appointed to the roles of team leader and deputy team leaders shall be determined and authorized on the basis of each inspection assignment.

Inspection teams shall, in accordance with the principle of democratic centralism, deliberate and decide on major matters. The team leader shall assume overall responsibility for the team’s work, while the deputy team leaders shall assist the team leader in carrying out their duties.

Article 13 The primary responsibilities of the inspection team are:

(1) Conduct inspections in accordance with the deployment requirements of the peer-level Party organization and its leading group for inspection work;

(2) Report the inspection findings to the Leading Group for Inspection Work and put forward recommendations and suggestions;

(3) Provide feedback on inspection findings to the Party organizations under inspection, refer issues and leads identified during inspections to disciplinary inspection and supervision authorities, organizational departments, and relevant units, and participate in advancing rectification measures and the application of inspection outcomes.

(4) To provide routine education, management, and oversight for the cadres of the inspection team;

(5) Handle other matters assigned by the Leading Group for Inspection Work.

Article 14: Disciplinary inspection and supervision organs, as well as organizational departments, shall assist Party organizations at the same level in carrying out inspection work. Departments and units responsible for publicity, united front work, political and legal affairs, confidentiality, auditing, finance, statistics, and letters and visits shall support inspection activities and coordinate efforts to select and assign personnel, share relevant information, provide policy advice, conduct problem analysis and assessment, ensure coordinated implementation of measures, oversee rectification, and leverage inspection outcomes.

The stationed institutions of the discipline inspection and supervision authorities shall, in accordance with relevant regulations, assist the Party groups and Party committees of the host units (including those under comprehensive oversight) in carrying out inspection work.

Article 15 The leading bodies and members of the Party organizations subject to inspection shall conscientiously accept inspection oversight and actively cooperate with the inspection process.

Party members and cadres are obligated to truthfully report the situation to the inspection team.

Chapter 3: Subjects and Scope of Inspection

Article 16 The subjects of central inspection are:

(1) The Party committees of provinces, autonomous regions, and municipalities directly under the central government, together with their leading bodies; the standing committees of the people’s congresses, the governments, and the Party groups of the Chinese People’s Political Consultative Conference in provinces, autonomous regions, and municipalities directly under the central government; the principal heads of the Party groups of the higher people’s courts and the people’s procuratorates in provinces, autonomous regions, and municipalities directly under the central government; and the principal heads of the Party committees, standing committees of the people’s congresses, governments, and Party groups of the Chinese People’s Political Consultative Conference in vice‑provincial cities.

(2) The leading bodies of central ministries and commissions, as well as the Party groups (Party committees) of departments under the central state organs and people’s organizations;

(3) Party committees (leading Party groups) of centrally administered financial institutions, centrally administered enterprises, centrally administered universities, and other centrally administered entities;

(4) Other Party organizations subject to inspection as required by the CPC Central Committee.

Article 17 The subjects of inspection by the Party committees of provinces, autonomous regions, and municipalities directly under the central government are:

(1) The Party committees of cities (prefectures, leagues) and counties (cities, districts, banners), together with their leading bodies; the standing committees of the people’s congresses, the governments, and the Party groups of the Chinese People’s Political Consultative Conference at the city (prefecture, league) and county (city, district, banner) levels; and the principal heads of the Party groups of the intermediate people’s courts and people’s procuratorates at the city (prefecture, league) level, as well as those of the people’s courts and people’s procuratorates at the county (city, district, banner) level.

(2) The leading bodies of the Party work departments of provincial, autonomous regional, and directly administered municipal Party committees; the Party groups (Party committees) of state organs and people’s organizations at the provincial level;

(3) Party committees (leading Party groups) of state-owned enterprises and public institutions under the administration of provinces, autonomous regions, and municipalities directly under the central government;

(4) Other Party organizations that the Party committees of provinces, autonomous regions, and municipalities directly under the central government require to undergo inspection.

Article 18: Inspection work shall focus on power and responsibility, strengthen political oversight, strictly enforce political discipline and norms, and concentrate on examining the following circumstances:

(1) The implementation of the Party’s theories, guidelines, principles, and policies, as well as the major decisions and deployments of the CPC Central Committee—particularly the spirit of General Secretary Xi Jinping’s important speeches and his significant instructions and directives; the enforcement of the Party Constitution and other internal Party regulations, and the fulfillment of functions and responsibilities; and the implementation of the responsibility system for ideological work.

(2) The implementation of the principal responsibility and supervisory responsibility for exercising full and rigorous Party self‑discipline, as well as progress in building a sound Party conduct and clean governance and in the fight against corruption; the efforts of leading cadres to foster and practice a correct view of political achievements, strengthen their work style, fully implement the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct and its detailed rules for implementation, and uphold integrity and self‑discipline.

(3) The implementation of the Party’s organizational line for the new era, the upholding and enforcement of democratic centralism, and the strengthening of leadership teams, cadre and talent development, as well as the building of primary-level Party organizations and the ranks of Party members;

(4) Implementation of corrective measures for issues identified through inspection oversight, as well as other forms of oversight such as auditing, accounting, and statistical supervision;

(5) Other matters that the Party organization conducting the inspection deems necessary to ascertain.

Article 19: Inspection work shall strengthen oversight of the principal persons in charge of the Party organizations being inspected, with a focus on examining their loyalty to the Party, their fulfillment of the primary responsibility for exercising full and rigorous Party self‑governance, their performance of duties and exercise of power in accordance with regulations and laws, their sense of responsibility and proactive action, and their integrity and self‑discipline. In addition, significant issues raised shall be thoroughly investigated, and relevant special reports shall be prepared.

Article 20: Party organizations conducting inspection work shall, in accordance with operational needs, organize and carry out inspection-based oversight through such methods as routine inspections, special inspections, ad hoc inspections, and follow-up inspections; where necessary, they may elevate the level of inspection.

Chapter Four: Work Procedures, Methods, and Authorities

Article 21. Prior to commencing an inspection, the inspection team shall, as required by its work, solicit briefings from the corresponding-level disciplinary inspection and supervision authorities, as well as from departments and units responsible for organization, publicity, united front work, political and legal affairs, confidentiality, auditing, finance, statistics, and letters and visits, on relevant information concerning the leading bodies and members of the Party organizations being inspected.

Article 22: Upon arrival, the inspection team shall notify the Party organization under inspection of its inspection mandate and, in accordance with the prescribed working procedures and authorities, carry out inspection and fact-finding activities.

The inspection team shall conduct in-depth investigations into significant issues and leads concerning the leading bodies and members of the Party organizations under inspection.

Article 23 The inspection team shall adopt the following methods to gather information:

(1) To hear work reports from the Party organizations under inspection, as well as special reports from relevant organs and departments;

(2) Conduct individual interviews with members of the leading body of the Party organization being inspected, as well as with other cadres and the general public;

(3) To accept letters, telephone calls, visits, and other submissions reporting issues concerning the leading bodies and their members of the Party organizations under inspection, as well as the principal persons in charge of the leading bodies of the next-level Party organizations;

(4) Conduct spot checks and verifications of the reporting by leading cadres of matters concerning themselves;

(5) Inquire with relevant persons who are aware of the matter;

(6) To inspect and copy relevant documents, archives, meeting minutes, and other materials;

(7) Convene a symposium;

(8) Attend relevant meetings as an observer;

(9) Conduct democratic evaluations and questionnaire surveys;

(10) Conduct on-the-ground research to gain a thorough understanding of the situation;

(11) Conduct special inspections;

(12) Request relevant authorities to provide assistance;

(13) Other methods approved by the Party organization conducting the inspection.

Article 24: Inspection teams shall strictly adhere to the system of seeking instructions and reporting, promptly submitting reports on important matters and significant issues arising in the course of inspection work to the Leading Group for Inspection Work.

The inspection teams conduct their work with the support of the Party organizations being inspected, without interfering in their normal operations and without assuming responsibilities related to disciplinary enforcement or investigation.

Article 25: During the course of an inspection, with respect to issues that have drawn strong public concern, clearly contravene relevant policies and regulations, fall within the purview of the inspected Party organization, and can be promptly resolved, the inspection team shall, in accordance with established procedures, urge the inspected Party organization to take immediate corrective action.

During the course of an inspection, the inspection team may, in accordance with established procedures, refer leads concerning alleged disciplinary or legal violations by Party members and cadres that have been widely reported to the relevant discipline inspection and supervision authorities for prompt handling.

Article 26: The inspection team shall prepare an inspection report on significant matters and issues it has ascertained; for issues of a widespread or emerging nature, as well as major problems concerning systems, mechanisms, and other related areas, it may prepare a special report.

The inspection team shall prepare working papers for issues raised in inspection reports, special reports, and other documents.

The inspection team shall, in accordance with relevant regulations, communicate with the principal person in charge of the Party organization being inspected regarding the key issues identified and the corrective recommendations put forward in the inspection report, and solicit their views; with respect to significant policy-related issues raised in the inspection report, it may also consult with the relevant functional departments and seek their opinions.

Article 27: The Leading Group for Inspection Work shall promptly hear reports from the inspection teams on the progress of their inspections, deliberate and put forward opinions and recommendations on rectification measures and the application of inspection outcomes, and submit them to the Party organization at the same level for decision.

Article 28: Party organizations conducting inspection work shall promptly hear reports from the leading group for inspection work on relevant matters, deliberate and decide on issues related to inspection rectification and the application of inspection outcomes. When necessary, they may directly hear reports from the inspection teams on the progress and findings of the inspections.

Article 29: With the approval of the Party organization at the same level, the leading group for inspection work shall promptly arrange for the feedback of inspection findings to the leading bodies and principal persons in charge of the inspected Party organizations, identify existing problems, and put forward targeted recommendations for rectification.

In accordance with the requirements of the peer-level Party organization and its inspection work leading group, the Office of the Inspection Work Leading Group shall communicate relevant information on the inspection to the pertinent functional departments and their respective responsible leaders.

Article 30: With respect to issues identified during inspections and leads concerning alleged disciplinary or legal violations by Party members and cadres, the Office of the Leading Group for Inspection Work and the inspection teams shall, in accordance with their respective powers of cadre management and division of responsibilities, refer such matters, following established procedures, to the discipline inspection and supervision organs, the organizational departments, or the relevant units.

With respect to the systemic, recurring issues and major problems related to institutional mechanisms identified during inspections, appropriate measures may be taken—such as issuing inspection recommendation letters or employing other suitable means—to submit to the relevant competent authorities proposals and recommendations for strengthening oversight, improving systems, and deepening reform.

Article 31: Information regarding the deployment of inspection teams, feedback, rectification measures, and other related matters shall be made public through appropriate channels and shall be subject to oversight by Party members, cadres, and the general public.

Chapter 5: Inspection Rectification and Application of Outcomes

Article 32: Party organizations conducting inspection work shall strengthen organizational leadership over the rectification of issues identified during inspections and the application of inspection outcomes, and shall regularly hear reports on the progress of such rectification and the utilization of inspection results.

Members of the leading body of the Party organization shall, in light of their respective responsibilities and divisions of labor, coordinate and ensure the effective implementation of inspection‑related rectification measures and the application of resulting outcomes within their areas of oversight.

Article 33: The Party organizations subject to inspection shall assume primary responsibility for implementing corrective measures. They shall regard rectification as a key means of fulfilling their duties in Party governance and administration and of promoting high-quality development, integrating it into their daily work, deepening reform, advancing comprehensive and rigorous Party self-governance, and strengthening the leadership team and cadre workforce.

The principal person in charge of the Party organization bears primary responsibility for implementing the rectification measures identified during the inspection, while other members of the leading team assume the “dual responsibility” for their respective posts.

When the principal person in charge of a Party organization or other members of its leading body are reassigned, they shall ensure a smooth handover of inspection‑related rectification efforts and continue to fulfill their responsibilities for implementing corrective measures.

Article 34: The Party organizations subject to inspection shall, from the date of receipt of the inspection feedback, organize and carry out a six-month period of concentrated rectification.

(1) Conduct research and formulate an inspection‑rectification plan, establish lists of issues, tasks, and responsibilities, and clearly define the persons in charge, corrective measures, and deadlines.

(2) Convene a special democratic life meeting of the leading team on rectification measures following the inspection;

(3) Thoroughly ensure the rectification and implementation of issues identified in inspection feedback;

4. Diligently handle the leads and clues referred by inspection teams, as well as petition matters reported by the public;

(5) In response to the issues raised in inspection feedback, draw broader lessons, improve relevant systems, address shortcomings, and close loopholes.

(6) Submit reports on the progress of centralized rectification to the disciplinary inspection and supervision organs, organizational departments, and the office of the leading group for inspection work at the same level as the Party organization conducting the inspection.

Following the conclusion of the concentrated rectification phase, the Party organizations subject to inspection shall establish a normalized, long-term mechanism for rectification, ensure the continued implementation of measures to address outstanding issues, and, in light of actual work conditions, report on subsequent progress as appropriate.

Article 35: The disciplinary inspection and supervision organs at the same level as the Party organization conducting the inspection shall assume responsibility for overseeing the implementation of corrective measures, exercising comprehensive oversight over the inspected Party organizations’ fulfillment of their inspection‑related rectification tasks. Their principal duties are:

(1) Review and vet the inspection‑related rectification plans formulated by the Party organizations under inspection, and attend the special democratic life meetings on inspection‑related rectification as an observer;

(2) Establish a supervision ledger for the rectification of inspection findings, and strengthen routine oversight by comprehensively employing methods such as listening to reports, convening progress meetings, holding special consultations, conducting research and supervisory inspections, carrying out on-site checks, conducting rectification assessments, issuing admonitory talks, holding cautionary interviews and written inquiries, and putting forward disciplinary inspection and supervision recommendations.

(3) With regard to the salient issues identified during inspection—particularly those related to exercising full and rigorous Party self‑discipline—promptly urge and facilitate the implementation of concentrated rectification campaigns and targeted remediation efforts.

(4) Handle the leads and clues referred from inspection tours in accordance with regulations, discipline, and law, and within six months from the date of receipt of such referrals, provide feedback to the Office of the Leading Group for Inspection Work on the progress of their handling.

(5) Take the lead in reviewing the reports on the progress of centralized rectification efforts by the Party organizations under inspection;

(6) To guide the stationed (dispatched) institutions and subordinate discipline inspection and supervision organs in strengthening oversight of the implementation of rectification measures by the Party organizations subject to inspection;

(7) Submit reports on the oversight of inspection rectification to the Leading Group for Inspection Work through the Office of the Leading Group for Inspection Work.

The stationed institutions of the discipline inspection and supervision authorities shall, in accordance with relevant regulations, incorporate the rectification progress of issues identified during inspections conducted by the Party groups and Party committees of the host units (including those under comprehensive oversight) into their routine supervisory work, thereby ensuring effective implementation of corrective measures.

Article 36: The organizational departments of the Party organizations conducting inspection work shall, in accordance with their duties, assume responsibility for supervising the implementation of rectification measures arising from inspections, and oversee the inspected Party organizations in fulfilling their assigned rectification tasks. Their principal responsibilities are as follows:

(1) Participate in the review and approval of the inspection‑rectification plans formulated by the Party organizations subject to inspection, and attend as an observer the special democratic life meetings on inspection‑rectification.

(2) Supervise the inspected Party organizations in implementing corrective measures to address issues related to the Party’s organizational line for the new era, strengthen routine oversight, and organize concentrated rectification and targeted governance efforts to tackle prominent problems.

(3) Incorporate the implementation of inspection‑related rectification measures into the annual performance assessments of the leading bodies and leading cadres of the Party organizations subject to inspection, and use the issues identified during inspections, together with the status of their rectification, as important references for strengthening leadership team building and for evaluating, selecting, appointing, managing, and supervising cadres.

(4) Issues related to leadership team building, the implementation of democratic centralism, cadre selection and appointment, talent development, the building of primary-level Party organizations and Party member teams, and the proactive performance of duties by cadres—once referred by the inspection authorities—shall be handled in accordance with relevant regulations. Within six months from the date of receipt of such referred issues, a report on the progress of their handling shall be submitted to the Office of the Leading Group for Inspection Work.

(5) Review the sections of the reports on the progress of centralized rectification by the Party organizations under inspection that pertain to the Party’s organizational line in the new era.

(6) Provide guidance to lower-level organizational departments to strengthen oversight of the implementation of inspection‑related rectification measures by the Party organizations under inspection.

(7) Submit reports on the oversight of inspection rectification to the Leading Group for Inspection Work through the Office of the Leading Group for Inspection Work.

Article 37: Relevant functional departments shall, in accordance with their respective responsibilities, make use of the outcomes of inspection activities. With respect to the issues identified in inspection reports and the work recommendations referred for action, they shall strengthen investigative research, propose corrective measures, promote reform, improve institutional frameworks, and enhance governance. Furthermore, within six months from the date of issuance of the report and referral, they shall submit to the Office of the Leading Group for Inspection Work a progress report on the implementation of such measures.

Article 38: Inspection bodies shall strengthen overall coordination and oversight of the implementation of inspection rectifications and the application of their outcomes, and promote the establishment of mechanisms for consultation, evaluation, and accountability related to inspection rectification.

Inspection bodies shall report to the Party organizations at the same level on the overall status of inspection-based rectification and the application of its outcomes. With respect to prominent issues where rectification has been inadequate, they shall urge the relevant authorities and departments to hold the pertinent Party organizations and responsible individuals strictly accountable.

Chapter Six: Team Building

Article 39: Party organizations conducting inspection work shall strengthen overall planning for the development of the inspection cadre team, establish and improve institutional mechanisms tailored to the characteristics of inspection work, and build a high-caliber, professional cadre workforce.

Select and appoint the most qualified leaders and deputy leaders of inspection teams, assign full-time cadres commensurate with the tasks at hand, and avoid patronage‑based arrangements. Strengthen standardized management of inspection personnel, and intensify efforts in training, education, and rotational exchanges.

Great importance is attached to identifying, cultivating, and training cadres through inspection assignments. Outstanding young cadres and newly promoted officials are systematically assigned to inspection posts for practical experience, and their participation in and performance during inspection work serve as a reference for cadre assessment, evaluation, and selection and appointment.

Article 40: Inspection officials shall meet the following requirements:

(1) Firm in ideals and convictions, loyal to the Party, and consciously maintaining a high degree of consistency with the CPC Central Committee with Comrade Xi Jinping at its core in thought, politics, and action;

(2) Uphold principles, dare to struggle, assume responsibility and take action, conduct affairs in accordance with the law, act with fairness and integrity, and maintain honesty and incorruptibility;

(3) Set an exemplary example in observing the Party’s discipline and the state’s laws and regulations, and strictly safeguard the secrets of the Party and the state;

(4) Possesses the professional expertise necessary to fulfill inspection and oversight duties, as well as strong capabilities in identifying issues, facilitating communication and coordination, and synthesizing written materials.

(5) Possess the physical health and psychological resilience necessary to perform duties effectively.

Personnel seconded to participate in inspection work shall, in accordance with the aforementioned criteria, rigorously vet their political integrity, moral character, competence, work style, and integrity, and solicit opinions on Party conduct and clean governance in compliance with established procedures.

Personnel who are not suitable for inspection duties shall be promptly reassigned.

Article 41: Inspection bodies shall strengthen their work style and disciplinary development, urge inspection personnel to strictly observe political discipline and norms, earnestly implement the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct and its detailed rules for implementation, take the lead in opposing formalism, bureaucratism, hedonism, and extravagance, and rigorously enforce discipline in inspection work, ensuring that they are loyal, clean, responsible, and capable of fighting effectively.

Article 42: Inspection bodies and inspection personnel shall conscientiously accept oversight from Party organizations, democratic oversight, public oversight, and other forms of supervision, and take the lead in strengthening self‑supervision. They shall establish and improve internal control mechanisms, intensify oversight of inspection personnel—particularly those in key positions such as heads and deputy heads of inspection teams—and strictly enforce systems and regulations on recusal, confidentiality, reporting on major matters, and assessments of conduct and discipline, ensuring that inspection work is carried out in accordance with rules, discipline, and law.

Any organization or individual has the right to file complaints or bring charges against inspection bodies and inspectors for violations of laws, disciplines, or regulations.

Chapter 7 Accountability

Article 43: If a Party organization conducting inspection work or its leading group for inspection work fails to exercise effective leadership, resulting in serious problems, the relevant persons responsible shall be held accountable in accordance with pertinent regulations.

Article 44: Where relevant organs, departments, or entities fail to assist or support inspection work in violation of applicable provisions, thereby causing serious consequences, the responsible personnel shall be held accountable in accordance with the pertinent regulations.

Article 45: If inspection personnel fall under any of the following circumstances, depending on the severity of the situation, they shall be subject to criticism and education, ordered to conduct self‑examination, admonished, subjected to organizational measures, or disciplined in accordance with Party discipline or administrative regulations; if their actions constitute a crime, they shall be held criminally liable in accordance with the law.

(1) Failure to detect significant issues that should have been identified;

(2) Failing to report inspection findings truthfully, and concealing, distorting, or fabricating facts;

(3) Illegally retaining inspection-related materials and disclosing unpublished information pertaining to inspection work, including state secrets, official secrets, commercial secrets, and personal privacy;

(4) Exceeding one’s authority in the course of work, thereby causing adverse consequences;

(5) Taking advantage of inspection work to seek personal gain or to secure improper benefits for others;

(6) Other acts that violate the discipline of inspection work.

Article 46: Where a Party organization subject to inspection and its staff members fall under any of the following circumstances, depending on the severity of the situation and in accordance with relevant provisions, the principal person in charge of the leading body of that Party organization or other persons bearing relevant responsibility shall be subject to criticism and education, ordered to make an inspection, given a cautionary admonition, subjected to organizational measures, or disciplined by way of Party disciplinary action or administrative sanctions; if the conduct constitutes a crime, criminal liability shall be pursued in accordance with law.

(1) Concealing and failing to report, or deliberately providing false information to the inspection team;

(2) Refusing to provide, or failing to provide in accordance with requirements, relevant documents and materials to the inspection team;

(3) Instructing or compelling relevant units or personnel to interfere with or obstruct inspection work, or falsely accusing or maliciously framing others;

(4) Failing to provide effective leadership and organization for inspection‑related rectification, inadequately implementing the requirements of inspection‑based corrective measures, and engaging in perfunctory or superficial remediation.

(5) Threatening, persecuting, retaliating against, or framing cadres and the general public who report problems;

(6) Other circumstances involving non-cooperation with or interference in the inspection work.

Chapter Eight: Inspection Work

Article 47: The Party committees at the municipal (prefectural, autonomous prefectural, league) and county (city, district, banner) levels shall establish a system of inspection tours and set up inspection bodies, ensuring full coverage of all Party organizations under their jurisdiction within the term of office.

Other Party organizations that need to conduct inspection tours shall submit their requests for approval to the Party Committee (Party Leadership Group) through the leading group for inspection work of the higher-level Party Committee (Party Leadership Group).

Article 48: The entities subject to inspection by the Party committees of municipalities (prefectures, autonomous prefectures, leagues) include: the leading bodies of Party committee working departments; the Party groups (Party committees) of municipal-level state organs and people’s organizations; the Party organizations of state-owned enterprises and public institutions under the administration of municipalities (prefectures, autonomous prefectures, leagues); as well as other Party organizations that the Party committee deems necessary to inspect.

The entities subject to inspection by the county (city, district, banner) Party committees include: the leading bodies of Party committee working departments; the Party groups (Party committees) of state organs and people’s organizations at the county level; the Party organizations of state-owned enterprises and public institutions under the administration of the county (city, district, banner); the Party organizations of townships (subdistricts) and villages (communities) within their jurisdiction; as well as other Party organizations that the Party committee deems necessary to inspect.

Article 49: Inspection work shall adhere to the positioning of political oversight, focusing on the implementation of the CPC Central Committee’s decisions and arrangements at the grassroots level, misconduct and corruption affecting the people, the building of grassroots Party organizations and the ranks of Party members, as well as the rectification of issues identified during inspections and the application of inspection outcomes, thereby strengthening supervision and inspection.

Article 50: With respect to the organizational leadership and institutional responsibilities of inspection work, its procedures and powers, the implementation of rectification measures and the application of outcomes, personnel development, accountability, and other related matters, provisions shall be formulated in accordance with the relevant regulations on inspection work set forth in this Regulation, taking into account actual conditions.

Chapter IX Supplementary Provisions

Article 51: The provisions governing the inspection system for the Party organizations of the Chinese People’s Liberation Army and the Chinese People’s Armed Police Force shall be formulated by the Central Military Commission by reference to these Regulations.

Article 52: This Regulation shall be interpreted by the Office of the Central Leading Group for Inspection Work.

Article 53 This Regulation shall enter into force on the date of its promulgation. Any other provisions previously issued concerning inspection work that are inconsistent with this Regulation shall be implemented in accordance with this Regulation.
