To comprehensively enhance scientific and technological innovation capabilities, elevate the standard of technical quality management, concentrate resources on developing new‑type productive forces, and strategically position ourselves in emerging and future industries, our institute convened its second‑quarter technical quality management meeting on April 7. Li Yinzhen, the institute’s chief engineer, attended the meeting and delivered a speech. More than 20 participants—including technical leaders and key technical personnel from the Geological Science and Technology Department and all other departments under the institute—were in attendance.
The meeting conveyed the spirit of the Bureau (Group)’s “Notice on Launching the Nomination Process for Science and Technology Innovation Teams for the 2024–2026 Period” and provided detailed arrangements for organizing applications for the Bureau (Group)’s science and technology innovation teams and for the Ninth Youth Geological Science and Technology Academic Forum. In addition, specific plans were laid out for participation in the 2024 publicly tendered geological exploration projects under the Ministry–Provincial Agreement, the Shandong Province Geothermal Energy Investigation, Evaluation, and Exploration Project, as well as for the Institute’s technical quality management work in the second quarter.
Participants engaged in discussions on our institute’s work related to scientific and technological innovation, technical quality management, and the bidding process for provincial‑level contracted projects, while also identifying existing issues and challenges based on practical experience. Liu Jianwen, Director of the Geological Science and Technology Department, provided timely responses to participants’ questions and proposed improvement plans and concrete measures concerning project quality management, data submission, and the development of science‑and‑technology innovation teams. He emphasized the need to align technical quality management closely with the institute’s geological science and technology management system, ensuring rigorous standards, high efficiency, and enhanced productivity, and to fully institutionalize and standardize all management processes.
The meeting emphasized that the second quarter is a critical window period that will decisively shape the institute’s annual performance, serving as a decisive phase for advancing initiatives, ensuring effective implementation, and achieving breakthroughs. All departments are urged to maintain high morale, exert their utmost effort, fulfill their mission through concrete actions, demonstrate responsibility with tangible results, and deliver measurable outcomes. To this end, the following priorities should be firmly addressed: First, uphold science and technology innovation as the guiding principle, strengthen awareness of innovation, concentrate resources to enhance the efficiency of scientific and technological advancement, and further pool and coordinate resources in talent development and platform building to forge synergy and strive to establish a bureau‑level (or group‑level) innovation team. Second, intensify the comprehensive compilation and analysis of relevant materials, foster multi‑party communication and coordination, and proactively organize applications to secure provincial‑level funding projects, thereby laying a solid foundation for the year 2024. Third, rigorously manage project quality by strictly adhering to the three‑tier quality management system and integrating quality inspections throughout the entire project lifecycle.
