Wang Fuyu, former Party Secretary and Chairman of the CPPCC in Guizhou Province, was found to have violated regulations by accepting gifts and cash gifts, engaging in unauthorized golfing over an extended period, leading a lavish lifestyle, and pursuing personal pleasure. From 2015 to 2020, Wang Fuyu repeatedly accepted gifts and cash gifts in violation of regulations, involving particularly large sums. He remained deeply obsessed with golf; even after the issuance of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct, he continued to accept arrangements from private business owners and others to play golf in Hainan, Guizhou, Yunnan, and other locations, with all expenses borne by those private entrepreneurs. At the same time, Wang Fuyu illegally held golf membership cards and failed to report or surrender them as required. During the Spring Festivals of 2016 and 2017, he demanded that private business owners provide luxury villas for him and his family to use during their vacations in Sanya. Between 2013 and 2020, he frequently traveled on private jets arranged by private business owners to destinations including Chengdu, Haikou, and Shenzhen. From 2017 to 2020, he also had private business owners pay more than RMB 267,600 to hire domestic helpers for his household. In addition, Wang Fuyu was found to have committed other serious disciplinary and legal violations. In July 2021, he was expelled from the Communist Party, and his suspected criminal offenses were referred to the procuratorial organs for lawful review and prosecution.
Song Liang, former member of the Standing Committee of the Gansu Provincial Party Committee and former deputy secretary of the Party Leadership Group and vice governor of the provincial government, was found to have violated regulations by accepting gift money and by accepting banquets and travel arrangements that could potentially compromise the impartial performance of his official duties. From before the 2013 Spring Festival through February 2019, Song Liang successively accepted gift money totaling more than RMB 571,500 from private business owners and others. Between August 2017 and June 2019, he accepted five separate banquets arranged by entities under his administrative oversight. During the Spring Festival, the Dragon Boat Festival, and other holidays from 2017 to 2019, Song Liang and his family, at the arrangement of those subject to his administrative oversight, undertook six trips to destinations including Sanya in Hainan, Dali in Yunnan, and Chongqing, with all expenses for accommodation, meals, and other related costs borne by the individuals or entities concerned. In addition, Song Liang was found to have committed other serious violations of discipline and law. In July 2021, he was expelled from the Communist Party of China and dismissed from public office, and his suspected criminal offenses were referred to the procuratorial organs for lawful review and prosecution.
The issue of Wang Liko, former member of the Standing Committee of the Jiangsu Provincial Party Committee and former Secretary of the Political and Legal Affairs Commission, who illegally and for an extended period occupied multiple official vehicles and office spaces. In March 2013, after assuming his post in Jiangsu Province from Liaoning Province, Wang Liko unlawfully retained four official vehicles belonging to the Dalian Municipal Public Security Bureau and related units until October 2020; during this period, the costs of insurance, maintenance, fuel, and other expenses were borne by the Dalian Municipal Public Security Bureau and the relevant entities. From September 2017 to October 2020, despite the Jiangsu Provincial Party Committee’s Political and Legal Affairs Commission having already provided him with office space, he continued to illegally occupy four offices in the Jiangsu Provincial Public Security Department building for his personal use and that of his close aides. Wang Liko also engaged in other serious violations of discipline and law. In September 2021, he was expelled from the Communist Party and dismissed from public office, and his suspected criminal offenses were referred to the procuratorial organs for lawful investigation and prosecution.
The Central Commission for Discipline Inspection and the National Supervisory Commission emphasized that Party organizations at all levels must thoroughly study and implement General Secretary Xi Jinping’s important expositions on strengthening Party conduct, further deepen their political understanding and grasp of these principles, and consciously regard improving Party conduct as a powerful driving force for advancing the Party’s great self-revolution and promoting the great social revolution. They should integrate efforts to rectify conduct, enforce discipline, and combat corruption, fully leveraging the leading and safeguarding role of comprehensively and strictly governing the Party, thereby ensuring that the Party remains a strong leadership core throughout the historical process of upholding and developing socialism with Chinese characteristics in the new era. Disciplinary inspection and supervision organs at all levels must earnestly fulfill their duties of assistance and oversight, promote seamless coordination between principal responsibility and supervisory responsibility, address whatever problems arise, prioritize tackling those that are most prominent, start with the most pressing issues strongly reported by the public and with leading cadres, adopt a systematic approach that addresses both symptoms and root causes, and persistently correct the “Four Undesirable Trends” while fostering a new ethos. The overarching tone of strictness must be maintained over the long term, with sustained efforts to tackle persistent malpractices such as unauthorized banquets and gift‑giving, and to rigorously investigate and severely punish violations committed in defiance of regulations. Hidden or evolving forms of misconduct must be accurately identified and effectively countered, resolutely preventing any resurgence of hedonism and extravagance. We must adhere to the principle of simultaneously addressing both problems and cultivating positive values, educating and guiding Party members and officials to carry forward the Party’s fine traditions, and to inherit the cherished “family treasure” of hard work, frugality, and thrift. Party and government organs should take the lead in practicing austerity, vigorously promoting thrift and opposing waste, so that an atmosphere of integrity and incorruptibility continues to prevail.
