On the morning of August 8, our institute convened a meeting to analyze its economic performance for the first half of 2024. The meeting aimed to thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, convey and study the key directives from the Bureau (Group)’s first-half economic analysis conference as well as its meetings on rule of law and compliance, risk management, and audit oversight, summarize the institute’s economic performance in the first half of the year, assess the current situation, and outline tasks for the second half. Wang Qingfeng, Party Secretary and Director of the institute, attended the meeting and delivered a speech. More than 20 participants, including institute leaders and heads of all departments, took part in the proceedings.
The meeting conveyed and studied the spirit of the concluding remarks delivered by Liu Xingwang, Party Secretary, Chairman, and Deputy Director of the Bureau (Group), as well as the report on the first-half economic performance analysis presented by Tan Kelong, Director, Deputy Party Secretary, and General Manager. The meeting also announced the 2024 operational performance assessment targets set by the Bureau (Group) for our institute and read out the institute’s decision to appoint chief experts for the 2024–2026 term.


At the meeting, the head of the business department signed the Business Objectives Responsibility Agreement on behalf of the department, while the institute’s chief expert signed the Annual Chief Expert Objectives Responsibility Agreement.
The heads of each business unit reported on their progress for the first half of 2024, identified existing issues and shortcomings, and outlined their plans for the second half of the year. The institute’s leadership provided targeted feedback on each department’s production and operational performance during the first half and offered guiding recommendations for prioritizing key tasks in the second half.
Party Secretary and President Wang Qingfeng delivered a comprehensive analysis of the institute’s economic performance for the first half of 2024. He noted that, during this period, the institute remained focused on its core responsibilities and primary mission, continuously strengthening its core competencies; deepened reform across the board; emphasized Party building and science-and‑technology innovation as guiding forces; balanced high-quality development with high-level security; and proactively identified and mitigated risks. With the concerted efforts of all faculty, staff, and workers, the institute achieved positive progress and notable results in all areas of work. In the second half of the year, the institute will closely align itself with the spirit of the Third Plenary Session of the 20th CPC Central Committee, prioritizing the following key tasks:
First, we must focus comprehensively on our core business. In geological exploration, we will seize the opportunity presented by the new round of strategic initiatives to achieve breakthroughs in mineral discovery, intensifying deep and detailed exploration in key metallogenic belts to boost reserves and production. In ecological geology, we will capitalize on the historic opportunities offered by the Beautiful China initiative, proactively applying to participate in and implementing major projects such as the integrated management of mountains, rivers, forests, farmland, lakes, grasslands, and deserts; the high-quality development of the Yellow River Basin; and the protection and construction of ecological corridors along the Yellow River. As for geological engineering, we will consolidate our position in the new‑energy project‑survey market, deepen our transformation toward the new‑energy sector, and provide services to large enterprises.
Second, we must strengthen market development. Leveraging our respective strengths, we will focus on niche markets and key regions, conduct in-depth analysis of favorable policies related to tax reform and the revitalization of local economies, and shift from a passive approach of “waiting for projects to come to us” to a proactive strategy of “actively seeking out markets and competing for projects.”
Third, we must invigorate reform. We will continue to exert sustained efforts in optimizing and refining market-oriented operating mechanisms, implementing the three‑system reforms, and improving performance appraisal, incentive, and accountability frameworks, thereby fostering a favorable environment that encourages all employees to engage in, support, and champion reform while exercising tolerance toward its inevitable challenges.
Fourth, we must innovate talent development. By implementing a chief expert system within the institute, we will progressively establish and refine a robust technical expert framework, create clear career pathways for technical professionals, and continuously optimize the succession pipeline of scientific and technological talent across senior, mid-career, and young generations.
Fifth, we must strengthen innovation-driven development. We will enhance incentives for scientific and technological innovation, increase investment in R&D, establish platforms for industry–university–research collaboration, and foster deep integration among production and operations, market demand, and the cutting edge of industry‑specific technologies.
Sixth, we must strengthen refined management. We will enhance project quality management and standardization, place great emphasis on managing operating cash flow and controlling project costs and expenses, and effectively curb the growth of “two types of receivables.” We will rigorously manage compliance risks and advance the development of a contract management system, while continuously intensifying efforts to recover outstanding receivables and settle outstanding payables.
Seventh, we will strengthen the management of mining rights and the revitalization of existing assets. Seizing the favorable opportunities presented by the strategic initiative to achieve breakthroughs in mineral exploration, we will steadily bring idle resources back into productive use, striving to transform our resource endowments into economic and developmental advantages.
Eighth, we must fortify our safety defenses. We will strengthen risk prevention and control, ensure the effective implementation of the production safety responsibility system, and enhance on-site safety management at project sites. We will closely monitor the critical flood‑control period to guarantee safe production.
Ninth, we must strengthen Party building as the guiding force. We will thoroughly study, implement, and carry out the spirit of the Third Plenary Session of the 20th CPC Central Committee, consolidate and expand the achievements of thematic education, deepen education on Party discipline, and translate our learning into concrete actions, tangible results, and practical effectiveness. We will also reinforce conduct‑building, consistently upholding the principles of being “in full swing, full of passion, willing to take responsibility, disciplined, and committed to implementation.”
