Recently, the Party Committee of the institute convened its ninth theoretical study session for 2024, thoroughly studying and comprehending General Secretary Xi Jinping’s important speeches and key instructions on scientific and technological innovation and new‑type productive forces. The session focused on key content from Volume IV of “Xi Jinping: The Governance of China” and the selected excerpts from “Xi Jinping on Natural Resource Work.” The meeting was chaired by Wang Qingfeng, Secretary of the Party Committee and Director of the institute, with participation from members of the Party Committee and relevant leaders.

The meeting noted that General Secretary Xi Jinping’s important expositions on new‑type productive forces profoundly address the major theoretical and practical questions of “what new‑type productive forces are, why we should develop them, and how we should do so,” thereby further enriching and advancing the substance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. These ideas carry significant theoretical implications and contemporary value, providing fundamental guidance and scientific direction for accelerating scientific and technological innovation and promoting high‑quality development in the new era and on the new journey.

The meeting emphasized the need to deeply understand and grasp the profound significance, scientific essence, and practical requirements of new‑type productive forces; to cultivate a strong sense of ideological, political, and practical awareness in strengthening scientific and technological innovation; and to closely align these efforts with the realities of our institute, translating learning outcomes into concrete actions that advance scientific and technological innovation and enhance new‑type productive forces. By achieving breakthroughs in critical core technologies, we will foster new‑type productive forces and contribute more effectively to supporting scientific and technological innovation and natural resource management.

First, we must strive to forge new paths by liberating our minds and embracing innovative thinking. We should remain problem‑oriented, placing customers at the center of our efforts, conducting thorough market and customer research, and driving innovation around market needs and customer pain points. This will strengthen our core competitiveness and brand influence, enabling us to gain a competitive edge in an increasingly fierce marketplace. At the same time, we must focus on technological innovation aligned with our core business, delving deeply into our industry and continuously enhancing our voice and leadership within it.

Second, we must strive for breakthroughs in platform development. We will strengthen the construction of existing platforms, continue to increase financial investment and improve operational management, and, leveraging teams of chief experts and science-and‑technology innovation groups, effectively enhance these platforms’ capacity to host projects, attract talent, translate research outcomes, and aggregate resources. This will facilitate our institute’s transformation and upgrading and bolster its ability to lead development through innovation.

Third, we must focus on advancing project development. On the one hand, we should make every effort to secure projects, prioritizing national, local, and General Administration‑level science and technology initiatives as the cornerstone of our R&D efforts. Closely aligned with the Institute’s own industrial development needs, we will meticulously identify and prioritize key areas, plan ahead, and submit well‑targeted proposals. On the other hand, we must strengthen project management throughout the entire lifecycle, rigorously ensure quality, and fully implement the projects we have already undertaken. We will also distill and summarize our Institute’s core technologies and competitive industries, and vigorously promote their dissemination, thereby accelerating the generation and commercialization of research outcomes.

Fourth, we must adopt concrete measures to strengthen our talent pool. We should fully leverage the guiding role of chief experts, foster a positive environment characterized by unity and collaboration, pragmatic action, and a spirit of learning from and surpassing one another, thereby advancing the development of a tiered system of high-caliber professionals. Moreover, we should entrust young technical personnel with greater responsibilities and more opportunities, assigning them roles that match their strengths and ensuring their talents are fully utilized, thus accelerating their professional growth.
