On March 19, the Bureau (Group) convened an expanded (specialized) Party Committee meeting to convey and study the “Notice of the General Office of the CPC Central Committee on Carrying Out in-depth Study and Education on Implementing the Spirit of the CPC Central Committee’s Eight-point Decision Throughout the Party,” the spirit of the meeting of the Leading Group for Party Building under the CPC Central Committee, and the spirit of the work conference convened by the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council on launching in-depth study and education on implementing the spirit of the CPC Central Committee’s Eight-point Decision. The meeting aimed to gain a thorough understanding of the spirit of the CPC Central Committee’s Eight-point Decision and its detailed implementation rules, and to deliberate and review the “Work Plan of the Party Committee of China Chemical Geology And Mining Bureau (China Chem Mingda Holding Group) on In-depth Study and Education on Implementing the Spirit of the CPC Central Committee’s Eight-point Decision.” A leading group and a dedicated task force for the study and education were established, and Liu Xingwang, Secretary of the Party Committee, Deputy Director, and Chairman of the Bureau (Group), delivered a mobilization and deployment speech on the study and education efforts.

The meeting pointed out that, Carrying out in-depth study and education throughout the Party on thoroughly implementing the spirit of the CPC Central Committee’s Eight‑Point Decision is a major decision and deployment made by the Party Central Committee with Comrade Xi Jinping at its core, and it constitutes an important political task for this year’s Party‑building work. All Party organizations at every level within the Bureau (Group) and all Party members and cadres must, from the political standpoint of firmly upholding the “two establishments” and resolutely safeguarding the “two safeguards,” earnestly align their thinking and actions with the decisions and deployments of the Party Central Committee with Comrade Xi Jinping at its core. They must deeply study and grasp, and conscientiously implement, the spirit of General Secretary Xi Jinping’s important speeches and his key instructions and directives, educating and guiding the broad ranks of Party members and cadres to persistently and tirelessly uphold the spirit of the CPC Central Committee’s Eight‑Point Decision, thereby advancing the Bureau (Group)’s comprehensive and rigorous governance of the Party to greater depths.

The meeting emphasized the importance of in-depth study and thorough understanding, and of maintaining a high standard in conducting discussions. Leading cadres must set an example by taking the lead, thoroughly study General Secretary Xi Jinping’s important expositions on strengthening the Party’s work style and the spirit of the CPC Central Committee’s Eight‑Point Decision, and make full use of learning platforms such as Party committee meetings and the Party committee’s theoretical study center group to study the theory in its original form. They should ensure that learning is closely integrated with research, maintain a high level of commitment, and serve as models to guide others. Furthermore, they should conduct tiered and categorized rotational training for cadres, strengthen specialized education for key groups—including newly promoted cadres, young cadres, and those in critical positions—and organize thematic seminars to ensure that learning and education truly take root in minds and hearts. Benchmarking and alignment: the depth of identifying and addressing shortcomings. We have conducted a comprehensive benchmarking against the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct and its detailed implementation rules, aligned with the deployment requirements of the SASAC and the Party Leadership Group of the General Administration, and made full use of disciplinary inspection and supervision, routine inspections, auditing, and financial‑accounting oversight to thoroughly identify both lingering weaknesses that require further consolidation and deepening, as well as unresolved shortcomings. We have rigorously analyzed the root causes of these issues, drawn broader lessons from specific cases, identified potential risk factors, and, in a fact‑based manner, pinpointed problems and probed their underlying causes. We have also continued to carry out “Discipline Education Month” activities, deepened efforts to learn from cases and promote rectification, and strengthened cadres’ awareness of discipline and the rule of law. Tackle tough issues head-on and ensure the effectiveness of rectification efforts. In response to salient issues, we will compile detailed lists and establish accountability records, launch targeted remediation campaigns, and devise practical, actionable measures. We will tackle challenges head-on, systematically close each issue one by one, and implement closed-loop oversight to ensure effective rectification. At the same time, we will strengthen long-term mechanisms for improving work style, ensuring that the outcomes of these efforts are purposefully applied to refine relevant systems and regulations, thereby translating commitments into tangible results. Public oversight ensures the “practicality” of opening up. We will extensively solicit public input, strengthen transparency in Party affairs, and conscientiously accept oversight and evaluation from the people, thereby staying true to the Party’s mass line. We will uphold the principle of “going to the grassroots,” conduct pragmatic and in-depth investigations and studies, and continue to carry out the initiative “Doing Practical Things for the People.” By systematically categorizing and addressing the most pressing challenges in grassroots governance and the bottlenecks affecting people’s daily lives, we will compile a “People’s Sentiment List” to ensure that every issue is properly addressed.

The meeting called for strengthening organizational leadership and ensuring that responsibilities are firmly assigned and implemented at every level. It is essential to adopt a holistic, coordinated approach across all levels. The Party committees of the bureau (group) must assume primary responsibility, systematically planning, thoroughly implementing, and effectively communicating the spirit of the Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct. Party committees (general branches) at all levels should establish dedicated task forces for study and education, strengthen overall coordination, ensure clear division of responsibilities and close collaboration, tighten the accountability chain, and ensure that study and education efforts are swiftly responsive and vigorously carried out. Strengthen categorized guidance and emphasize coordinated advancement. Working task forces under Party committees (general branches) at all levels shall formulate study-and-education plans for their respective units, strengthen categorized guidance on the learning schedules of subordinate Party organizations, resolutely guard against formalism, refrain from imposing excessive requirements at each level, and ensure that study and education activities are tailored to the actual conditions of each unit. Supervisory teams shall be established to intensify oversight and provide guidance on the implementation of study and education across all units and departments, thereby achieving full coverage. Efforts should be made to effectively link the consolidation and deepening of thematic education with the outcomes of Party‑discipline study and education, while coordinating and advancing rectification measures arising from inspection tours, audits, and other forms of oversight, using tangible results in work to assess the effectiveness of these educational initiatives. Strengthen publicity and guidance to foster a positive atmosphere. Party organizations at all levels should make full use of platforms such as websites, WeChat official accounts, and promotional display boards to promptly share authoritative interpretations issued by the Central Commission for Discipline Inspection, thereby ensuring that all cadres and employees thoroughly understand and internalize the content. They should also timely disseminate updates and initiatives within the publicity system on studying and implementing the spirit of the CPC Central Committee’s Eight‑Point Decision, as well as experiences and achievements in integrating these efforts with core work tasks, so as to inspire Party members and cadres to demonstrate greater enthusiasm and initiative in their work and entrepreneurship during the study and education campaign, and to foster a positive atmosphere conducive to learning and implementation.
