On June 13, the Party Committee of the China National Bureau of Coal Geology convened a special meeting to advance the concentrated campaign against improper dining and entertainment, as well as a training session to deploy the pilot implementation of the basic training mechanism. The meeting further deepened the study and implementation of General Secretary Xi Jinping’s important expositions on strengthening the Party’s conduct, re‑deployed and rearranged the bureau-wide campaign to address violations related to improper dining and entertainment, and outlined and provided training on the work of establishing a basic training mechanism for grassroots Party organizations, which the Bureau is undertaking as a second‑batch pilot enterprise under the State-owned Assets Supervision and Administration Commission. Jia Chunqu, Secretary of the Bureau’s Party Committee, attended the meeting and delivered a speech; Fan Baoying, a member of the Bureau’s Party Committee and Deputy Director, chaired the meeting; and Xiao Xiangli and Wang Yanqing, members of the Bureau’s leading team stationed in Beijing, also attended.
The meeting conveyed and studied General Secretary Xi Jinping’s important expositions on strengthening the Party’s work style, the spirit of the Central Leading Group for Party Building, and the spirit of the State-owned Assets Supervision and Administration Commission of the State Council’s campaign to address violations related to improper dining and drinking. It also reported on typical cases of violations of the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct, and provided a systematic interpretation of the deployment requirements issued by the Party Committee of the SASAC under the State Council regarding the second batch of pilot projects for implementing the basic training mechanism at the grassroots level.

Furthermore, we should make full use of the pilot program for implementing the basic training mechanism, incorporating the focused effort to address improper dining and entertainment into the key agenda items of Party branch discussions, thereby truly bridging the “last mile” in improving work style. We must remain self‑critical and thoroughly address the root causes underlying violations related to improper dining and entertainment. We must conduct self‑examination and self‑reflection, remain vigilant and disciplined, and banish inner demons, deeply recognizing the stubbornness and recurring nature of violations related to improper dining and drinking. We must identify the root causes, exercise utmost caution in all matters, and never cross the line; with unwavering clarity and resolve, we must resolutely put an end to the unhealthy trend of such violations. It is necessary to firmly enforce accountability and ensure the effective implementation of measures to address violations related to improper dining and drinking. We must take cases such as those of Zhao Ping and Wang Xinfang as cautionary examples, benchmark against negative role models and prioritize key areas for rectification, and with the courage to turn the blade inward, conduct thorough investigations and meticulous scrutiny, thereby building a robust “firewall” through in-depth inspections. We must further implement the “five‑responsibility synergy” and fully leverage the effectiveness of the “grand supervision” system. Principal leaders should roll up their sleeves, take the lead in command, personally oversee and manage matters; the special task force on study and education and the supervisory teams must thoroughly grasp the relevant documents and earnestly fulfill their critical duties, including conveying directives, providing guidance and impetus, facilitating information exchange, and conducting closed‑loop oversight. Moreover, we must extend our rectification efforts to the front lines—construction sites, workshops, and other project‑level locations—to safeguard the positive image of central state‑owned enterprises. We must tackle violations of regulations on banquets and hospitality with firm resolve, promptly issue public notices to serve as a deterrent, and demonstrate the authority of discipline and law through genuine rectification. It is essential to comprehensively deepen the reform of the “three systems,” establish a performance‑assessment and contract‑based mechanism featuring a “one person, one form” approach, and foster a robust culture of emulation, learning, collaboration, and striving for excellence across the entire organization, thereby ensuring that “pragmatic action” steers development in the right direction.
