Geotechnical Investigation and Drilling Supplier in Taian District Shortlisted Documents

( January 2026 – December 2027)

To further standardize the procurement management of Shandong Sinochem Geotechnical Engineering Co., Ltd., the following measures are hereby implemented for Shandong Sinochem Geotechnical Engineering Co., Ltd. From January 2026 to December 2027, a shortlisting review of suppliers will be conducted for the geotechnical investigation and drilling works in Taian District.

1. Shortlisted Content and Purpose

The shortlisted content for this round is from our unit, Taian District. From January 2026 to December 2027, all individual project drilling procurement contracts with a value below RMB 600,000 shall be outsourced. The purpose of this shortlisting process is to select a specified number of qualified drilling contractors to ensure the smooth execution of our organization’s geotechnical investigation work.

2. Eligibility of Shortlisted Candidates

The shortlisted bidder shall possess no fewer than Ten units, equipped with the requisite testing equipment, skilled operational personnel, and management staff. The equipment owned by shortlisted bidders shall comply with applicable standards, be in proper working order, and meet technical and safety requirements. The technical and managerial personnel assigned by shortlisted bidders must have completed relevant technical and safety training and obtained appropriate insurance coverage. Such personnel shall strictly adhere to applicable codes and operating procedures to ensure safe operations, maintain drilling quality, and guarantee safe construction. Shortlisted bidders shall bear full responsibility for the safety of their personnel and equipment.

3. Shortlisting Fee

The shortlisted bidder shall bear all costs associated with the preparation and submission of the shortlisting documents. Regardless of the outcome of the shortlisting process, the procuring entity shall not be liable for any such costs.

( 1) Shortlisted bidders shall, in accordance with this shortlisting document and relevant national standards and specifications for exploration and construction drilling, submit their quotations at their own discretion.

The winning bid shall cover all costs required to complete the fieldwork for standard geotechnical investigations, including drilling, static cone penetration testing, standard penetration tests, and sampling. Temporary on-site power and water supplies, as well as temporary facilities for construction personnel, shall be provided by the successful bidder at its own expense. For special sites—such as those involving aquatic operations or locations where relocation is particularly challenging—labor‑related compensation and charges for the rental of specialized equipment may be considered on a case‑by‑case basis, in accordance with actual conditions.

( 2) This project adopts a comprehensive unit-price quotation approach for soil layers of different stratigraphic types, based on… Unit price quotation in “yuan per meter”; please refer to the attached document, “Geotechnical Investigation and Drilling Construction Quotation.”

( 3) If there are missing items in the quotation schedule, it shall be deemed that the omitted prices have been allocated to other items.

5. Eligibility Criteria

In principle, the number of shortlisted candidates in this round shall not be less than The bid opening will proceed only after 10 participants have registered.

The evaluation methodology for this procurement is as follows:

Following the bid opening, the shortlisted bidders’ quoted prices will be compared, and the lowest unit price for each geological formation will be selected. By soliciting quotations from each shortlisted bidder, those who can accept the lowest offer will be given priority as our drilling service providers.

The number of suppliers to be shortlisted in this round shall not be less than Ten candidates will be shortlisted. Once three candidates meet the minimum bid requirement, the shortlisting shall be deemed valid. If this threshold is not met, additional drilling teams will be re-invited to fill the shortfall. Should none of the shortlisted candidates satisfy the requirements set forth in the shortlisting documents, or if their proposed prices are significantly higher than prevailing market rates, our organization reserves the right to reject all shortlisted entries and initiate a new round of shortlisting.

6. Shortlisted for award

For those shortlisted through the pre-qualification inquiry and selection process, our organization will promptly notify them to sign the relevant documentation.

( 1) Shortlisted bidders and successful bidders shall, within three days from the date of issuance of the notice of award, sign a Supplier Integrity Commitment in accordance with the shortlisting documents and the successful bidder’s shortlisting documents.

( 2) Written contracts shall be concluded on a per-project basis as required by the work. If the successful bidder fails to sign the contract in accordance with the stipulated requirements, the shortlisted candidate shall have sufficient grounds to rescind the award.

7. Unfair Competition and Disciplinary Oversight

( 1) It is strictly prohibited for shortlisted bidders to offer bribes to any personnel involved in the shortlisting or bid evaluation process, thereby inducing them to disclose any information related to such processes.

( 2) During the shortlisting process, shortlisted candidates are strictly prohibited from colluding with one another, forming alliances, undermining the fairness and competitiveness of the selection process, or in any way influencing other candidates’ ability to participate in a fair and legitimate shortlisting.

( 3) If any shortlisted candidate is found to have engaged in the aforementioned unfair competitive practices, their shortlisting or winning‑bid status shall be revoked.

8. Deadline and Venue for Submission of Quotation Documents

Deadline: January 4, 2026, at 09:30 (Beijing Time). The quotation documents must be securely packaged and sealed (with the official seal affixed to the seal), and the cover of each package must clearly indicate the project name, supplier name, contact person, and telephone number. Quotation documents must be delivered to the first floor of the Office Building, No. 4, Yingtaoyuan West Road, Tai’an City, Shandong Province, prior to the quotation deadline; submissions received after the deadline will not be accepted.
