To effectively carry out epidemic prevention and control efforts and to the greatest extent possible safeguard the health and safety of all employees, in accordance with the deliberations of the Hospital Epidemic Prevention and Control Leading Group at its special meeting on February 3, we hereby further emphasize and notify the following arrangements and matters concerning employee travel after the holiday and work commencing on February 10:
I. Requirements for Returning Personnel
(1) Employees who leave Jinan or Tai’an during the Spring Festival are expected to return no later than February 8. If feasible, please avoid using public transportation when traveling back. Upon your return, you must conduct a 14-day home‑based medical observation period. Should you develop symptoms such as fever, cough, or fatigue during this period—particularly if accompanied by difficulty breathing—seek medical attention promptly and report the situation to the Hospital’s Safety Production Department. Employees unable to return on time due to special circumstances must notify their department head.
(2) Personnel returning from holiday leave—namely, all on-duty employees traveling to Jinan or Tai’an from within or outside the province—must promptly report relevant return‑travel information to the Institute’s Safety Production Department, including the date of return, mode of transportation, stopover locations, train/flight details, and contact telephone numbers. Any failure to report truthfully will be subject to strict disciplinary action by the Institute’s Commission for Discipline Inspection, and the individual will be disqualified from all Party and government performance‑evaluation and award‑eligibility opportunities for the current year.
II. Scope and Requirements for Office Personnel
Employees returning to work after February 10 must meet the following requirements:
(1) Individuals who leave Jinan or Tai’an during the holiday period must, upon returning to Jinan or Tai’an, self‑isolate for at least 14 days and confirm that they exhibit no suspected symptoms.
(2) Even if you did not leave Jinan or Tai’an during the holiday period, but have had direct or indirect contact with individuals from Wuhan or Hubei, or with confirmed or suspected cases, you must self‑isolate for at least 14 days following such contact and remain free of any suspected symptoms.
(3) During the holiday period, individuals must be in Jinan or Tai’an and exhibit no suspected symptoms such as fever (above 37.3°C, the same applies hereinafter) or cough.
All units affiliated with the institute are requested to compile a list of personnel reporting for duty in accordance with the above requirements and submit it to the Institute’s Safety Production Department by February 9. The Safety Production Department will then forward the list to the Institute’s Leading Group for Epidemic Prevention and Control.
III. Management of Personnel Entering and Exiting
(1) Our institute, in collaboration with Zhengyuan Property Management Company and the Petrochemical Association’s Base Service Center, assigns on-duty personnel each day to take temperature readings of all staff members according to the official attendance roster and maintain detailed records. Access to the office building is strictly controlled; should anyone exhibiting suspected symptoms such as fever, dry cough, or fatigue be identified, they are promptly reported to the Institute’s Safety Production Department, and appropriate isolation measures are immediately implemented.
(2) With respect to all tenants at the two‑zone base, the Institute’s Base Service Center shall be responsible for maintaining effective communication, promptly ascertaining each tenant unit’s resumption of work date, and ensuring that they implement appropriate measures for managing returning personnel and for epidemic prevention and control.
(3) All units affiliated with the institute shall ensure effective communication with clients. In principle, during working hours in the near term, external clients and personnel are prohibited from entering the office area, and visitors are not permitted to enter. If there is an unavoidable need, such access must be approved by the responsible supervisor and reported to the Safety Production Department for record‑keeping; entry and exit must be properly documented, and all necessary measures must be implemented before authorization is granted.
IV. On-the-Job Management
(1) Cancel post-holiday departmental and floor-wide New Year gatherings; within each department, we encourage exchanging New Year greetings without shaking hands.
(2) During working hours, wear a mask properly and cooperate voluntarily with temperature checks. If your home is equipped to measure body temperature, please take your temperature at home before coming to work; only those with a normal reading may report to the workplace. Individuals with abnormal temperatures must report to the Hospital’s Safety Production Department. If your temperature exceeds 37.3°C, do not enter the premises—return home to rest and monitor your condition, and seek medical attention if necessary. While on duty, if you experience any physical abnormalities (such as fatigue, fever, or dry cough), you must promptly report to the Safety Production Department and take appropriate measures.
(3) During working hours, refrain from wandering between workstations or visiting other departments, and minimize frequent departures from your workstation. Hold brief meetings whenever possible, or avoid meetings altogether; we recommend using telephone calls, internal communication groups, or other digital means for coordination. If in-person meetings are unavoidable, all participants must wear masks and maintain a safe distance of at least one meter.
(4) Pay attention to hygiene and infection control in common areas: In elevator lobbies, avoid direct hand contact with elevator walls and buttons; try to refrain from riding crowded elevators, and do not linger or engage in prolonged conversations inside the elevator. After using the restroom and upon exiting the elevator and returning to the office area, wash your hands thoroughly and promptly.
(5) Before leaving work each day, thoroughly wipe personal mobile phones, mice, keyboards, and desks and chairs with alcohol or disinfecting wipes; practice proper hand hygiene before and after removing your mask, and dispose of used masks in the trash bin.
(6) Reduce unnecessary business hospitality; minimize courier deliveries outside of work hours and refrain from ordering takeout, so as to avoid external factors that could compromise epidemic prevention and control.
(7) After each use, all official vehicles must undergo thorough disinfection of the interior and high-touch surfaces such as door handles.
(8) Strictly implement the project commencement reporting system. In accordance with Shandong Province’s directive that no resumption of work is permitted before 24:00 on February 9, all field operations and temporary business trips or external visits are to be temporarily suspended. All production and operational departments—particularly those with construction tasks in Hubei Province—must, based on the local epidemic situation, rigorously comply with relevant requirements issued by local governments and the national authorities. They should engage in patient and meticulous communication with the client to secure understanding and support, ensuring full compliance with these measures. After February 10, if a project genuinely requires resumption, it may proceed only after obtaining approval from the responsible supervisor and filing with the safety production department, contingent upon conditions such as operating in an open, well-ventilated area with minimal personnel. However, stringent protective measures for all project team members must be strictly enforced.
(9) Encourage staggered work schedules, flexible working arrangements, telecommuting, and remote work. Given the current severe epidemic prevention situation, it is recommended that, during the near term, each department, after ensuring effective internal communication and proper work planning, designate one staff member to be on duty each day, while other employees adopt staggered work hours, flexible working, or telecommuting. For matters requiring urgent attention, please contact and schedule appointments with the relevant departments, supervisors, and personnel in advance, aiming to minimize processing time and reduce gatherings. Once tasks are completed and there are no other urgent matters, employees may work remotely from home. (In the later stage, our hospital will issue a unified policy on remote work during the epidemic; all departments are requested to closely monitor information posted in the institution’s internal group chats.)
(10) Strengthen the practice of seeking instructions and reporting; where necessary, adopt ad hoc arrangements. In light of the current severe epidemic situation and road traffic restrictions, following the resumption of work on February 10, during the pandemic period, relevant departmental tasks in Taian District may be submitted for approval and processed via telephone, online channels, and other means, with due attention paid to maintaining proper records of all related information. Priority should be given to ensuring the smooth continuation of work, with any required formalities to be completed promptly at a later stage, thereby minimizing the risk of infection associated with travel.
V. Management of Office Premises
(1) Zhengyuan Property Management Company and the Campus Base Service Center are each responsible for daily disinfection of public areas and shared facilities—such as corridors, sanitary fixtures, and restrooms—in the three office complexes located at No. 80 Lishan Road, No. 15 Beilu, Lieshi Mountain, and No. 4 Xichangchunyuan West Road.
(2) All employees are obligated to maintain the cleanliness and hygiene of the office premises. When working in shared spaces, ensure timely ventilation and take appropriate measures to stay warm during ventilation.
VI. Food and Beverage Management
(1) During the pandemic, employees are encouraged to bring their own meals and wear masks when collecting and heating them. For those who dine out, staggered meal times are recommended; meals should be packed to take back to the office. When purchasing food, please wear a mask, and avoid face-to-face dining or talking while eating.
(2) To ensure the dining safety of employees during the epidemic, our hospital will endeavor to secure a safe and reliable centralized catering service, providing reassured meal options for on‑site staff who require meals during this period. Meal expenses shall be borne by the employees themselves.
VII. Other Matters
(1) During the period of self‑isolation and working from home, it is strictly prohibited to go out or receive visitors. Please wear a mask at all times, wash your hands frequently, ensure adequate ventilation, engage in moderate exercise, and get sufficient sleep. Take appropriate personal protective measures and disinfect regularly, and report your health status and other relevant information on time each day.
(2) During the period of self‑isolation and telework, you must continue to engage in ideological and political study and remain attentive to your unit’s work as before. Keep communication channels such as mobile phones, QQ, and WeChat readily accessible; promptly monitor internal group messages; respond and handle matters without delay; and strictly adhere to established procedures regarding reporting and requesting leave, leave‑cancellation, and confidentiality. Uphold strict work discipline to ensure that epidemic prevention and control measures are effectively implemented while maintaining the smooth conduct of work.
(3) For any other matters not covered herein, please comply with the relevant requirements on epidemic prevention and control issued by the CPC Central Committee, the State Council, the SASAC, the General Administration, our institute, and the local authorities.
