Our hospital has successfully completed the election for the renewal of grassroots Party branches.

Recently, thanks to the concerted efforts of all Party members and in accordance with the relevant provisions of the Constitution of the Communist Party of China, the Regulations on the Work of CPC Branches (Trial), the Regulations on Electoral Work of Primary-Level Party Organizations, and other pertinent rules, the nine Party branches of our institute have successively completed their scheduled elections for leadership transitions, following the required procedures and timelines.
To ensure the successful conduct of this (leadership transition) election and to effectively strengthen the grassroots Party branches as robust fighting fortresses, the Party Committee of Shandong Institute has attached great importance to the process, made meticulous arrangements, adhered to strict procedural standards, and strengthened oversight and guidance throughout the entire procedure.
First, the Party branch structure was adjusted and optimized. In accordance with relevant Party regulations and the actual circumstances of each branch, the Party Committee of Shandong Institute carried out a streamlined reorganization of Party branches and their affiliated members. Shandong Sinochem Geotechnical Engineering Co., Ltd., an independent second-level legal entity under the Institute, established its own Party branch. Additionally, the two retired‑cadre Party branches, each with more than 50 members, were restructured into separate Party branches. Through these adjustments, a solid organizational foundation was laid for the upcoming leadership election.
Second, we strengthened publicity and education. Prior to the leadership transition elections, the Party Committee of Shandong Institute purchased and distributed the “Practical Handbook for Election Work in Grassroots Party Organizations” and convened a special training session on election procedures for grassroots party organizations. Each branch party committee conducted election‑related education for its members, focusing on such topics as the Party’s principle of democratic centralism, guiding principles for conducting branch meetings effectively, cadre policies and standards, and the proper exercise of democratic rights. In light of the fact that retired party members have relatively limited understanding of the new requirements for election work under the current circumstances, the Institute’s Party Committee organized a dedicated outreach and educational session for them, ensuring that all party members have a comprehensive and thorough grasp of election‑related matters.
Third, we strengthened oversight and guidance. The Party Committee of the Shandong Institute provided comprehensive oversight and guidance throughout the entire election process at each branch. All stages were carried out in strict accordance with established procedures. Members of the Party Committee’s organizational team, responsible officials from the Party and Mass Work Department (Party Committee Office), and relevant personnel from the Discipline Inspection Department all attended and supervised the branch-level election meetings, thereby ensuring that the elections were meticulously organized, democratically conducted, procedurally sound, and smoothly implemented.
This election process is an important measure to implement the General Administration Party Committee’s “Strengthening the Foundation through Organization” initiative, and it will play a positive role in enhancing the cohesion and combat effectiveness of grassroots Party organizations, fully bringing into play their function as strong fortresses and the exemplary and leading role of Party members. Going forward, each Party branch will integrate Party building with business development and use business performance to strengthen Party building, thereby laying a solid organizational foundation for advancing the high-quality development of all undertakings at the Shandong Institute.
